APPLICATION FOR THE POST OF COPYISTS”

I. EDUCATIONAL QUALIFICATIONS

i) One must have passed Intermediate Examination conducted by Andhra Pradesh State Board of Intermediate Education or any equivalent examination.

ii) Must have passed Andhra Pradesh Government Technical
Examination in English Typewriting by Higher Grade. Provided that candidates who have passed the examination by the higher grade are not available those who have passed the examination by the lower grade may be considered.

iii) The Candidate must have adequate knowledge of Telugu and Urdu ( If candidates who have adequate knowledge of both the languages are not available, candidates who have adequate knowledge of any one of the languages will be selected)

II. AGE LIMIT: –

Must have completed the age of 18 years and must not have completed (34) Years of age as on 01-07-2017. The Relaxation of maximum age limit in respect of B.Cs. SCs, STs is 5 years. The relaxation of maximum age limit in respect of candidates of Physically Handicapped is 10 years and the Ex-Servicemen are allowed to deduct from their age a period of three years in addition to the length of service rendered by them in the Armed Forces as per Rule 12(1) (c) (i) of A.P. State and Subordinate Service Rules, 1996.

Loan of 1200 crores from Corporation Bank for implementation of SRSP-Balkonda

Engineer-in-Chief, Rural Water Supply & Sanitation, Hyderabad has stated that the proposals were submitted to the Corporation Bank for implementation of SRSP-Balkonda-Nizamabad segment under Mission Bhagiratha for sanction of loan of Rs.1200.00 crores out of the total project cost of Rs.1500.00 crores (Including Interest during construction). He has also stated that the Corporation Bank, Hyderabad has forwarded the loan sanction letter for implementation of the above segment for an amount of Rs.1200.00 crores along with terms and conditions for acceptance of the competent authority. Therefore, he has requested the Govt., to provide concurrence/approval for the terms and conditions of loan sanctioned for the above segment and to issue necessary orders on the required documents to be provided by the Govt., in order to execute the loan agreement with Corporation Bank.

 Government after careful consideration of the matter, hereby accord permission to the Managing Director, Telangana Drinking Water Supply Corporation to borrow the loan amount of Rs.1200.00 Crores (Rupees One thousand Two hundred crores only) from Corporation Bank for implementation of SRSP-Balkonda-Nizamabad segment under Mission Bhagiratha with an estimated cost of Rs.1500.00 crores (Including Interest during construction), as per the terms and conditions of Corporation Bank (Interest rate as One year MCLR of 8.75% + 1.20% i.e. 9.95% p.a. at present subject to change from time to time). of Telangana will stand as guarantee for the repayment of loan taken from Corporation Bank covering principle and interest. The State margin money (i.e., 20% project cost of Rs.300.00 crores (Rupees Three hundred Crores only) will be met by the Govt. of Telangana  through budgetary support. The terms and Conditions approved by the Govt., are appended as annexure to this order.

The guarantee commission shall be paid at the rate of 2% consolidated for the entire guarantee period to State Government and the same shall be charged to the project cost from the savings available (if any) or project cost to be  revised duly considering  the guarantee commission. The TDWSCL shall remit the amount to Government to the following Head of Account: “0070 Other Administrative Services – 60. Other Services – MH 800. Other Receipts – SH 08 Commission for guarantee given by Government”.

Purpose To fund the following segment for supply of drinking water under “Mission Bhagiratha”: SRSP-Balkonda-Nizamabad segment at total hard cost of Rs.1500.00 crore (including IDC).
Primary Security Exclusive charge on assets created out of term loan funded.
Margin 20% on overall project cost including interest during construction.
Rate of Interest 1 year MCLR of 8.75% + 1.20% i.e. 9.95% p.a. at present subject to change from time to time.

The Rate of interest shall be the rate as on the date of first disbursement and the relative spread shall be maintained till the date of next reset.

The Rate of interest will be reset on the anniversary date of first disbursement of the loan in line with the prevailing MCLR on the due date of revision.

The Bank reserves the right to revise the Rate of interest based on the gradation and other parameters at any point of time at its sole desertion. The Bank shall also have the discretion to change the rates in case of need to comply with the regulatory requirements and/or any change in the methodology of computation of MCLR as per RBI/IBA guidelines.

Interest shall be serviced by the corporation as and when due/ charged during the tenor of loan (including moratorium period).

Specific Terms and Conditions:

State Government shall approve for the proposed borrowing of Rs.1,200.00 crore, extending Government guarantee along with approval for infusion of 20% of project cost of Rs.300.00 crore as their margin before release of limits under individual documentation.

 

The following mechanism is approved at the time of each disbursement under the term loan:

  1. Expenditure estimates shall be submitted by the Corporation based on which our Bank shall release 80% of the same.
  2. After the payment/pass memo is issued by the Finance Department, the share of the Government (20% margin) would be released and the corporation shall incur the expenditure.
  3. Certificate for the expenditure incurred out of the term loan availed earlier will be issued by external agency (Chartered Accountant) and the same would be submitted by the corporation before approaching for subsequent disbursement.

The corporation shall submit resolution under Sec 180(1) (C) of the Companies Act, 2013 fixing its borrowal limit and certificate of Statutory Auditor shall be obtained to that effect that the proposed borrowing will be within such limit.

The corporation shall undertake to service the bank loans from the project revenues.

The corporation shall obtain all the statutory and non-statutory clearances required for implementation of the project, including environmental clearances, approvals from Central Government agencies before disbursement.

The corporation shall undertake that in the event of reduction in the project cost on account of any savings on account of duties/ other taxes, price negotiations or otherwise there would be a prorate reduction in all components of the means of finance.

The corporation shall undertake that in case of any cost overrun in the project cost, the same would be met by the corporation without any recourse to the Bank.

Actual legal expenses incurred by the lender for documentation, filing of charges, search report etc. shall be borne by the Corporation.

The corporation shall arrange for submission of Letter of Commitment/ Govt. Order from the Finance Department, Govt. of Telangana for contributing to 20% of the project cost (including IDC) as margin and continue the same till the entire outstanding with the Bank is cleared.

The corporation shall ensure the following:

(a) Necessary land is acquired for smooth implementation of the project.

(b)The project designs are approved by the competent authority.

(c) All necessary approvals including environmental clearances, approval from Central Government agencies etc., are obtained and in force.

Submit an undertaking to the effect that the water usage for the project is and will be within the overall water allocation made to the project.

The corporation is advised to explore the possibility of appointing a Project Monitoring Agency for reviewing the project progress.

Branch shall ensure that the SRSP-Balkonda-Nizamabad segment is exclusively financed by our bank.

 

Annexure Ia – Other Terms and Conditions

Guarantee: Unconditional and irrevocable guarantee of the Govt. of Telangana guaranteeing the repayment of principal and interest.

Collateral Security:

Before release of any amount under the credit facilities sanctioned, the Branch shall ensure the following:

An undertaking from authorized officer of Corporation to be submitted stating that Term Loan is not in lieu of or to substitute budgetary resources envisaged for the project.

 

  1. Properly worded resolution of the Board to be submitted by the Corporation for the borrowing proposed, as well as for execution of documents and persons authorized for executing the Documents.
  2. The corporation to undertake to utilize the funds for the purpose for which the loan has been sanctioned. There should not be any diversion for other purposes.
  3. The corporation shall obtain all the approvals required for implementation of the Project.
  4. The corporation to arrange for submission of Letter of Commitment/ Government order from the finance department, Government of Telangana for contributing to 20% of the Project Cost (including IDC) as margin and continue the same till the entire outstanding with the Bank is cleared.
  5. The corporation to give an undertaking that there is no inter-state disputes that effect the progress/ implementation of the project.
  6. Documentation formalities shall be completed under due legal advice and same shall be subjected to legal audit. In case of any irregularities found/ observations made in legal audit report, the same shall be rectified/ complied with before making credit limits to the borrower.

 

  1. Certified copy of the Board resolution declaring that the Corporation’s total borrowings including the proposed borrowings from the Bank are within the ceiling fixed by Companies Act, 2013.

Bank reserves its right to alter/cancel and/ or modify the credit limits/ loans sanctioned and/ or terms and conditions stipulated without notice and without assigning any reason thereof.

Our Bank reserves the right to rearrange the repayment schedule and to call upon the Corporation to accelerate the payments, if the Corporation’s financial position so warrants as per the opinion of the Bank.

The rate of interest and margins stipulated are subject to change from time to time at the sole discretion of the Bank/as per the guidelines of Reserve Bank of India/ Government of India/Indian Banks Association etc.

Any delay in repayment of the loan installments will have adverse impact on credit rating and will affect the credit history of the Borrower.

Default, Fraud, Legal incompetence during the currency of the limits, noncompliance of agreed terms and conditions, non-submission of required papers for renewal of limits, over dues in the term loans, any other irregularities by the Borrower will enable the Bank to recall the Loan/advance.

The Bank will have the right to examine at all times the Corporation’s books of accounts and to have the Corporation work-sites/ units inspected from time to time by Officer(s)/ representative (s) of the Bank and / or qualified Auditors and / or technical experts and / or Management Consultants of the Bank’s choice. Cost of such inspections shall be borne by the Corporation.

The Corporation will keep the Bank informed of the happening of any event likely to have substantial effect on their profit or business, with explanations and the remedial steps proposed to be taken.

Upon completion of documentation the same shall be subject to legal audit. The legal audit of the documents shall be conducted as per extant guidelines of the bank. Further, periodical legal audit including re-verification of title deeds and other documents by empanelled advocate of the Bank shall be conducted once in a year till the loan is fully closed.

Our charge/EMG on the immovable property shall be registered with CERSAI with 30 days from the date of creation of charge/mortgage and recover fees thereof as per extent guidelines.

Our charge / modification of charge on the entire assets shall be registered with ROC within the prescribed period.

The Branch shall obtain an undertaking from the borrower Company as well as guarantors that no consideration whether it be by way of commission, brokerage, fee or in any other form will be paid by the former or received by the latter directly or indirectly in connection with guarantees furnished in favour of the bank.

All securities charged to the Bank shall be comprehensively insured against all risks for the full value at the Company’s cost and the policy shall remain in the joint names of the Company and bank with bank clause duly incorporated therein.

In case the borrower commits default in the payment of any of the facilities or in the repayment of interest thereon or any of the agreed installment of any loan/advance on the due date/s, the bank and or the RBI will have an unqualified right to disclose or publish the name of the firm and its directors as defaulters in such manner and through medium as the Bank or RBI in their absolute discretion may deem fit.

The borrower shall not transfer / invest funds of the company in whatsoever manner in any other concern without obtaining the prior consent of the Bank.

The branch shall ensure verification, search, inspection etc. with the respective authorities/ Registrars prior to accepting any document/ title deed pertaining to real estate/ immovable properties stipulated either as primary or collateral security for establishing authenticity of such documents. During the currency of the Bank’s credit facilities, the company will not, without the Bank’s prior permission in writing:

  1. effect changes in the company’s capital structure.
  2. formulate any scheme of amalgamation / reconstitution.
  3. enter into borrowing arrangement either secured or unsecured with any other Bank, financial institution, company, firm or persons.
  4. undertake guarantee obligation on behalf of any other company, firm or persons.
  5. create any further charge, lien or encumbrance over the assets and properties of the company, which are to be charged to our Bank, in favour of any other Bank, financial institutions, company, firm or person.
  6. sell, assign, mortgage or otherwise dispose off any of the fixed assets charged to the Bank.

Rate of interest / commission and other terms applicable to the credit facilities are subject to review from time to time and are liable to be modified at the sole discretion of the Bank. Interest as indicated will be / will continue to be charged with monthly rests. The bank reserves the right to give notice at any time and thereafter to charge such other rate of interest as the Bank may decide.

Legal / other charges incurred by the Bank in connection with documentation shall be borne by the Corporation.

The Branch shall obtain letter of consent from the company as per the format given in 346/2002 dated 29.10.2002 for disclosure of information to Credit Information Bureau (India) Ltd. or any other agency authorized by RBI.

Branch shall ensure that a proper and effective system is put in place for the exchange of information on the conduct of the borrowal accounts with other financing Banks at least at quarterly intervals and also obtain regular certification by a professional preferably Company Secretary, regarding compliance by the company of various statutory prescriptions that are in vogue (as per HO Circular 628/2012).

While entering the master data of the borrower in Core Banking Solutions, his RAM Code No.———shall be entered in the Main Limit Structure as well as in the Account Opening (Last screen / item).

General Terms and Conditions 

Processing charges / upfront fees wherever applicable shall be collected from the applicant company as per the Bank’s rules.

The credit limits sanctioned shall be made available to the applicant after the Bank secures/the applicant furnishes as the case may be:

Satisfactory confidential opinion/credit report from the concerned bankers of the applicant or the applicant’s  associate concerns, viz—————————-

Letter of Confirmation from the applicant stating that the unit is not enjoying any credit limits with other Banks and that the unit will exclusively deal with our Bank:

A copy of valid License/SSI registration certificates.

 Legal opinion from the Bank’s approved advocate affirming that the applicant holds valid legal and marketable title in respect of  the  title  to the land  and  buildings  to  be mortgaged  in  the  Bank’s  favour  as  primary/collateral  security  for  the  term  loan  and  /  or  working capital  credit limits.

Permission letter  issued  by  the  Urban   Land   Ceiling Authorities, if applicable.

Valuation Report from the Bank’s approved Engineer in respect of the cost or market value of the property to  be mortgaged in the Bank’s favour.

A power of attorney in favour of the Bank for receiving on behalf of the applicants the proceeds of subsidy/development loan from the Government / Government Agency. Cheques representing proceeds of subsidy/development loan shall be routed through the Bank.

(h)  A declaration from the applicant that:

If he is an individual, that he is not a specified near relation of any senior officer of the financing bank.

If it is a partnership firm or H.U.F. firm, that none of the partners or none of the members of the H. U.F. is a specified near relation of any senior officer of the financing bank.

If it is a joint stock company, that none of its directors, is a relative of any senior officer of the financing Bank. or

A declaration from the applicant furnishing details of the relationship, if any of the applicant to any senior  officer of the financing Bank.

NOTE: If the declaration made by the borrower with reference to the above is found to be false, then the Bank will  be entitled  to  revoke  and/or  recall  the  credit  limits(s) sanctioned.

If the applicant is a company (Public or Private), certified copy of resolution  passed at the  Board.

Meeting of the Company authorizing borrowal of credit Limits from the Bank and execution of loan documents.

If the applicant is a Public Limited Company or Private Limited Company which a subsidiary of a  Public  Limited Company –

Certified copy of the Board resolution declaring that the Company’s total borrowings including the proposed borrowings from the Bank are within the aggregate of its paid up capital and fee reserves as required by Sec.293 (1) (d) of the Companies Act. 1956 or within the borrowing limit sanctioned by a resolution passed by the shareholders at the General Meeting of the Company.

Certified copy of the resolution passed by the shareholders at the General Meeting of the company conferring the authority on the directors specifying the total amount upto which the directors are permitted to borrow.

(This is required only when the debt incurred by the company is in excess of the limit specified in Sec. 293 (1) (d) of the Companies Act 1956).

Copies of latest Wealth/Income Tax Assessment orders of the applicant/partners of the applicant firm/directors of the applicant company and guarantor(s).

The applicant shall comply with all the requisite Statutory formalities required for ensuring effective, valid and legal charge on the various securities stipulated and execute all the necessary documents in favour of the Bank  or  other authorities as may be specified by the Bank therefore.

Buildings/machineries/stocks etc., mortgage hypothecated/ pledged shall be kept comprehensively insured for full value against all risks (fire, riots, strike, civil commotion, malicious damage and all other risks) at the borrower’s cost and the policy should remain in the joint names of the borrower and the Bank or assigned in the Bank’s favour. Standing instructions to debit the borrower’s account with the premium amount payable to the insurance company should be obtained and the policy should be kept in force  during the subsistence of the Bank’s advance.

If the  applicant  is  company,  Bank’s  charge  over  building/machineries  /stocks  /book-debts and modification  of charge  thereof,  if  any, should  be  registered  with  the  Registrar of Companies within 30 days of its creation as per  the Companies Act.

Proper sign board should be displayed/painted on the premises of the factory/godowns at a conspicuous place giving clear notice of the Bank’s charge over the assets of the unit. Nameplate on each item of machinery stating that it is hypothecated to the Bank should be affixed on the machineries.

The borrower should submit to the Bank every year audited annual accounts within a period not exceeding 6 months from the close of the previous accounting year.

The borrower shall keep the Bank informed of the legal action, if any, instituted against the Proprietor /Partners /Directors in any court of law; once in every quarter during the currency of the credit facilities.

In case of non-submission by the applicant of stock/book-debts statements, renewal papers and periodical statements viz., QIS statements etc., the Bank shall be entitled to charge penal interest at — % above the rate of interest stipulated /applicable from time to time for the various credit facilities for the period of default in submission of such statements/papers. Penal interest shall be charged on the outstanding advances on the date on which the statement(s)/papers was/were due for submission. If the default  persists  the  Bank  shall  be  constrained  to  freeze  the  operations  in  the  borrowal accounts and/or recall the advances made.

10.The borrower is prohibited from using the loan amount or any part thereof or any purpose other than for which it has been sanctioned and if the Bank apprehends or it has reasons to believe that the borrower has violated or is violating this condition, the Bank has a right tore call the loan amount or any part thereof at once  not  withstanding anything contrary to the above or any other agreement.

The Bank may revoke in part or in full or withdraw/stop financial assistance at any stage without any notice, or giving any reasons for any purpose whatsoever.

12.The sanction(s) accorded by the Bank does not vest in any one right to claim any damages against the Bank for any  reasons whatsoever.

1245 Crores Interest Free Loans to DWACRA Women – Vaddileni Runalu

Director, Rural Development, Telangana, Hyderabad has submitted proposals for release of an amount of Rs.124534.59 lakhs in relaxation of Treasury Control Orders towards arrears and 2nd quarter under “Interest
Free Loans to DWCRA Women (Vaddileni Runalu)” from the BE provision 2016-17.

2. The Finance Department have issued a Budget Release Order in the reference for an amount of Rs.1245,34,59,000/- (Rupees One Thousand Two Hundred Forty Five Crores Thirty Four Lakhs and Fifty Nine Thousand only) plan an amount of Rs.7343.24 lakhs and an amount of Rs.117191.35 lakhs as additional funds in Relaxation of Treasury Control Orders by obtaining supplementary estimates at an appropriate time during the financial year 2016-17 towards meeting the expenditure under “Interest Free Loans to DWACRA Women (Vaddileni Runalu)”.

3. In pursuance of the Budget Release Order issued in the G.O 2nd read above, Government hereby accord administrative sanction for an amount of Rs.1245,34,59,000/- (Rupees One Thousand Two Hundred Forty Five Crores Thirty Four Lakhs and Fifty Nine Thousand only) to the Commissioner, Rural Development,
Telangana, Hyderabad to meet the expenditure for Interest Free Loans to DWACRA Women (Vaddileni Runalu) from the BE 2016-17.
4. The amount sanctioned in para (3) above shall be debited to the following Heads of Account:

A. General Plan of Rs.1127,92,02,000/- (Rupees One Thousand One Hundred Twenty Seven Crores Ninety Two Lakhs and Two Thousand only): 2235 – Social security and welfare 02 – Social Welfare MH 103 – Women’s Welfare GH (11) – Normal State Plan SH (41) – Interest Free Loans to DWACRA Women (Vaddileni Runalu)

5. The Commissioner, Rural Development, Hyderabad shall draw the funds by presenting Grants-in-aid Bill and adjust the same to PD A/C.No.8448-120-(29)-277 of CEO, SERP, Hyderabad, after obtaining the authorization from the Director of Treasuries and Accounts, Hyderabad and intimate the allotment of funds to the
Government and also requested to watch the drawal and utilization of the funds by the project implementing agencies.

6. The Commissioner, Rural Development, Telangana, Hyderabad is informed that, the allotment cannot be construed as an authority for incurring the expenditure and the same shall be spent under proper sanction of the competent authority as prescribed under relevant Rules and she is informed that no further budget will be released until the Drawing Officer Receipts (DORs) is received.
7. The Director of Treasuries & Accounts, Telangana, Hyderabad shall issue necessary budget authorization to the Director, Rural Development, Telangana, Hyderabad based on the Budget Release Order issued.

8. This order does not require the concurrence of Finance (EBS.VIII) Department in
view of the Budget Release order issued in the reference 2nd read above.

SELECTION CRITERIA:-.

 Selection will be made as per the automatic generated merit list as per the rules based on the candidates online submitted applications.No weightage will be given for higher educational qualification. Only marks obtained in 10th standard of approved Boards aggregated to percentage to the accuracy of 4 decimals will be the criteria for finalizing the selection. Passing of all the subjects as per the respective approved board norms is mandatory for taking candidate into account for calculating the merit.

In case candidates get the same marks, the merit order would be taken as DOB(higher age as merit) .ST Female, SC Female, OBC/UR female, ST Male, SC Male, OBC/UR Male.

Candidate can opt any five choice of posts with preference of priority from the Circle/Circles applied. In case if the candidate is selected in all choices the least priority preference will be retained and all other candidatures will be forfeited.

Ex : If a candidate opts for five posts with preference post1, post2, post3, post4, post5 etc and selected as meritorious in more than one posts only the post with priority preference will be offered and the candidature for all the remaining posts will be forfeited.

In case candidate willfully uploads wrong documents/information and unnecessary documents, his candidature will not be considered. Similarly in case the candidate enter marks erroneously either high or low with reference to marks list uploaded then the candidature will also not be considered.

The candidate will get an SMS on his provisional selection on the prescribed date after selection. Mere getting SMS or any other communication on selection will not entitle the candidate to claim for regular selection/appointment. The final selection/appointment will be based on satisfactory completion of verification and genuineness of all educational & other documents produced by the candidates by the concerned authorities.

a) Department is not responsible for non-receipt of email/SMS by the candidate due to any specific reason or without any reason arising out of providers services and other dependencies. However, a physical communication in regard to provisional selection intimation will be sent by respective recruiting authorities in due course as per the selection procedure.

Candidate can view his/her result status in the website by providing the reference number till the results are announced. once results are declared and post is filled, it can be viewed in the results status which provides all details of the candidates applied for that post.

IMPORTANT INSTRUCTIONS:

The appointing authority of each post reserves the right to modify or cancel the notification of a post at any time without assigning any reason.

Eligibility:

A. AGE:- The minimum and maximum age for the purpose of engagement to Gramin Dak Sevaks posts shall be between 18 and 40 years of age as on the last date of submission of application through online. The maximum age shall be relaxable by 03 (three) years to those belonging to OBC categories and 05 (five) years in case of candidates belonging to SC/ST. [10 years for PH above the respective category]

B. EDUCATIONAL QUALIFICATION:- The candidate should pass 10th standard from approved state boards by the respective State Govt. / Central Govt. The state wise list of approved boards is at Annexure ‘A’. No weightage will be given for possessing any qualification(s) higher than the mandatory educational qualification. The Candidate passed Xth class examination in first attempt will be treated as meritorious against those passed compartmentally.

C. COMPUTER KNOWLEDGE:- The candidate should have computer knowledge and will be required to furnish basic computer training certificate for at least 60 days from a recognized Computer Training Institute. Certificates from Central Government/ State Government/ University/ Boards etc., will also be acceptable for this purpose. This requirement of basic computer knowledge certificate shall be relaxable in cases where a candidate has studied computer as a subject in Matriculation or Class XII or higher educational qualification provided the candidate submits a certificate of Matriculation or Class XII or higher educational qualification in which he/she has studied computer as a subject.

D. RESIDENCE:- The candidate selected for the post of GDS BPM must mandatorily take up his/her residence in the Branch Post Office village within one month after selection
but before engagement as Gramin Dak Sevak Branch Postmaster. The candidate shall submit a declaration to this effect in the application. The candidate selected for the post of other than GDS BPM should reside in post village/delivery jurisdiction.

Government of Telangana have issued orders constituting District Level Selection Committee for appointment of Anganwadi Teachers and Helpers and guidelines / parameters to be adopted by Selection Committee.

Director, Women Development and Child Welfare, Hyderabad has furnished revised proposal for re-constitution of District Level Selection Committee for appointment of Anganwadi Teachers and Helpers and certain modifications to the existing guidelines /parameters to be adopted by Selection Committee.

After careful examination of the proposal, Government hereby issue the following modification orders regarding selection committee, nativity, selection procedure for the selection and appointment of Anganwadi Teachers / Helpers:

The Government have issued orders to regularize the services of persons appointed on contract basis  against sanctioned posts in Government in terms of Section 10-A of the Telangana Public Employment (Regulation of Appointments to Public Services and Rationalisation of Staff Pattern and Pay Structure) Act, 1994 (Act 2 of 1994) subject to fulfillment of conditions stipulated therein.

Director of Public Health & Family Welfare, Hyderabad has furnished the proposal to regularize the services of (278) contract personnel working on contract basis against the sanctioned posts in terms of the orders issued

Government examined the matter and hereby accord permission to the Director of Public Health & Family Welfare, Hyderabad to regularize the services of the (277) personnel shown in the Annexure to this order, who are working on contract basis against the existing vacancies under the control of Director of Public Health & Family Welfare, Hyderabad in the categories indicated against their names, with prospective effect i.e., date of issue of appointment order by the competent authority, in terms of the orders issued in the references 1st and 2nd read above and subject to outcome of court cases, if any pending.

Guidelines to purchase gunny bags in Telangana State

Director of Agricultural Marketing, Telangana State, Hyderabad has informed that the Special Officer, Agricultural Market Committee, Nizamabad has submitted that, the proposals of the District Collector, Nizamabad has been examined and observed that, the idea of supply of Gunny bags to farmers at village level through PAC Society to relieve the farmer from the clutches of middle men at Village Level.

The most of the farmers are depending for any need required to him such as transportation, Price trade, market price information and Gunny bags for transportation of their produce to the Market Yard for sale.

It is further submitted that, to overcome from the clutches of the middlemen there is a dire need to supply the Gunny bags through PAC Society to farmers at Village level.

For which the  modalities and procedure shall be followed at the  District level while procuring Gunny bags by the Agricultural Market Committee, Nizamabad.

It is a pilot run experimental basis have to implement in Nizamabad Agricultural Market Committee only for effective implementation of NAM and Direct Purchase centre of Nizamabad Market Yard.

The Director of Agricultural Marketing has proposed certain modalities and guidelines and requested the Government to accord permission for supply of gunny bags which will be restricted to 2 or 3 villages on experimental basis (Piolt Basis) as was decide in the meeting with Nizamabad Collector on 21.02.2017 and approve the modalities and guidelines and requested for issue of early orders in the matter.

Government after careful examination of the matter, here by permit the Director of Agricultural Marketing, Hyderabad for supply of gunny bags which will be restricted to 2 or 3 villages on experimental basis (Pilot Basis) in Agricultural Market Committee, Nizamabad as decided in the meeting with Collector, Nizamabad and hereby approve the modalities and guidelines annexed to this order for implementation on pilot basis

The Director of Agricultural Marketing, Telangana State, Hyderabad shall take necessary action accordingly.

Guidelines to purchase gunny bags in Telangana State

The following modalities / guidelines for implementation of purchase and provide gunny bags to the farmers through PACS in Agricultural Market Committee, Nizamabad.

 

  1. The AMC shall obtain the indents from each PAC Societies where the turmeric production Mandal and Villages located and growers available in the Village and after assessing the demand from the farmer.
  1. The Collected indents of all PAC Society shall be processed to the District Collector for calling the tenders for procurement of Gunny Bags duly giving the vide publicity in local leading in News Papers.
  1. The District Administration shall finalize the tender process and place the order for supply of who quoted lowest rate in the open auction.
  1. The supply Agency shall provide all the Gunny Bags to the Agricultural Market Committee, Nizamabad as per the quality and standard parameters in force.
  1. The Secretary of AMC shall thoroughly verify the quality of the stock of Gunny bags supplied by the Agency whether that is quality or not as per norms & Specification fixed.
  1. After satisfying the stock supplied by Agency the AMC shall be distributed to the respective, Secretary of the PAC Society as per the indent with due acknowledgement.
  1. The VRO and AO, Secretary of the PAC Society shall jointly give vide publicity among the farmers about the benefits of the direct purchase centre and functioning of e-NAM in Market Yard.
  1. The Secretary of the PACs Societies of respective villagers shall encourage the farmers to take the empty Gunny Bags by depositing the total cost of Gunny Bags for transporting their Agril.Produce to Market yard Nizamabad to sale their produce in the Direct Purchase Counter in opened by the Agricultural Market Committee, Nizamabad in the Market yard of Sradhanand Gunj.
  1. The farmers after selling their produces at Market yard Nizamabad, They should collect the empty Gunny Bags and return to the respective PAC Society in their village and collect the amount deposited as advance duly making the payment of nominal rent for each bag as fixed by District Collector, Nizamabad.
  1. The PAC Society shall maintain the separate account for the amount collected from the farmers as a rent and same shall be used for repairing the Gunny Bags and make them to re-used by the farmers. So that the life time of Gunny Bags will increase and that shall be used more number of times.
  1. The Secretary of PAC Society, VRO and AO Shall encourage the farmers to grade their produce at field level and bring to the Market Yard for sale. So that the grade quality will get more price in the online bidding system.
  1. The Secretary of Agricultural Market Committee shall ensure that farmers who brings their produce to the Direct Purchase Centre shall be sold in a transparency way and also ensure to make sale proceeds on the same day to the farmer.

Action Plan for Driver Cum Owner scheme in Telangana State under

Government have issued Guidelines and Action Plan for Driver Cum Owner scheme for the financial year 2015-16 in respect of Age limit, income limit, and categorization of Schemes and subsidy pattern for Implementation of Economic Support Schemes (ESS)

The Government has issued guidelines for the  implementation of the  Driver Cum Owner Schemes on pilot basis.

Government have launched Driver empowerment programme / Driver Cum Owner Schemes to the SC/ST/SC/Minority drivers under Economic Support Schemes.

CTW / E.O. Managing Director, TRICOR, Hyd. has submitted revised action plan for the financial year 2016-2017 by obtaining the proposals from the ITDAs and Districts for implementation of  Economic Support Schemes for a budget outlay of Rs.207.97 crores including Rs.38.86 crores  as Government of  India share and Rs.169.10 crores of Telangana State Government  share by covering (19764) beneficiaries.

Revenue (Excise. I) Department has decided to rehabilitate the Gudumba Effected Persons under specially designed Gudumba Effected Persons Rehabilitation Schemes, as part of the Economic Support Schemes of various Welfare Departments. The Gudumba Effected Persons would be rehabilitated with viable and suitable productive assets depending upon their skills, experience, interest and local conditions, to ensure sustainable livelihood.  The Gudumba Effected Persons Rehabilitation Schemes allocated from the budget provision of the Welfare Departments, as part of the Economic Support Schemes as indicated the number of beneficiaries in each District.

2. The Secretary, Telangana State Public Service Commission, Hyderabad shall take appropriate steps for filling the above vacancies through direct recruitment by obtaining the details, such as local cadre wise / vacancy position, roster points and qualifications etc., from the concerned authorities. The Secretary, Telangana State Public Service Commission, Hyderabad shall issue the notification and schedule for recruitment expeditiously.

3. The administrative department and the Head of Department concerned shall furnish details of all vacant posts authorized in this order, including the local cadre wise / roster points and qualifications, etc., to the recruiting agency immediately under intimation to Finance Department. The Department shall issue necessary amendments to their service rules / Bye-laws / Government Orders changing the existing recruitment procedure /recruiting agency wherever necessary.

GO 53 on Enhancement of Ex-gratia upto 5 Lakhs Toddy Tappers in Telangana

The then Andhra Pradesh Government issued orders for case of death while engaged in toddy tapping , the legal heirs of the deceased toddy tappers were sanctioned an exgratia amount of Rs.2,00,000/- . In case of permanent disability Rs.50,000/- and temporary disability Rs. 10000 / – were sanctioned to the toddy tappers if
they became disabled while engaged in toddy tapping .

Commissioner of Prohibition & Excise, Telangana, Hyderabad has submitted proposals to the Government for taking a decision on enhancement of ex-gratia to the toddy tappers in the State.

After careful examination of the matter, Government hereby enhance the ex-gratia to Rs.5,00,000/- (Rupees Five Lakhs only) in case of death / permanent disability and Rs. 10,000/- in case of temporary disability to the legal heirs of toddy tappers / disabled toddy tappers where death / disability happened due
to accident while tapping .

The Commissioner of Prohibition & Excise, Telangana, Hyderabad, shall take necessary action in the matter accordingly.

Commissioner of Prohibition and Excise reported that the Memorandum of Understanding with ICICI
Lombard Insurance Company for payment of compensation to disabled tappers/ families of deceased tappers ended by 08-06-2008. It is noticed that ICICI has rejected certain cases on technical grounds like delay in
submission of required documents, etc. As per the available information the ICICI has rejected 367 cases pertaining to the year 2006-07 and 542 cases pertaining to the year 2007-08. Subsequently Memorandum of
Understanding has been entered with M/s. Oriental Insurance Company w.e.f. 22-09-2008 to run the scheme.

The Commissioner of Prohibition and Excise has also reported that a number of representations from toddy tappers Associations have been received alleging undue delay on the part of the Insurance Company in
payment of exgratia and requesting to revert to the erstwhile exgratia scheme. The Memorandum of Understanding entered into with M/s. The Oriental Insurance Company Limited would expires by 21-09-2009. Hence the Commissioner of Prohibition & Excise has proposed for payment of compensation through exgratia by the Government after the term of the present Memorandum of Understanding is completed at the rate of
Rs 2,00,000/- in the case of death , Rs. 50,000/- in case of permanent disability and Rs. 10,000/-in the case of temporary disability.

Director, Rural Development, Hyderabad has informed that, the Joint Director & Head, Ground Water Department, Telangana State has stated that Ministry of Water Resources, River Development and Ganga Rejuvenation, New Delhi, GoI has approved the “Report on Ground Water Resources of India (as on March 2011). Based on this report, the Ground Water Department has identified 1057 villages as over exploited villages for the purpose of notification as per WALTA in the Telangana State.

2. As per sub section (1) of section-11 of TSWALTA, 2002 the State Authority, on the advice of technical expert, declare a particular Ground Water basin as over exploited for a period of not more than six months which, after review, may be extended for a further period of not more than six months at a time.

3. After careful examination of the matter, the Government have decided to impose ban on the exploitation of Ground Water such as drilling of fresh bore wells, etc., except for drinking purposes in the over exploited villages, list of which has been annexed to this G.O from the date of issue of this notification till further orders or till the next Groundwater assessment is carried out.

4. Accordingly, the appended notification shall be published in an Extraordinary issue of the Telangana Gazette dated: 03-04-2017.

In exercise of the powers conferred by sub – section (1) of Section 11 of the Telangana Water, Land and Trees Act, 2002 and in supercession of the orders issued in the reference 1st read above, the Telangana State Water, Land and Trees Authority hereby extends the declaration of Ground Water basins covering 1057 Villages mentioned in the Annexure to this notification as “Over Exploited” from the date of the issue of this notification till further orders and till the next Groundwater assessment is carried out. Under sub-section (3) of Section 11 of the said Act, no well can be sunk / drilling of fresh bore wells in these areas except for public drinking purposes or hand pump for public or private drinking Water purposes. Under the proviso to section 27 of the said Act, no sand mining can be permitted in those areas till further orders

ANNEXURE  ANDHRA PRADESH FOOD SECURITY RULES, 2017

1. Short title and Commencement:
These rules may be called the Andhra Pradesh Food Security Rules, 2017.
2. Definitions
(1) In these rules, unless the context otherwise requires –
(a) “Act means the National Food Security Act, 2013 [No. 20 of 2013];
(b) “Commission” means State Food Commission constituted for the State of Andhra Pradesh under sub-rule (1) of rule 7 read with section 16 of the Act;
(c) “Commissioner” means the Commissioner of Civil Supplies of the Government of Andhra Pradesh;
(d) “entitled person” means a person belonging to eligible households identified as such under the Act by the State Government and in possession of a valid ration card and includes beneficiaries identified for provision of Supplementary Nutrition;
(e) “Household” means a nuclear family comprising mother, father and their children. Dependent parent, single women which includes widow, abandoned, separated, divorced or unmarried woman over age of 35 years with or without their dependent children, disabled with or without their dependent children, even if they have a common roof or hearth will be treated as a separate household for the purpose of this Act and Rules;
(f) “Social Audit facilitators” means the Resource Persons identified and trained by the Society for Social Audit, Accountability and Transparency, SSAATAndhra Pradesh or any agency identified for the purpose who will facilitate the Social Audit;
(g) “Social Audit Gram Sabha” refers to the periodic assemblies of the Gram Sabha for Social Audit. No Social Audit Gram Sabha shall restrict participation of its members who has an opinion to offer or make a contribution in any way as long as they adhere to the principles of Social Audit;
(h) “Chronic disease” means which are long-lasting condition that can be controlled but not cured and leading to cause death and permanent disability i.e. coronary heart disease, stroke, breast, cervical and lung cancer; HIV/AIDS.

(2) “Words” and “Expressions” used but not defined in this rules shall have the same meaning assigned to them in the Act and rules thereof and in the orders issued under the Essential Commodities Act 1955.

3. Identification of eligible households:
(1) The state government shall, within a period not exceeding three months from the publication of notification of the rules, identify, in accordance with the exclusion and priority criteria specified in sub rule (2) :-
(a) the households which are to be provided monthly ration of food grains under the Antyodaya Anna Yojana(AAY) as a right, in accordance with the guidelines applicable to the said scheme;
(b) the priority households in which all the members of the household are to be provided monthly ration of food grains as per Section 3(1) of the Act, under Targeted Public Distribution System(TPDS) as a right; and
(c) the individuals to be provided with supplementary nutrition and cash entitlements as per sections 4,5 and 6 of the Act.
(2)(a) The government shall accord priority to the following category of households in identifying the eligible households under Antyodaya Anna Yojana subject to the limit approved by the Government of India , –
(i) All Particularly Vulnerable Tribal/Nomadic and De-notified Tribal households
(ii) Widows or single women or single men with no family or societal support or assured means of subsistence
(iii) Households of women victims of trafficking, rape and violence against women under the Nirbhaya Act.
(iv) Households of victims of atrocities under SC, ST (Prevention of Atrocities) Act, 1989
(v) Terminally ill persons or disabled persons or persons aged 60 years or more or
(vi) Urban and Rural Homeless destitutes and beggars.
(vii) Leprosy Affected persons, HIV Positive patients / families , families of deceased due to starvation and families threatened by Starvation Deaths,
(viii) Persons freed from bonded labour.

(2) (b) Landless agriculture labourers and other unorganized workers as identified under Unorganised Workers Social Security Act, 2008
2 (c) The government shall apply the following exclusion criteria in identifying the Priority Households under Targeted Public Distribution System.

In Rural area :

(i) Households having land more than 10 Acres shall be excluded and in Ananthapur district, this limit will be up to 20.00 Acres

(ii) Households having any member as government employee, not being a contract employee of the government, shall be excluded

(iii) Households having any member as Income Tax assessee

(iv) Households having own motorized four wheeler but not used as taxi

(v) Household having own or rented house with monthly electricity consumption of more than 200 units of residential category

In Urban area:

(i) Household having own house of more than 750 Sq. Ft. in Urban Areas (other than Government housing scheme)

(ii) Households having any member as Income Tax assessee

(iii) Households having own motorized four wheeler but not used as taxi

(iv) Household having own or rented house with monthly electricity
consumption of more than 200 units of residential category

(v) Households having any member as government employee, not being a contract employee of the government, shall be excluded

2(d) The government after excluding the category of households mentioned above in 3(2)(c) and the households identified under 3(2)(a & b), shall pro-actively ensure that the following categories of households in each village or ward are not left out from the list of priority households under Targeted Public Distribution System.
In Rural Areas:
(i) PVTG Households
(ii) Nomadic and de-notified tribal groups
(iii) Destitute Women / Widows/Women headed households/Women
subjected to Trafficking and Joginis

(iv) Households with persons with disability possessing SADAREM certificates
of disability

(v) Households with Sweeper/sanitation worker/Rehabilitated Safai Karamchari

(vi) Households of Active job card holders under MGNREGS.
(vii) Households of Landless agriculture workers and other unorganized workers as identified under unorganized workers social security Act, 2008.
(viii) Households of beneficiaries of social security pensions
(ix) Homeless persons, particularly women, old age persons.
(x) Transgender persons
(xi) People suffering with T.B. and other chronic diseases which are defined under sub-rule 1(h) of Rule 2 of these rules.
(xii) Homeless persons, particularly destitute women, old age persons and children

In Urban Areas:
(i) Nomadic and de-notified tribal groups
(ii) Destitute Women / Widows/Women headed households/Women
subjected to Trafficking and Joginis

(iii) Households with persons with disability possessing SADAREM certificates
of disability

(iv) Beggars/Rag Pickers
(v) Households with Sweeper/sanitation worker/Rehabilitated Safai Karamchari

(vi) Families residing in Notified Slums
(vii) Households of all kinds of unorganized workers as identified under unorganized workers social security Act, 2008.

(viii) Households of beneficiaries of social security pensions
(ix) Homeless persons, particularly destitute women, old age persons and
children

(x) Transgender persons
(xi) People suffering with T.B. and other chronic diseases which are defined under sub-rule 1(h) of Rule 2 of these rules.

2(e) The government shall widely publicise and seek enrolment of the eligible individuals of every village and ward in their nearest Anganwadi centres for the entitlement of supplementary nutrition to pregnant women and lactating mothers and the children between the age group of 6 months to 6 years.

(3) Government shall issue necessary circular instructions/guidelines for processes required to be followed and documentary evidences required to be submitted for ascertaining the eligibility, within a period of 30 days from the publication of notification of the rules and from time to time as required.

(4) The State Government may, at such intervals or any other time, it may deem fit, re-identify the eligible households and individuals

(5) The state government may, if it deems fit, by notification, amend the criteria from time to time and require fresh survey conducted for the identification of eligible households or take a decision to continue the existing criteria in respect of Ration Cards till such time the issue of fresh guidelines is considered necessary.
(6) The state government shall publish and place the draft list of identified eligible households and excluded households and identified eligible individuals before Gram Sabha in case of rural areas and in Ward Sabhas in case of urban areas calling for objections, which shall be enquired into and disposed within 15 days of publication of the list and before the final list is prepared.
(7) On completion of each identification process, the State Government shall place in public domain, the lists of names of households identified for inclusion in priority or Antyodaya Anna Yojana category households, list of individuals identified for entitlements in the form of cash and supplementary nutrition through a website exclusively designed for the purpose and display the list at the Gram Panchayat/ Ward Office, Anganwadi centre and Ration shop prominently.
4. Reforms in Targeted Public Distribution System:
(1) For efficient operations of the Targeted Public Distribution System :
(a) The A.P. State Civil Supplies Corporation Ltd or the agency authorized by the State Government shall create and maintain scientific storage facilities at State, District, and Mandal levels to accommodate food grains required under the TPDS and other welfare schemes.
(b) Establish institutionalized licensing system to run fair price shops in accordance with the PDS (Control) Order 2015 and National Food Security Act, 2013 through Public institutions or local bodies, Self help groups, Cooperatives.
(c) Keeping in view the public interest, the State Government may replace all or any of the fair price shop dealers/ nominated retailer/hawker and entrust the distribution through a shop set up by the State Government, a State Government undertaking or a Corporation wholly owned by the State Government or a Co-operative Society for the benefit of persons belonging to Scheduled Castes or Scheduled Tribes, under a Government Scheme or local bodies and women Self help groups.
(d) To ensure transparency and accountability of distribution of essential commodities to the targeted beneficiaries, available technologies have to be utilized to achieve end-to-end computerization of PDS.
5. Internal Grievance redressal mechanism as per Section 14 of the Act:
(1) Any person can record/submit his/her grievance regarding any aspect of implementation of the Act or upon violation or denial of his/her right in any of the following manner,
(a) Submission of grievance in person or through post in writing and obtaining acknowledgement to that effect
(b) Submission of grievance through web based format which generates a unique complaint number for each complaint
(c) Submission of grievance through mobile or landline either by SMS or voice call or voice mail which generates a unique complaint number for each complaint
(2) The entitlements/rights of various persons provided under the Act, the responsible authority/department for the delivery of that particular entitlement and the supervisory/nodal officer with whom the grievance can be filed on the failure of delivery of the entitlement or violation of that particular right and the appellate authority are as give under :-

Thummilla Lift Irrigation Scheme – Stabilization of RDS System

Engineer-in-Chief (I), Hyderabad has submitted the estimate of Thumilla Lift Irrigation Scheme which is intended to restore the tail end gap ayacut of 55,600 acres in Jogulamba Gadwal Dist. as well as fulfilling the needs of drinking water to the enroute villages. The scheme envisages to lift water from the foreshore of Sunkesula backwater on Thungabhadra River near Thumilla (V), Waddepalli Mandal of Jogulamba Gadwal District and to pump into the RDS Canal system at Km.75.000 for serving tail end ayacut up to 143.00 Km and during gap period to the proposed three reservoirs 1) Mallamma Kunta 2) Julakal and 3) Vallur.

2. After careful examination of the proposal, Government hereby accord Administrative approval for an amount of Rs.783.00 Crores (Rupees Seven hundred and eighty three crores only) for Thummilla Lift Irrigation Scheme consisting of (i) Phase-I : Construction of pump house and its allied works and pressure pipe line of 9.6 Km up to RDS for a gross cost of Rs.397 Crores and a net cost of Rs.190 Crores and (ii) Phase-II: formation of three reservoirs at Mallammakunta, Julakal & Valluru villages along with approach and feeder canals up to RDS canal for an amount of Rs.386.00 Crores. Phase-II of the scheme will be implemented after completion of Land Acquisition and re-accessing the need for Phase-II.

3. The above expenditure shall be debited to the Head of Account “MH-4700 – Major & Medium Irrigation-01 MIC- Minor Head-108- RDS- GH (11) NSP- SH (26) Dams and Appt. Works- 530- Major Works- 531 OE, 532 Lands”

Research and Innovation Circle of Hyderabad RICH

1) The Industrial policy of the Government of Telangana envisages among other things as under:

i. Hyderabad is home to number of internationally and nationally reputed educational and research institutions, ICRISAT, CRIDA, CCMB, IICT, DRDL, NIPER, IIT, BITS, IIIT, ISB, UOH and OU are some of them. The Government intends to harness the talent available in these institutions to the fullest, in order to benefit the industrial sector by bringing new ideas, new innovations, new technologies, new products and services to make the industries in Telangana globally competitive. The Government recognizes the present gaps in the innovation entrepreneurship – investment ecosystem, that has prevented the full utilization of the research and development work taking place in these institutions.

ii. The Government therefore intends to create a platform to be named Research and Innovation Circle of Hyderabad or RICH in short, as a Section 8 under Companies Act 2003 that will link the research institutes, academia and industry along with venture capitalists, angel investors and Incubation Funds. Through this mechanism, innovation will be encouraged and commercialization of research will be promoted. RICH will focus on the core industrial sectors outlined earlier in this policy. To supplement RICH and encouraged innovation and incubation, the Telangana State Government will create a
Research to Market Fund (RMF) to fund entrepreneurial activity, and provide a matching contribution up to Rs 100 crores to the fund for amounts contributed by private venture capitalists and angel investors.

iii. The endeavour of linking up the technical educational institutions, technical education students and the industry will also be taken up by RICH. RICH will create a model of strong industry – institution linkage that will ensure practical training for all technical graduated in the industry, making them readily employable on completion of their college courses.

2) The Government of Telangana has therefore proposed for establishment of a Research and Innovation Circle of Hyderabad ( RICH ) as a non profit company u/s 8 of Companies Act 2013.

3) Objectives of RICH :

• To link the potential of Academic and Research Institutes in and around Hyderabad under one umbrella.
• To foster bi-directional linkage between (and within) Research Institutes and the Industry and Entrepreneurs.
• To spin-off technologies / innovations from academic and R&D institutions and create innovate start-ups in hi-potential sectors where there is maximum impact in terms of employment generation, economic value creation and societal impact.
• To bridge the gap between Industry and Academia, encouraging applied research and commercialisation thus aiming to create an environment where innovation is encouraged, and assist in the formation of new enterprises and in the growth of existing small enterprises.
• To act as training and networking Centre for innovators and start-up ventures for establishing proof of concept of their ideas.
• To act as a pipeline for recommending promising ventures to the Research to Market Fund (RMF) for funding.

4) RICH is a non-profit company with Academic and Research Institutions, Industry, Groups and Corporate Houses and Eminent Industry Leaders as its equity shareholders.

5) After careful examination of the matter, the Government hereby accord approval for setting up of Research and Innovation Circle of Hyderabad (RICH) as a non Government and non profit company u/s 8 of Companies Act 2013 with public private partnership covering research institutions and academic institutions

6) The Government have already created a Head of Account for this purpose as under:

7) The following persons shall be the first Directors of the proposed Company.

I. Sri. Jayesh Ranjan IAS, Principal Secretary (Industries & Commerce) Department, Government of Telangana..
II. Sri. E. Venkat Narasimha Reddy, Joint Managing Director, Telangan State Industrial Development Corporation.
III. Sri. Ajit Rangnekar, Former Dean, Indian School of Business, Hyderabad.

8) The proposed Company under section 8 of the Company Act-2013 shall be a private limited company as defined under section 2(68) of Act.

9) The Principal Secretary to Government (Industries & Commerce Department) is authorized to finalize other operational modalities and sign necessary applications, subscribe to the Memorandum and Articles of Association and such other documents as may be required to obtain name, license and incorporate the Company.

10) For the incorporation, registration fees as stipulated under Rule 12 of Companies (Registration offices & Fees) Rules 2014 is to be paid to the Ministry of Corporate Affairs and also incur incidentals such as stamp duty and professional fees etc,. In view of this, sanction is hereby accorded to incur expenditure with regard to the incorporation of the “Research and Innovation Circle of Hyderabad (RICH)” from the funds of “Government of Telangana” and permit the Principal Secretary to Government, Industries &
Commerce Department, to take up the incorporation process. Principal Secretary (IT&C) is authorized to engage consultants to incorporate aforesaid Company. The expenditure for this purpose shall be initially met by Telangana State Industrial Development Corporation and later reimbursed from the Budget provision for RICH.

11) The proposed RICH shall be headed by a Director General with supporting staff. The staff structure shall be evolved and finalized by the Board of the RICH. Separate orders for appointment of the Director General for the RICH, will be issued by the Government..

12) Joint Managing Director, Telangana State Industrial Development Corporation shall take further necessary action accordingly.

Prohibition of usage of Red Lights, Blue Lights on vehicles of Officials

Orders were issued from time to time on the usage of beacons (Blue lights/ Red lights) and hooters on the vehicles plying in the State with twin objective of protocol and security for the dignitaries. However, it has been brought to the notice of Government that the usage of signs of VIP culture such as beacons and hooters by those eligible is causing intimidation, inconvenience and outrage among the public. There are also innumerable instances of those ineligible persons also using beacons and sirens as a status symbol in violation of Government Orders. In order to put an end to VIP culture and bring equality between the common man and a person holding high office, there is a need to ban usage of such symbols in a democratic society. Government of India during the meeting of its Council of Ministers had taken a decision to abolish the usage of Beacons by the VIPs.

2) Accordingly, Government after careful examination of the matter, hereby issue the following orders on prohibited and allowed uses for beacons and hooters on vehicles in the State.

i) Dignitaries.

(a) Only such dignitaries as are allowed by Government of India i.e., i) President of India, ii) Vice President of India, iii) Speaker, Lok Sabha, and iv) Chief Justice of India shall use beacons and hooters.

(b) Display of Beacon in switched–off condition- covered or Uncovered is prohibited.

(c) Use of switched-on or switched-off beacons on escort/ security vehicles of Ministers/VIPs/Officials is prohibited.

(d) The vehicles of or vehicles accompanying Council of Ministers, Chief Secretary and Director General of Police will not be eligible for use of beacons and hooters.

ii) Emergency and Disaster Management Duties.

(a) Ambulances and Fire Vehicles: Vehicles on emergency duties such as Ambulances and Fire vehicles shall be eligible to use prescribed beacons and prescribed hooters.

(b) Executive magistrate / Police vehicles: Vehicles of prescribed Executive Magistrates and Police authorities shall be permitted use of prescribed beacons and prescribed hooters only during the following emergency circumstances:-

(i) While going to a location where a law and order situation emerged.

(ii) While going to an accident site, and

(iii) While perusing offenders.

(c) Prohibited uses: Use of beacons and hooters by vehicles of Police and Executive Magistrates who are not on emergency duty is prohibited.

(d) Usage of beacons and hooters on vehicles of defense and Paramilitary forces will be governed by regulations of Government of India.

iii) The guidelines / notifications issued by Government of India shall be followed.

3) The Transport Department shall take necessary action for amending the relevant rules.

4) The above orders shall come into force with immediate effect.

Government of Telangana have accorded permission to fill vacancies of various categories in Health Medical and Family Welfare Department, through direct recruitment by Telangana State Public Service Commission, keeping in view the actual requirement of manpower with reference to the nature of work and activities of the department and also the overall financial implications.   The Finance Department have requested to furnish details i.e., local cadre wise vacancy position, roster points and qualifications, department guidelines etc., to the recruiting agency Guidelines for filling up Nursing, Paramedical through TSPSC.

The service rules of various categories under Director of Public Health and Family Welfare, Director of Medical Education and Telangana Vaidya Vidhana Parishad have been framed for recruitment of categories mentioned in the Government orders and the said rules were adopted by Government of Telangana Guidelines for filling up Nursing, Paramedical through TSPSC.

 The Telangana State Public Service Commission has informed that after formation of Telangana, the Government have reviewed various schemes of Examinations to be conducted by the Telangana State Public Service Commission, and after careful examination of the matter, the Cabinet Sub-Committee have classified certain categories of Civil posts into Group-I Service, Group-II Services, Group-III Services and Group-IV Services, Gazetted Category & Non Gazetted Category posts etc. and prescribed the scheme and pattern of Examination for Direct Recruitment through Telangana Public Service Commission vide G.O.Ms.No.330, GAD (Ser.A) Department, dt:27-07-2015. As per above G.O. these posts come under Gazetted Category and Non Gazetted Category.

Government after careful examination of the matter, hereby issue the following departmental guidelines i.e., details of service rules, qualifications, procedure for selection etc., in relaxation of rule 9(b) of the State and Subordinate Service rules, 1996 duly superseding the earlier orders issued in the reference 12th read above, is as follows:

V) Rule of Reservation: As per the existing Government orders issued by Government of Telangana from time to time in above all categories.

VI) Reservation to Women: As per the existing Government orders issued by Government of Telangana from time to time in above all categories.

(i)  3% of reservation in favour of persons with disabilities shall be appointed to the post of Staff Nurse and A.N.M.

VII) The Rule of Reservations to Local candidates:  As per the existing Government orders issued by Government of Telangana from time to time in above all categories.

VIII) Age relaxation:  The upper age limit also be allowed in accordance with the Rule 12 of the State and Subordinate Service Rules and as per  G.O.Ms.No.329, General Administration (Ser.A) Dept., dt:27-07-2015 in the above categories.

IX) The post of Administrative Officer shall be notified under the Group- I Services.

X) Clarification of Experience: Continuous contractual service of six months or more would be required for assigning weightage. Service of less than six months would not be assigned any weightage. Any candidate, whose contract was terminated for indiscipline or other delinquency, would not be awarded marks for the entire service rendered.  If any candidate has worked for a few months/years in the rural areas and later in the tribal/urban areas, the weightage would be prorated based on the above criteria.  Gap period in contractual service is not counted for weightage marks.  However, total contractual service excluding any gap period will be counted for awarding contractual marks.  Those who rendered the contractual service and left the job are also eligible for weightage for the period of contractual service rendered by them.  The last date of submission of applications will be the cut off date for computing the contractual service.

XI) The examination for each cadre will be conducted separately.
