Amaravati Happy Nest a residential Project at Nelapadu Commissioner, Andhra Pradesh, Capital Region Development Authority (APCRDA) has requested the Government to issue instructions on way forward of the “Amaravati Happy Nest Project”.

Government has informed the Commissioner, APCRDA that as a matter of policy, Government has taken a stand to go in reverse tendering in all such cases, the same may be followed in this case also and requested the Commissioner, APCRDA to proceed accordingly and also requested to ensure that time lines of delivery of units may be adhered to strictly and all RERA requirements are complied with.

 Commissioner, APCRDA has submitted a detailed proposal for orders of the Government for closing the ongoing existing contract of the project mutually duly obtaining the legal opinion and to adopt modalities to be implemented on Tender-cum-reverse auctioning process or Reverse tendering process issued in G.O.MS.No.67, Water Resources(Reforms) Department, Dt.16.08.2019 as modified in G.O.Ms.No.271, MA&UD(UH) Department, Dt.16.10.2019 & G.O.Ms.No.272, MA&UD(UH) Department, Dt.16.10.2019 for the works of “Amaravati Happy Nest” project.

As seen from the proposal, it is observed that the formal approval of the Authority in this regard has not yet been obtained. In the reference 8th read above, the Commissioner, APCRDA has been requested to take the approval of the Authority for all matters related to reverse tendering for the project of Amaravati Happy Nest and take further action accordingly.

Further, after examination of the proposal, Government, hereby approve to adopt modalities to be implemented on Tender-cum-reverse auctioning process or Reverse tendering process issued in G.O.MS.No.67, Water Resources(Reforms) Department, Dt.16.08.2019 as modified in G.O.Ms.No.271, MA&UD(UH) Department, Dt.16.10.2019 & G.O.Ms.No.272, MA&UD(UH) Department, Dt.16.10.2019 for the works of “Amaravati Happy Nest” project, subject to approval of the Authority.

6.       The above orders are for the specific purpose of the bids in respect of Amaravati Happy Nest Housing Project only and there shall not be any contractual and legal obligations.

7.       The Commissioner, APCRDA shall take necessary action accordingly.

the Rules made there under for the purpose of facilitating their application in relaxation , adapting the Andhra Pradesh Water, Land and Trees Act, 2002 (Telangana Adaption Order) 2014 to the State of Telangana.

Commissioner, Rural Development has submitted proposals for revision of the orders issued in GOs view of reorganization of the districts in the state as following:

i. The District Water Land and Trees Authority constituted G.O. 2nd read above may be revised for all Districts of Telangana State with District Collector as the Ex-officio Chairman and the District Rural Development Officer (DRDO), District Rural Development Agency as Ex-officio Member Secretary instead of Project Director, District Water Management Agency.

ii. The Divisional Water Land and Trees Authority constituted vide G.O. 3rd read above may be revised for all Revenue Divisions of Telangana State with Revenue Divisional Officer / Sub-Collector as the Ex-officio Chairman and the Executive Engineer, Rural Water Supply (having jurisdiction) as the Ex-officio Member Convener.

iii. The Mandal Water Land and Trees Authority constituted vide G.O. 4th read above may be revised for all Mandals of Telangana State with MRO of the concerned mandal as the Ex-officio Chairman and the Assistant Engineer, Rural Water Supply (having jurisdiction) as the Ex-officio Member Secretary.

Accordingly, the Government hereby revise the orders issued in the GOs 2nd, 3rd and 4th read above keeping in view of the reorganization of the districts in the State.

The following Notification will be published in an Extra Ordinary issue of the Telangana State Gazettee dated:03-12-2019.

The Commissioner, Printing, Stationery and Stores Purchase (Printing Wing) shall take necessary action to publish the following notification in the Extra Ordinary issue of the Telangana State Gazettee dated:03-12-2019 and supply (100) Copies to the Government.

The Commissioner, Rural Development, Hyderabad shall take necessary action in the matter.

Telangana Water, Land and Trees District and Mandal Authorities NOTIFICATION

In exercise of the powers conferred under rule 8(1) of the Telangana Water, Land and Trees Rules, 2004, the Government of Telangana, hereby Re-constitute the District / Divisional/ Mandal Water, Land and Trees Authorities as follows:

THE TELANGANA STATE WATER, LAND AND TREES DISTRICT LEVEL AUTHORITY:

(a) District Collector Ex-officio Chairman
(b) One Member of Parliament and two members of the Legislative Assembly as nominated by the Government. Out of two Members of Legislative Assembly, one shall be preferably from main opposition political party Ex-officio Members
(c) Three Mandal Parishad Presidents and two Zilla Parishad Territorial Constituency members to be nominated by the Ex-officio Chairman of the District Authority. Ex-officio Members

Executive Officer, Tirumala Tirupathi Devasthanam has reported that only a few Security Guards are getting promotions as Jamedars in the Vigilance & Security Wing of T.T.Ds and the remaining Security Guards are retiring in the same cadre even after putting more than 20 years of service.

He has further stated that as per Police Standing Orders No.108 read with No.143, a Head Constable who has completed three years of service shall be considered for promotion to the post of Assistant Sub-Inspectors in Civil Police Service. Therefore it is felt essential to have one more channel of promotion to the cadre of Assistant Security Inspectors (Security) in Security Wing of T.T.Ds.

The Executive Officer, Tirumala Tirupathi Devesthanams, Tirupathi has also stated that there is immediate need to create at least 9 nine posts of Assistant Security Inspectors (Security) for Security Wing of T.T.Ds. and TTD Board vide its Res. No.618, dt.29.12.2008 has resolved to recommend to the Government for creation of (9) posts of Assistant Security Inspectors in Security Wing of T.T.Ds with method of recruitment.

The Executive Officer, Tirumala Tirupathi Devesthanams, Tirupathi has requested the Government for creation of 09-posts of Assistant Security Inspectors (Security) in Vigilance Department, Tirumala Tirupathi Devesthanams, Tirupathi.

Government after careful examination of the matter hereby accord sanction for creation of 09-posts of Assistant Security Inspectors (Security) in Vigilance Department of Tirumala Tirupathi Devasthanam in scale of pay Rs 23,100-67,990/- for smooth functioning of the institution subject to bearing the expenditure by the Tirumala Tirupathi Devasthanams.

Executive Officer, Tirumala Tirupathi Devasthanams has reported that all the sanctioned Library and Graduate Librarian Posts in the Educational Institutions of Tirumala Tirupathi Devasthanams are vacant since many years. Currently, these libraries are maintained by the Contractual staff and ministerial staff working in the institutions.

In the absence of regular librarians, the students do not have timely access to the books and their precious time is being wasted and thus the very purpose of maintaining the libraries is not being served. Further, the vesting the responsibility with the contractual staff is also risky considering the value of books being handled by them in each of these educational institutions besides lack of knowledge to index them properly for easy of retrieval.

NAVARATNALU Programme State & District Level Committees

The government is committed to fulfil the aspirations and long felt needs of the people with a human face and is determined to bring about a positive change in the welfare of the people of the state especially the under-privileged, disadvantaged and vulnerable groups. 

The State Government with a view to provide an opportunity to realize the dreams of the people, has launched NAVARATNALU, an Integrated Welfare Programme, with cross cutting nine themes covering Agriculture, Health, Education, Housing, Welfare and other sectors.

The key priority of the Government is to effectively implement and undertake robust monitoring of the progress of these themes and ensure that the benefits reach the needy and all eligible.

The Government has decided to put in place necessary systems with a fool-proof mechanism to ensure a corruption-free, transparent and seamless service delivery. In order to evaluate, assess the progress and to know the impact of each scheme, Government decided to have a systematic Monitoring and Evaluation system at different levels. 

The government has appointed a Vice Chairman in the rank of Cabinet Minister for implementation and monitoring of the NAVARATNALU Programme with a direction to review all the connected departments implementing the programme. 

Keeping the importance attached to the programme in view, the government after careful examination, hereby constitute NAVARATNALU Implementation and Monitoring Committees – both at state and district levels with composition of members and functions of the committees as detailed below.  

State level NAVARATNALU Implementation and Monitoring Committee:

The State level NAVARATNALU Implementation and Monitoring Committee will be headed by the Hon’ble Chief Minister as the Chairman with following composition:

  • District level NAVARATNALU Implementation and Monitoring Committees: The District level Implementation and Monitoring Committees on NAVARATNALU will be headed by the District-in charge Minister as Chairman with following composition.

  •  The District level Committee shall:
    • Focus on field level implementation issues of each scheme.
    • Work in tandem under the guidance of the State level Implementation and Monitoring Committee. 
    • To sort out the issues that may arise in the implementation of schemes and if necessary, bring it to the notice of the State level Implementation and Monitoring Committee.
    • Periodically review the inter-departmental convergence for realization of the objectives. 
    • Prioritization/identification of poor performing areas and taking corrective measures.
    • Utilizing the services of Village Secretariats and field level functionaries of all the departments concerned.
    • Create awareness about the programme to the citizens.
  • The Chief Planning Officer should assist the District Collector and the Committee for collecting data sets and in co-ordinating with the departments
  • Web based monitoring and dedicated NAVRATNALU Monitoring Unit

In order to gauge the progress of different schemes and components of

NAVARATNALU in real time, a web portal will be established by Planning/ RTGS Department. All departments concerned and District Collectors shall ensure data entry at the Mandal level for all the schemes and components on real time basis. The departments, that already have a transaction based web platform for the schemes, shall provide interface for accessing the data to avoid duplication.

 The RTGS Department shall maintain beneficiary wise information regarding their demographic profile identification, eligibility, award of schemes, transaction details, and other related details. The Planning Department shall ensure monitoring of indicators under the programme output and impact.

  • NAVARATNALU Monitoring Unit

A dedicated NAVRATNALU Monitoring Unit will be established at state level for regular monitoring of progress of all schemes and components of the NAVARATNALU programme. The Unit will be headed by a senior and dedicated person on deputation in the cadre of Special Commissioner in a post to be created. The Unit shall consist of consultants, data analysts, developers, programmers and program managers on outsourcing/contract basis as per the requirement. The NAVRATNALU Monitoring Unit shall, in addition to regular monitoring of the programme, track data consistency, inadequacies and make on-field verification of the programme.

The necessary budget for management and monitoring of the programme will be provided to Planning Department.

  • Meetings with stakeholders:

          The Committees constituted above shall meet as frequently as may be required to review the progress and have interactions to understand and sort out the ground level issues in implementation of the programme.

 The Committee can invite the Secretaries of other departments / NGOs / other reputed organizations or experts having related field level experience as special invitees for the meetings.

In the early hours of 28.11.2019 at 3.10 AM a complaint was received at Shamshabad Police Station about missing of a woman aged about 25 years. As per the complaint, the victim lady had left to visit Oliva clinic at Gachibowli at around 5.50 PM on 27.11.2019 from her home in Shamshabad.

Further, the complainant stated “that the victim had called her at 9.22 PM and informed that she is at Shamshabad Toll plaza and her scooty got punctured. She further stated that a lorry and some people have gathered and that they stated that they will get the scooty repaired and she was afraid. Then at about 9.44 PM, she called the victim but her phone was switched off and she did not come back home.” In this regard a woman missing case was registered vide Cr.No.480/2019 at 3.10 AM of Shamshabad Police Station.

Further, on 28.11.2019 at 9.00 AM a complaint was received at Shadnagar wherein the complainant has noticed at 5.00 AM while going to his agriculture field for taking milk on his bike near a bridge of NH 44 road which falls in the limits of Chattanpally village that something was burning which he had thought of as a winter fire. Later, when he was returning at around 7.30 am, he noticed that a body of a female person aged around 22-25 years was burning. He immediately informed Shadnagar Police. Basing on the complaint a case in Cr. No. 784/2019 u/s 302, 201 IPC was registered at Shadnagar PS.

ACP Shadnagar, V.Surender and SHO Shadnagar, Sridhar Kumar rushed to the scene of offence followed by DCP Shamshabad N.Prakash Reddy, IPS. Immediately this matter was informed to all the Police Stations. As there was a woman missing case registered at Shamshabad PS, immediately the relatives of the victim were informed. The relatives identified that the dead body belongs to the victim. Immediately, DCP Shamshabad N.Prakash Reddy, IPS requisitioned the services of clues team, dog squad etc and investigation was taken up by Shadnagar Police.

Further DCP Shamshabad N.Prakash Reddy also formed 10 teams to collect the details of the witnesses, CCTVs etc. After making lot of efforts, based on the human intelligence, four people were taken into custody today at Shadnagar Police Station.

Based on the confession of the accused and the evidence collected, it is revealed that the following four persons were involved in the crime:

(A-1). Mohammed @ Areef S/o Hussain, Age: 26 years; Occ: Lorry Driver; R/o Jakkulare Village, Makthal Mandal, Narayanapet Dist.
(A-2). Jollu Shiva S/o Rajappa, Age: approx., 20 Years; Occ: Lorry Cleaner; R/o Gudigandla village, Makthal Mandal, Narayanapet Dist.
(A-3). Jollu Naveen S/o Yalappa, Age: approx., 20 Years; Occ: Lorry Cleaner; R/o Gudigandla village, Makthal Mandal, Narayanapet Dist.
(A-4). Chintakunta Chennakeshavulu @ Chenna S/o Kurmaiah, Age: approx., 20 Years; Occ: Lorry Driver; R/o Gudigandla village, Makthal Mandal, Narayanapet Dist.

[9:49 PM, 11/29/2019] Pavan Kumar Anna: The investigation has revealed that the lorry driver Mohammed @ Areef (A-1), came and parked his vehicle near Tondupalli Tollgate, Shamshabad with his cleaner Jollu Shiva (A-2) and two other accomplices on 26.11.2019 as the delivery of the load could not be made as the receiver was not reachable. The said four people saw the victim parking her vehicle near the toll plaza at 6.00 PM on 27.11.2019 and while consuming alcohol they discussed about the lady and had hatched a plan to commit the crime. As part of the plan Jollu Naveen (A-3) removed the air from the back tyre of the victim’s scooty. When the victim, after finishing her work at Gachibowli, returned to toll plaza at 9.18 PM, Mohammed @ Areef (A-1), got down from his lorry, approached her and told her that her vehicle’s back tyre is punctured and offered to get it repaired through his cleaner Jollu Shiva (A-2) and the victim innocently agreed.

Mean while, the victim called her sister and informed about the scooty puncture and also about the physical features of the accused and told her that she was afraid and her sister advised her to come to the toll plaza and wait. Meanwhile, the accused Jollu Shiva (A-2) came and again went to get it repaired as the earlier repair shop where he went was closed. Then Mohammed @ Areef (A-1), Jollu Naveen (A-3) and Chintakunta Chennakeshavulu (A-4) forcibly took her inside the compound nearby.

The accused Jollu Shiva (A-2) who had taken the vehicle also returned back with the vehicle. All the accused raped her one by one. During this time, the accused Mohammed @ Areef (A-1) forcibly closed her mouth and nose till her death. Immediately the accused Mohammed @ Areef (A-1) to Chintakunta Chennakeshavulu (A-4) put the body in the lorry cabin. The accused Jollu Shiva (A-2) and Jollu Naveen (A-3) drove the scooty towards Shadnagar while Mohammed @ Areef (A-1) and Chintakunta Chennakeshavulu (A-4) took the lorry ahead of them. The accused Jollu Shiva (A-2) and Jollu Naveen (A-3) on scooty went to petrol bunks enroute asking for petrol in a loose bottle and got it from a petrol bunk near Kothur. Further, they all (lorry and scooty) stopped near JP Dargah cross roads, Kothur and took diesel in a bottle from their lorry. Then, they took u-turn near Shadnagar crossroads and stopped on the road above the underpass. They carried the body to the underpass by covering it in a blanket and set it afire using the petrol and diesel.

They started from the scene and after a while the two on scooty went back to check whether body is properly burnt or not and further they stopped after a distance further to dispose off the scooty near Kothur and all the four accused started in their lorry and reached Aramghar Chowrastha. Then, Jollu Shiva (A-2), Jollu Naveen (A-3), and Chintakunta Chennakeshavulu (A-4) left from there while Mohammed @ Areef (A-1) took the lorry to deliver the load in the City.

The case was detected with the help of CCTV analysis and the eye witnesses and human intelligence.
All the four accused persons were arrested today afternoon at Shadnagar by police.

The Police officers and staff of Shadnagar and Shamshabad divisions have put in continuous and dedicated efforts in detecting the case and taking the accused into custody in short time.

Government of Andhra pradesh considers the school as a divine place and wants to promote the school as a true learning center to the children. The Government of Andhra Pradesh desires to improve the learning outcomes and decrease the dropout rate in all schools by taking up various measures including upgrading the school infrastructure.

The Government is determined to facelift all the schools in the state by improving the infrastructure and providing quality education to children with innovative methods. The Government wants to develop the school infrastructure in the state in a systematic manner to reach the national standards by involving the parents who are the key stakeholders.

Commissioner of School Education, submitted a proposal to strengthen the infrastructure and transform the existing infrastructure of the schools in the mission mode in a phased manner over a period of three years from 2019-20.

List of 9 components under Mana Badi Naadu-Nedu

i. Toilets with running water,

iii. Drinking water supply,

iv. Furniture for students and staff,

v. Painting to school, vi. Major and minor repairs,

ix. Compound walls in all Government Schools under Mana Badi:

Nadu-Nedu programme for transformation of Government schools in the State in a period of three years from the current financial year 2019-20 with the following guidelines and also to meet the expenditure from HoA (I) 4202-01-202-06-210-217, (II) 4202-01-202-06-520-521, (III) 4202-01-202-06-530-531 for implementing the project and also from various other sources of funding as permitted by Government from time to time. The modus operandi of the project is as follows:

I. The Project for Transforming School Infrastructure in the state shall be implemented in all Government Schools in a period of (3) years from 2019-20.

II. The project shall cover all the (44,512) schools run by all managements, viz., School Education Department, Panchayat Raj and Rural Development Department, Municipal Administration Department, Social Welfare Dept, BC Welfare Dept, Tribal Welfare Dept, Juvenile Welfare Dept, Fisheries Department.

III. Selection of schools.

a) In the first year 15715 schools shall be taken up. The State Project Director, AP Samagra Shiksha Society shall finalise the list of the schools to be taken up and send the same to the implementing agencies.
b) 1/3rd of the schools belonging to each management shall be taken up.
c) Preference shall be given to schools identified in dilapidated condition.
d) The selected schools list shall be made available on https://schooledu.ap.gov.in/

IV. Priority of Facilities and Amenities (9 components).

The Government emphasizes to have the following priority of facilities and amenities to each selected school to reach desired standards, based on the actual need in a given school

i. Toilets with running water.
ii. Electrification with fans and tube lights.
iii. Drinking water supply.
iv. Furniture for students and staff.
v. Painting to school.
vi. Major and minor repairs.
vii. Green chalk boards.
viii. English labs
ix. Compound walls.

V. Implementing agencies.

a) The Government agencies AP Samagra Shiksha Society, APEWIDC, Panchayat Raj Engineering Dept, Municipal & Public Health Engineering Dept, Tribal welfare Engineering Department shall be the implementing agencies. The number of Mandals allotted to each of these agencies is given in the annexure. The detailed list of the schools village wise, mandal wise will be given to the implementing agencies by the State Project Director, AP Samagra Shiksha Society separately. The agencies shall start preparation of the estimates using School Transformation Monitoring Software (STMS) being prepared by M/S TCS
b) The Government hereby constituted the following two committees, at State level and District level, to review and monitor the implementation process and progress of the schools.
c) State Level Monitoring Committee (Mana badi; Naadu-Nedu): The State Level Committee shall review and monitor the progress of the schools from time to time. The state level committee comprises of the following officers:

d) District level Monitoring committee (Mana Badi: Naadu-Nedu) : The District Committee shall be responsible for monitoring of the program at the district level. The Dist level committee comprises of the following officers

VI. Preparation of estimates.

a) The District Collector and Chairman APSSS shall obtain school wise and work wise detailed project estimates from the Executive engineers of implementing agencies for according administrative sanction. The estimates shall be prepared for the facilities required as detailed at point (IV) above.
b) An estimate module with all the templates of the nine components shall be incorporated in the STMS software. Each school shall have a detailed estimate for each component based on the actual requirement of the facilities of the school. All the engineers shall be given training on preparation of estimates by using the STMS software at district level. The required engineering drawings of each work (component) shall be uploaded while generating the estimate in the software.
c) The school campus shall be made a beautiful environment for students to create interest for spending more time in the school, thereby improving the quality of learning. A provision towards architecture charges will be made in the detailed estimate @ 1 % for high schools taken up under NABARD. Architects shall be hired accordingly for all high schools going to be taken up under NABARD support where additional class rooms will be taken up. The SPD APSSS shall enter into an MoU with school of architecture and planning Vijayawada for this purpose.
d) The Engineers shall consider the life of new constructions for 75 years while preparing the estimates. The provisions shall be made accordingly.
e) The executive agency will prepare the detailed work estimates of the selected schools using the templates given for the nine components (works) in the STMS software.
f) The Field engineer while preparing the estimates shall consult the parents committee members and seek their advice in finalizing the provisions to be kept in the estimates. A resolution to this extent should be taken from the PC by the Head Master and the same shall be uploaded by the Field engineer while generation of the estimates.

VII. Inclusive and Green building concept.

The estimates need to carry the components necessary to ensure that the school buildings are inclusive and adopt green building concepts. For this purpose windows and other openings shall be provided sufficiently to ensure access to natural light and air. Landscape design should be part of every school. To ensure inclusiveness the entire campus should be made barrier-free environment to make students with disabilities move freely. The buildings and repairs also shall include the concepts of ‘Buildings as Learning Aid’ (BaLA).

VIII. Heritage school buildings.

There are several schools across the state that belong to the pre-independence era and that were constructed using traditional materials and techniques. The protection of these heritage schools is also necessary. These include but are not restricted to lime, local stone, timber and brick. Schools constructed at the time of the 19th century and in the early 20th century also use steel sections in roof construction, particularly the jack-arch. It is important that these buildings be restored or repaired using similar materials of construction. If incompatible materials like cement and synthetic polymers are used, they will only accelerate the decay rather than help extend the life of these buildings.

IX. Administrative and technical sanctions.

a) The District Education Officer (DEO) shall download the draft proceedings along with detailed work estimates from the STMS software and obtain administrative sanction from the District Collector. While processing sanctions the DEO shall ensure that all 9 components are covered for all the schools. If one component is not needed, the same may be certified by the EE.
b) The concerned Executive Engineers, Superintending engineers and Chief Engineers shall accord the technical sanction school wise based on their competence. No estimates shall be accorded technical sanction in piecemeal manner for a given school.

X. Convergence with MGNREGS for Compound wall.

The compound wall estimate shall be taken up under MGNREGS. The Parents committee will execute the work. The implementing agency will be DCC for this purpose. The Commissioner PR&RD shall provide necessary window in the MGNREGS software for this purpose. Both the technical estimate and relevant peoples estimate will be provided in the software for the compound wall

XI. Implementation process.

a) The Commissioner of School Education shall monitor the project and coordinate with the Government for resolving any issues and ensure that the program is implemented smoothly. The SPD APSSS shall work closely with the Commissioner SE and ensure that the program will be implemented effectively.
b) The Parents Committee (PC), (previously called as School Management Committee) shall play an important role in the implementation of the program. The works shall be executed by the Parents committees through community contracting methodology which is being promoted by International Labour organization (ILO).
c) Before commencement of the work by the Parents Committee (PC), the Commissioner of School Education and the State Project Director, APSSS will facilitate to release 15% of the estimated project cost as revolving fund towards labour charges into the account of the Parents Committee of the concerned school using the STMS software to meet up the labour charges. Another 15 % will be released after 80 % of the revolving fund is spent towards labour charges.
d) The Convener of the Parents committee (Head Master of the school/ institution) shall hold a meeting with all the parents. In case if there are multiple schools in the same school premises, the Convener/HM should ensure to invite the parents and teachers from all the schools for the meeting. The HM, Field engineer and the CRP shall facilitate the meeting and motivate the Parents Committee (PC) to take up the program. The parent committee of Higher school in the campus will execute the works of common facilities like Toilet block, electrification, drinking water supply, furniture, green chalk boards, English labs, compound walls. In case of other facilities like Painting, Major & minor repairs the Parent’s committee of the respective school shall take up these works.
e) The parents committee shall decide five members (with three women members) from the Parents Committee (PC) for cheque signing authority. These five members shall be from elected Parent members. Besides these five members, the HM and the field engineer as authorized by the respective implementing agency will also be joint account signatories. In case of more schools in one campus, the parent committee of the higher school shall co-opt 2 members from lower school committee as cheque signing members. The bank account details need to be entered in the STMS software by the respective Head Master. The funds required to implement the program by the Parents Committee will be deposited into this account by the SPD, APSSS. The contributions of communities, parents, local donors, NRIs, Alumni etc., shall also be deposited in to the same account. APCONNECTIVITY Corporation will be contacted to converge the donations for schools.
f) The HM shall conduct general body meeting of all parents and explain about the sanction of the program to their school.
g) All the parents shall be motivated to contribute one day voluntary labour to affirm their participation in the ‘Mana Badi: Naadu-Nedu program, which is a must for success of the community contracting system.
h) The field engineer of the implementation agency shall explain the Parents Committee about the provisions and activities of the estimate of that school project.
i) The Parents Committee shall be given the orientation cum training program before commencement of the work. The three member trainers team will organize this one day orientation program at mandal level.
j) After completion of the orientation cum training program, the Parents Committee shall commence the work with the support of the field engineer and Head master
k) The parents committee shall enter into an MoU with Executive Engineer of the respective implementing agency for the purpose of execution of the school.
l) The Parents Committee will take up the activities in a systematic manner and complete the project as per the specifications and standards with transparency.

XII. Role of the Parents Committees.

a) The field engineer, the CRP, Engineering Assistant (Grama Sachivalayam) and Welfare and Education Assistant (Grama Sachivalayam) shall be special invitees for the Parents Committee meetings of the school.
b) The Parents Committee shall conduct regular (fixed) weekly meetings at the time and day as per the convenience of all the members. All the members shall attend the weekly meetings and take all necessary decisions in the meeting. The meetings shall be conducted in the school premises only. The decisions should be taken in a collective democratic manner. The Head master, Field engineer and the CRP shall only facilitate the PC to take an appropriate decision. They shall not insist to take a decision liked by HM/Field engineer/CRP or anybody outside the PC.
c) The procurement and payment of expenditure shall be done as per the decisions taken in the Parents Committee.
d) The Parents Committee shall maintain book keeping system to account for every rupee spent. The services of Welfare and Education Assistant (Grama Sachivalayam) shall be used to write the books of accounts.
e) Minimum six members of the Parents Committee along with the field engineer/engineering asst shall go to the market and study thoroughly about the quality and specifications of the material available in the market and to be procured. The field engineer shall ensure that the required quantity of materials to be procured as per the progress and as per the theoretical requirement.
f) The Parents Committee will pass the resolution for release of each and every payment.
g) The field engineer shall record all the material procured in the M-Book. The payment for all such procurements can be paid to vendors by PCs. Such payments shall be made only after resolution from the Parents committee.
h) After completion of the work, the field engineer and Deputy Executive Engineer shall evaluate the work done quantities by recording all the items in the Measurement book.
i) The Engineering Assistant (Grama Sachivalayam) shall be involved in the execution of works related to the schools in his/her village. The Engineering Assistant shall be present at work site every day and supervise the works of Mana Badi Naadu-Nedu Program. He/She shall ensure the quality of workmanship as demanded by the specification and as demanded by the aesthetics.

XIII. Convergence and role of various departments.

a) The State Project Director, SSS shall conduct various orientation cum training programs to field engineers of all the executive agencies, Parents Committees, Engineering Assistants and Welfare and Education Assistants of Grama Sachivalayam and other stakeholders.
b) The Head of the Departments of the implementing agencies shall monitor the execution, quality and progress of the works with their executing agencies.
c) The Advisor (Infrastructure), to Government, School Education shall coordinate with all the above agencies and advise the agencies in implementation of the program in all aspects.

XIV. Service Charges to the implementing agencies.

Each implementing agency shall be paid 3% of the estimated cost towards service charges.

XV. Quality Assurance.

All the implementing agencies shall use the services of their quality control wings in inspection of works taken up under the program Mana Badi Nadu-Nedu and ensure that at least 20 % of the works at random are inspected. They also shall get 0.5 % of the estimated cost towards quality assurance services. All works exceeding Rs 15 lakhs shall be inspected at least once by QC officials before its closure.

XVI. Funds flow

a) The SPD APSSS shall be the custodian of the funds given by the Government for the program.
b) It is assumed that 30 % of the total estimated cost will be towards labour charges which would be managed by PC as revolving fund. The rest 70 % towards material component will be accessed by PC using CFMS being operated by SPD and Financial Controller (FC) of APSSS
c) The Project cost towards labour component 30 % will be released in two installments as revolving fund. The Head Master will raise the Fund Transfer Request (FTR) (in consultation with Field Engineer) for each installment @ 15 % over the sanctioned estimated cost and the FTR will need to be approved by the Dy EE. Before raising FTR the Head Master shall obtain the resolution from PC and the same shall be uploaded to Dy EE through STMS software. The DyEE concerned shall approve and upload to SPD APSSS for transfer of the fund to PC account. The SPD shall facilitate the transfer of the revolving fund to the respective PC account.
d) The first installment of the revolving fund approved by PC will be forwarded by the Head Master using the

STMS system after fulfilling the following conditions:
i. Orientation cum training is completed to the Parents Committee.
ii. Resolution to execute the work from Parents Committee is obtained and uploaded in the STMS.

e) The second installment will be released upon fulfilling the following conditions:
i. 80% of the first installment of revolving fund is spent towards payment to masons and other labour charges.
ii. Resolution of Parents Committee is endorsed by Field Engineer and uploaded by Head Master.
iii. The FTR will need to be approved by the Deputy Executive Engineer.

f) The regular payments towards material component will be accessed by PCs as per the following procedure:

i. The Finance department will allow SPD APSSS to use the existing green channel PD account for the purpose of accessing of funds by PCs for this program.
ii. The Commissioner SE will send proposal for release of funds to Govt for every quarter. Based on BROs from Finance dept, the CSE shall draw and put the funds in SPD APSSS’s green channel PD account.
iii. The PC with the help of Field engineer and HM shall identify the vendor after thorough enquiry in the market for each type of material (like cement, steel, aggregate, sand, doors and windows etc ) as per the community procurement guidelines given by SPD from time to time. The PC shall take invoice with bank account details and advance stamped receipt from vendor for the material to be supplied. Based on the invoice and advanced stamp receipt, the PC takes a decision and passes a resolution to procure the same. After endorsement of the resolution by field engineer and HM, the concerned DEE shall raise Fund transfer Request (FTR) and upload to executive engineer in online using STMS. The EE shall verify and approve and upload the same to SPD office in STMS. The Financial controller ( FC ) and SPD APSSS shall process the FTR in online and clear for payment and facilitate that the amount will be transferred to the respective vendor’s account. The same information (in online through sms) shall be sent to PC, the field engineer and the HM. Once the money is deposited, the vendor shall supply the material to PC at the school site. The Field Engineer, the HM and the PC will ensure that the material is received in full quantity with good quality as per specifications as mentioned in the Invoice/demand notice. The Field Engineer shall record the material received at site in M book and start using it for the project.

g) The State Financial Controller, APSSS will take note approval of the State Project Director, APSSS and will approve the FTRs in the STMS on day to day basis.
h) Upon approval of the State Project Director, the State Finance Controller will transfer the funds to the respective accounts of the Parents Committees and vendors.

XVII. Capacity building

a) Appropriate number of trainers in each district shall be identified and trained to conduct trainings at Mandal level. Three trainers (one Engineer Asst and one Welfare & Education assistant from Gram Sachivalayam) and one CRP from School education dept will work as a team to conduct trainings at Mandal level under the supervision of the field engineer.
b) The training of the trainers shall be conducted at the state level by the master trainers.
c) Each trainer shall be given a kit comprising of the following:
i. Pen Drive (8 GB) with necessary PPTs, Videos etc., loaded.
ii. Parents Committee Manual.
iii. Works Manual.
iv. Book Keeping Manual.

d) Orientation cum trainings shall be given to the following stakeholders.
i. Parents Committee members (including nominated, ex-officio, co-opted members), Head Masters, CRPs, Field Engineers,

Engineering Assistants and Welfare and Education Assistants (for book keeping) of Grama Sachivalayam.
ii. District Educational Officers, Asst project coordinators APSSS, Superintending Engineers, Executive Engineers and Deputy Executive Engineers.

e) The District Educational Officers shall arrange to deploy the existing projectors from schools if required for training at mandal level.
f) The state team shall engage appropriate consultants drawn from SCERT, APSSS, APEWIDC & TWED and prepare the required training materials such as training aids, training manuals to be given to trainers.

XVIII. Campaign

a) The Commissioner of School Education with assistance of SPD, APSSS shall arrange to prepare the campaign material and distribute to the first phase schools.
b) The Commissioner of School Education and State Project Director APSSS shall issue further executive instructions to field officers accordingly.
c) All the HoDs concerned shall take actions accordingly and implement the program with high transparency and effectiveness The Commissioner of School Education, A.P., the State Project Director, Samagra Shiksha Society A.P., and the Managing Director, APEWIDC, A.P.,

The Engineer-in-Chief PRED, The Engineer-in-Chief Public health, The Engineer-in-Chief TWED shall take further action accordingly in the matter.

The Government of Andhra Pradesh is implementing the Post Metric Scholarships scheme, to all eligible students belonging to the Scheduled Castes (SC) [through the Social Welfare Department], the Scheduled Tribes (ST) [through the Tribal Welfare Department], the Backward Classes (BC), Kapu & Economically Backward Class (EBC) [through the Backward Classes Welfare Department], Minorities [through the Minorities Welfare Department] and the Differently Abled [through the Women Development, Child Welfare & Disabled Welfare Department] categories, on a saturation basis.

2 Government have issued certain guidelines for implementation of the Post Matric Scholarships scheme from time to time vide references 1st to 13th read above.

3 The government is implementing the Navaratnalu schemes towards the upliftment of poorer and vulnerable sections of the people of Andhra Pradesh on saturation mode. The Council of Ministers has decided to implement the assurance in letter and spirit from the academic year 2019-20.

4 Government of AP careful examination of the matter and in partial modification of the instructions/guidelines issued earlier, hereby formulate the two new schemes viz. (i) “Jagananna Vidya Deevena (RTF)”, and (ii) “Jagananna Vasathi Deevena (MTF)” to implement for all the students belonging to SC,ST, BC, EBC (other than Kapu), Kapu, Minority and Differently Abled categories who are pursuing the post metric courses from ITI to Ph.D except Intermediate, through their respective agencies, with the following guidelines.

5 Schemes:

(a) Jagananna Vidya Deevena (RTF): to provide complete fee reimbursement to every eligible student.
(b) Jagananna Vasathi Deevena (MTF) : to provide Rs.10,000/- per person to ITI students, Rs.15,000/- per person to Polytechnic students, Rs.20,000/- per person for other Degree and above courses per year to every eligible student for food and hostel expenses.

6 Date of Applicability of the schemes:

The schemes “Jagananna Vidya Deevena(RTF)” and “Jagananna Vasathi Deevena(MTF)” shall be applicable from the Financial year 2019-20.

7 Beneficiaries of the Schemes:

(a) Eligible Students: The students under the following categories are eligible for availing the Schemes.

All the students, pursuing Polytechnic, ITI and Degree & above level courses in Government/Aided/Private colleges, affiliated to State Universities / Boards.
Day scholar students, students in College Attached Hostels (CAH) and Department Attached Hostels (DAH).
75% of the aggregate attendance is mandatory for release of scholarships.

(b) In – eligible Students: The students under the following categories are not eligible for availing the Schemes.

i Studying in Private Universities / Deemed Universities.
ii Pursuing Correspondence / Distance education courses.
iii Admitted under Management / Spot Quota.

8 Income Eligibility:

i The total family annual income to be less than or equal to Rs.2.50 lakhs.
ii The total land holding of the family to be less than 10.00 acres of wet or 25.00 acres of dry or 25.00 acres both wet and dry land together.
iii No member of the family should be a government employee/ pensioner (all sanitary workers irrespective of their salary/ recruitment, are eligible. The Social Welfare Department shall develop a robust & fool-proof system of certification of parents of the beneficiaries under category of “Sanitary workers”).
iv No member of the family should own a four-wheeler (The members of the family who are provided Taxies/Tractors/Autos under Government sponsored schemes are exempted).
v A family who owns no property or less than 1500 Sft of built up area (Residential or Commercial) in urban areas is eligible.
vi No member of the family should be an income tax payee.

9 Mode of Disbursement:

(a) Jagananna Vidya Deevena shall be credited to the respective College accounts on behalf of students.

(b) Jagananna Vasathi Deevena:

Jagananna Vasathi Deevena shall be credited into the respective account of the mother of the eligible student.

ii In case of the demise or absence of the mother, the amount shall be credited to the account of the natural guardian of the student.

Entitlements:

(a) Jagananna Vidya Deevena (RTF):

1.Full fee i.e. Tuition Fee, Special Fees, Other Fees & Exam Fees as defined in the G.O.Ms.No.66, SW(Edn) Dept., dated 8-9-2010 and as fixed by the competent authorities is reimbursed to all eligible students.

2.Full fee shall be credited to the respective College accounts on behalf of students.

(b) Jagananna Vasathi Deevena(MTF):

  1. For ITI students : Rs.10,000/- per year in (2) instalment
  2. For Polytechnic Students: Rs.15,000/- per year in (2) instalment
  3. For Other Courses: Rs.20,000/- per year in (2) instalments.
  1. The amount shall be provided in two instalments in July and December for Day Scholars, CAH & DAH categories.
  2. Jagananna Vasathi Deevena covers all the eligible children in a family.
  3. For Day scholar students, an amount of Rs.5,000/- for ITI students, Rs.7,500/- for Polytechnic Students and Rs.10,000/- for other Degree and above courses shall be adjusted into the bank account of the mother of the respective student for 2019-20 and Rs.10,000/- for ITI students, Rs.15,000/- for Polytechnic students, Rs.20,000/- for other Degree and above courses shall be adjusted from 2020-21.
  4. For College Attached Hostel Students, an amount of Rs.10,000/- for ITI students, Rs.15,000/- for Polytechnic students, Rs.20,000/- for other Degree and above courses shall be adjusted into the bank account of the mother of the respective student from 2019-20 in two instalments.
  5. The students residing in the Departmental Attached Hostel are exempted from the purview of Jagananna Vasathi Deevena since Welfare Departments providing considerable support in the form of Diet Charges, Cosmetic Charges, infrastructure & other facilities to the students residing in DAH.
  6. The mapping of the mother to the student and also the entry of mothers’ bank accounts shall be done by the Welfare and Education Assistant with document upload and will certify the Genuineness of account details.
  7. The flow of funds under both the (i) Jagananna Vidya Deevena & (ii) Jagananna Vasathi Deevena schemes shall be routed through the corresponding Corporations of the concerned Welfare Department.
  8. The amount already paid to the students, if any, under the existing schemes of RTF and MTF during the current financial year and pertaining to the current academic year shall be deducted from pay-out to be made under both the schemes.

12 YSR Navasakam- Fee reimbursement card:

Government is decided to identify the eligible beneficiaries on saturation basis duly checking the eligibility conditions and issue new card for “Jagananna Vidya Devena & Jagananna Vasathi Deevena” Schemes through Social Audit process.

Except the guidelines/instructions mentioned above, all other instructions issued earlier will holds good.

The CEO of APCFSS is directed to make necessary modifications in the software accordingly.

15 The Special Chief Secretary/Principal Secretary/Secretary of the Social Welfare/Tribal Welfare/Backward Classes Welfare/Minority Welfare/Higher & Technical Education/School Education/Agriculture & Cooperation/Animal Husbandry, Dairy Development & Fisheries/Horticulture & Sericulture/Labour, Employment & Training/Health & Family Welfare & the Director of Social Welfare/ Director of Tribal Welfare/Director of Backward Classes Welfare/Commissioner of Minorities Welfare/Commissioner of Welfare of Differently Abled & Senior Citizens/All affiliating Authorities in the State are requested to follow and implement the above guidelines scrupulously and also convey the above instructions to all the College Managements & other authorities concerned, without fail and ensure that the schemes are implemented accordingly.

16 All the District Collectors in the State, as the Chairman of the District Level Committee for the implementation of Scholarships, are requested to ensure that the instructions/guidelines stipulated in this order are implemented in-toto, by all the District Welfare Officers and also by all the Principals of all educational Institutions and review the same in the meeting of the District Level Committee and other review meetings, so as to ensure the smooth implementation of the schemes.

17 The Director of Social Welfare, A.P., Amaravati shall take necessary steps to implement the schemes in coordination with all stake holders.

Terms and Conditions for Telangana State Animal Welfare Board

1) The terms of reference for Telangana State Animal Welfare Board are as follows:-

a. To advise the Government on measures for strict implementation of PCA Act, 1960 and to prevent unnecessary pain or suffering to animals generally and more particularly when they are being transported from one place to another or when they are used as performing animals or when they are kept in private captivity or confinement.
b. to take all such steps to ameliorate the sufferings of animals by encouraging the construction of sheds, water troughs and the like and by providing Veterinary assistance to the animals.
c. To encourage the formation or establishment of Pinjara Poles, rescue homes, animal shelters, sanctuaries and like where animals and birds may find shelter when they have become old and useless or when they need protection.
d. To suggest the measures for strict implementation of AP Prohibition of Cow Slaughter and Animals Preservation Act ,1977 and other allied animal welfare rules, acts and laws and to provide input for legal matters.
e. To suggest the amendments, recommendations for the existing Rules and acts , if any,.
f. To guide the District SPCAs.
g. To cooperate & coordinate with the work of associations or bodies established for the purpose of preventing unnecessary pain or suffering to animals or for the protection of animals and birds.
h. To encourage the formation of animal welfare organizations in any local area or to guide them in their working.
i. To endeavour to impart education in relation to the humane treatment of animals and for the promotion of animals welfare by means of lectures, books, posters, cinematographic exhibitions and the like.
j. To support the Gou Shalas and other Animal Shelters functioning in the state and to advise them on improvement of their activities.

The funds of Telangana State Animal Welfare Board shall consists of contributions, donations, subscriptions , bequest, gifts and the like made to it by local authority or by any other persons/ agencies / organisations.

The Board shall be treated as First Class Committee for purpose of drawl of T.A. and D.A. by non-official members of the Board. The non-Official Members of the Board shall be allowed T.A. and D.A. The Director of Animal Husbandry will be the controlling Officer for the purpose of the counter signature of T.A. bills of the non-official members of the Board.

The Telangana State Animal Welfare Board will meet at least twice in a year.

The non –official members are entitled for sitting allowance of Rs.200/- per meeting for attending the meeting.
The office of the Board shall be located in the office of the Director of Animal Husbandry, T.S Hyderabad.

Dr.YSR Agri Labs Operational guidelines, Structure, Roles and Responsibilities for Dr.YSR Agri Labs GO 116 on 11 December 2019, OPERATIONAL GUIDELINES AND STRUCTURE, ROLES AND RESPONSIBILITIES FOR Dr.YSR AGRI LABS IN THE STATE OF ANDHRA PRADESH

permission has been accorded to the Special Commissioner of Agriculture, A.P, for establishment of Dr.YSR Agri Labs at Constituency Level (147), District Level (13) and Regional Coding Centres (4) at Visakapatnam, Eluru, Guntur and Tirupati, in the State of Andhra Pradesh to supply quality Agri inputs viz., seeds, fertilizers & pesticides, to the farmers.

Special Commissioner of Agriculture, A.P, has furnished the Operational guidelines, Integration of Existing District Labs with Integrated Agri Labs, Structure, Roles, Responsibilities of Staff, Use of Unified Digital Platform in sampling, Tests to carried out at labs, Center of Excellence, Training, adoption of Lab HR Policy and establishment of Legal Cell at Commissionerate, with a request to issue necessary orders in the matter.

Government after examination of the matter, hereby approve the Operational guidelines, Structure, Roles and Responsibilities for Dr.YSR Agri Labs, as Annexed to this order.

The Special Commissioner of Agriculture, A.P. Guntur, shall take further necessary action, accordingly, in the matter.

YSR Agri Labs Operational guidelines. Constituency Level Labs (Dr. YSR Agri Labs)
ADA (Regular) (in whose jurisdiction that the Constituency level Lab is present) shall be the supervising/monitoring officer.
ADA(Regular) will be assisted with One AO and 2 AEOs.
This Lab shall analyze the samples submitted by the farmers and communicate the results.
It shall also analyze the samples sent from Regional coding centers.
The staff shall conduct camps regularly for collection of samples at village level to create awareness among the farmers.
The Farmers can submit the samples directly or through Agriculture staff working in that Mandal / village.
MAOs can draw service samples in his / her jurisdiction and get them analyzed in these Labs.
Input Dealers also can get their Agricultural Inputs analyzed at Integrated Labs on payment basis.
The following tests shall be carried out in Dr.YSR Agri Labs:
Seed Testing: Physical Purity, Moisture and Germination Tests.
Fertilizer Testing: Availability of Nitrogen, Phosphorus & Potash, Boran and Sulphur.
Pesticide Testing: Shall act as Collection point and sample will be sent to the District Lab and results will be communicated to the Farmers.
In case of any field complaints on seed failure, Lab staff shall collect the leaf samples in Insulated Thermal Box and sent them to DNA Lab for Analysis.

YSR Agri Labs District Level Labs.

The District level Labs are fully equipped Legal labs (As per statutory requirements), where agriculture Inputs are tested as per Legal norms.
Asst Director of Agriculture shall be appointed as Analyst and supported by 4 AOs & 4 AEOs each for Seed, Fertilizer and Pesticide.
The District Lab analyzes the samples sent by the Regional coding centers and communicates the results through Unified Digital platform.
Existing Three(3) Seed, Three(3) Fertilizer and Five (5) pesticide testing Labs shall be integrated in the respective District Level Lab.

YSR Agri Labs Regional Coding Centers

Each Regional Coding Center shall have a DDA supported by three AOs & three AEOs.
The Regional coding centers shall code the samples received and send them to the concerned District level/Constituency level labs as allocated by UDP.
The present state level Fertilizer & Pesticide coding centers in Guntur shall be merged and act as Regional Coding Center, Guntur.

YSR Agri Labs Quality Assurance of Agricultural Inputs:

To ensure the availability of the Agri inputs to the farmers, quality check of the Seeds, Fertilizers and Pesticides shall be done in the following ways by District & Constituency level integrated Labs.
Pre-approval Certification Programme: Quality of the Inputs shall be ensured through testing of Agriculture Inputs before they are released in to market. Initially Agriculture Inputs are tested on random basis and once capacities of the Labs are increased, all the batches/lots are tested prior to release in to the market. Considering the capacities of Labs with technologies available at present, initially, 20% of the Seed lots, 10% of the Pesticides and 100% of the Fertilizers shall be covered under Preapproval system.
Post-release monitoring system: 5% of the pre-release approved batches and 5% of remaining batches shall be randomly tested to monitor the functionality of the pre-release system. The Post-approval monitoring samples will be tested in Dist level Labs. Samples will be drawn as per Legal Act provisions.
Farmer Samples Testing: The Constituency level labs shall handle Farmers samples and test them at free of Cost. If these samples are found to be Sub-Standard, the concerned MAO shall take sample as per legal procedures in vogue.

Random sampling – Unified Digital Platform-Automation The selection of samples in Pre approval certification program and post approval monitoring system shall be done through an automated system called “Unified Digital Platform” where selection of Kind & Variety, batch/lot, dealer outlet and company is random. This platform connects the all the input manufacturers, Dealers, Sample collection team, Input Inspectors, Coding Centres, Lab Analysts and Farmers.

a. Preapproval Certification Programme(TIER I)

Entire process runs on a Unified Digital Platform. All the Input manufacturers, Dealers, Sample Collection team, Regional Coding centers, Input Inspectors, Lab Analysts and Farmers shall use this platform.

Each packet shall be ensured with a barcode or QR code on the packing for traceability.

All the input Manufacturers/ companies shall offer all their products that are intended for sale in the state for testing by submitting their batch/lot wise final destination details in Unified digital Platform besides uploading their own
Lab issued or NABL accredited Lab issued Quality Certificate of the batch/lot.

The Unified Digital Platform (UDP) software randomly selects a Dealer outlet and sends an Alert message to the sample collection team.

The Sample collection team shall collect the sample and feeds sampling details in UDP.

The sample collection team shall hand over the sample drawn to Regional coding centre.

The Regional coding center shall send the sample to the Lab (randomly selected by UDP) for analysis.

The Lab shall test the sample and results are fed in to UDP.

The Standard Sample will be allotted an Approval No and a Certificate shall be issued.

In case of Substandard Sample, the Manufacturer/company shall withdraw the stock from the market and Local Input Inspector should ensure the withdrawal.

After withdrawal the manufacturer/company shall submit the information within 7 (Seven) days on the disposal of Substandard Batches/lots from the market

Since the drawl of Samples in Preapproval system is not as per Act, Legal action shall not be initiated against manufacturer/company.

The Unified Digital Platform shall be made available in Mobile phone as an App and whenever an Input Inspector visits a Dealer Outlet, he /she can scan the barcodes on the products/ verify the lot no. on packing and know the Manufacturer submitted data, sample drawn date, analysis data, Certificate Approval No.

The minimum requirement for allowing any input company to sell their products in the market is that “the company should have submitted their stock positioning particulars at dealers in the Unified Digital platform prior to sale”.

Reanalysis shall be allowed on payment basis if the manufacture/company applies within 3 days of communicating the results.

b. Post Approval Monitoring System (Cross Verification -TIER II)

5% of the Pre approved batches / Lots shall be randomly selected by Unified Digital Platform for Post release testing from the batches/lots that were already certified in the Pre approval certification programme to cross verify the results.

In addition to the above, 5% of the remaining batches / lots shall also be selected by UDP for Post release testing.

The above Samples shall be drawn as per legal procedures and shall be sent to the respective Regional coding center.

The Regional coding center shall send the sample to the concerned Lab that is randomly selected by UDP for analysis.

Legal action shall be initiated against the Manufacturer/company in case of any substandard samples and an enquiry shall be conducted to know, how the Product got Certified in Pre approval certification programme.

Reanalysis shall be allowed as per Act provisions.

YSR Agri Labs Farmer Samples

During registration of the farmer sample, the constituency lab staff shall ensure the bill of purchase of that Agri input.
The Lab staff shall update the details of Seed, Fertilizer and pesticide samples received by them in UDP.
The Lab staff shall communicate the test results to the Farmers by hand / through mode of Mobile Message / by post in shortest possible time.
In case of Sub-standard samples, the UDP alerts MAO, ADA (Regular), DDA O/o JDA and Integrated Lab section of Commissionerate.
MAO shall visit the outlet from which the Farmer purchased the product and issue Stop Sale Notice to prevent further sale of substandard Agricultural Input to Farmers.
Further MAO shall draw the sample as per legal provisions and send to Regional coding center for further testing. Based on the results obtained MAO shall initiate legal action duly following the laid down procedure as per the Law.
Structure, Roles and Responsibilities:

YSR Agri Labs Integrated Agri Labs Section, Agriculture Commissionerate:

Integrated Labs section of Agricultural Commissionerate shall monitor the Constituency level labs (Dr YSR Agri Labs) through the District JDA Offices and shall directly monitor the District Level Labs (Existing & Proposed), State Labs, Regional Coding Centers to assure supply of Quality Agriculture Inputs in Market.
The Section shall take care of quality control aspects of Seeds, Fertilizers, Pesticides, Biopesticides, Biofertilizers, Bio-Agents, Bio products etc.
The Section shall monitor the quality control of Agricultural Inputs using Unified Digital Platform (Autonomous software) for random sampling.
The Section shall Organise Trainings to the Staff working in the Integrated labs
The section shall monitor the Sub-Standard / Misbranded/ Spurious samples Cases through Legal Cell of Agriculture Commissionerate.
Section shall take up the budgetary requirement of Quality Control Labs.

District Level Monitoring of Dr YSR Agri Labs

The DDA (PP) working in the JDA office of the district is responsible for the monitoring of Constituency level Dr YSR Agri Labs.
He /she should ensure that the Constituency level Dr YSR Agri Labs meet their Objectives.
The DDA should regularly communicate the progress and issues of the Integrated Labs to the section of the Agriculture Commissionerate.

YSR Agri District Labs :

The District Integrated Agri Labs are Act Labs and shall handle testing of Manufacturer/Producer/Dealer / Distributor Samples of Agriculture Inputs.
The District Lab should test pesticide samples submitted by Constituency labs.
The District integrated Labs shall accept & analyse the Agriculture Input samples of the rural Constituency in which it is located.
An Assistant Director of Agriculture shall be appointed to monitor/supervise the District Lab, supported by 12 AOs and 12 AEOs.
The District Staff must undergo at least, one (1) training per year on latest knowhow.
District Labs shall act as Nodal labs for Constituency level labs and guide them technically.
The District Labs shall regularly organise hands on training to the Constituency Lab staff.
The District Lab staff should conduct technical audit of Constituency labs and submit report by 15th March every year to Agricultural Commissionerate.

Constituency Level Dr YSR Agri Lab

The Constituency level Dr YSR Agri Lab shall take up of Farmer samples and samples which found substandard/misbranded shall be re sampled as per legal provisions and tested at District Labs.
The Constituency level Dr YSR Agri Lab shall take up Seed and Fertilizer samples testing and will act as Satellite Center / Collection Center for Pesticide samples.
The Constituency Lab shall get the Pesticide samples submitted by Farmers at respective District Labs and communicate the results to farmers.
The ADA (Regular) in whose jurisdiction, the Dr YSR Agri Lab present is the supervising officer and responsible for the day to day administration of the Lab.
The Constituency Lab shall have One AO and 2 AEOs.
The AO & AEOs shall undergo training in Seed, Fertilizer and Pesticide testing Labs.

YSR Agri Labs Regional coding Centres:

Regional Coding Center shall accept seed, Fertilizer and pesticide samples.
The role of Regional coding centers is to code the sample and send them to the concerned labs as allotted by Unified Digital Platform (UDP).
These Centres shall maintain the secrecy of the sample source and prevent manipulations in the Quality Control system.
The present state level Fertilizer & Pesticide coding centers in Guntur shall be merged and act as Regional Coding Center, Guntur.

YSR Agri LabsCentre of Excellence

The State Laboratories present in State Seed Farm, Amaravati Temple Town shall act as Centre for Excellence to adopt new technologies, cultivation concepts and to integrate them in to Agricultural Department.
This Centre shall guide the Districts Labs in advanced technology to meet new agricultural challenges.

YSR Agri Labs Legal Cell

A Legal cell shall be established in the Commissionerate to assist the field functionaries in handling Sub-standard samples and Court documentation.
Whenever a sample is found Sub-Standard the details of the Case shall be transferred to Legal Cell.
A Senior Legal advisor along with a Judicial officer and Junior Legal advisor shall be appointed for Legal Cell supported with one ADA and 2 AOs.

YSR Agri Labs Lab HR Policy

Lab HR policy shall be adopted to effectively utilize the services of trained staff (ADAs, AOs and AEOs).
The Staff shall be retained in the Labs to utilize their expertise for a period of 10 years and the transfers shall be done from Lab to Lab only during this period.
At any point of time the transfers in the Lab should not be more than 1/3rd.

School Education Department Converting all classes from I to VI in Primary, Upper Primary, High Schools under all managements into English Medium from the academic year 2020-21 and gradually increasing each further class from the Next consequent academic years- Orders- Issued.

Commissioner of School Education has submitted a proposal for converting all Government, MPP Schools and Zilla Parishad schools and all classes into English Medium from Grades I to VIII from academic year 2020-21 and for Grades IX & X from academic year 2021-22.

After careful examination of the matter, Government hereby accord permission to the Commissioner of School Education to convert all classes from I to VI in Primary, Upper Primary, High Schools under all managements into English Medium from the academic year 2020-21 and gradually increasing each further class from the Next consequent academic years in superseding the earlier orders issued vide references 1st to 5th read above in the matter. However, the Commissioner of School Education shall take appropriate and adequate efforts to implement Telugu/Urdu as a compulsory subject depending on the current medium of instruction in all the Schools compulsorily in line with the Government orders in the matter.

The Commissioner of School Education shall ensure the following steps for successful implementation of English Medium schools:-

Required teachers should be deployed in the School as per the staffing pattern prescribed by the Government from time to time and as per pupil teacher ratio for single medium.

SCERT shall take necessary action for designing and development of Teacher Hand Books, Training of Teachers in English medium teaching skills and knowledge, Compendium of best classroom practices and other pedagogical material for supporting the teachers to be skilled in English Medium teaching.

Director SCERT in coordination with Commissioner of School Education shall take comprehensive action for online assessment of the current English proficiency levels of the Teachers, design appropriate training programs for enchasing the English Medium teaching skills for the teachers.

Intensive and extensive trainings must be ensured during the current academic year and during the Summer of 2020 for equipping the Teachers to teach in English Medium from academic Year 2020-21 for classes I to VI. Number of trainings shall be given to the Teachers until improving their English Medium Teaching skills in specific subjects and in general.

The action shall be taken for reviving the English Language Teaching Centers & District English Centers (DECs) and re-locating them in District Institutes for Education & Training (DIETs).Director, Text Book Press, should take action to obtain correct indents and ensure supply of English Medium Text Books to the Schools as per student enrolment for classes I to VI well before the starting of the academic year.

Keeping in view of the conversion of all schools and classes from I to VI into English Medium, requirement of Teachers can be arrived at and proposals should be submitted to Government by the Commissioner School Education.

In future, Teacher recruitments, qualified candidates with the best proficiency in English Medium teaching should be recruited.

The Commissioner of School Education, the State Project Director, SSA, the Director, SCERT, and the Director, AP Text Book Press shall take further necessary action accordingly.

The government have issued orders for introducing English Medium with CBSE Syllabus in a Parallel Section from VI class in 6500 identified High Schools in the Government Sector (Govt/ZP/Municipal) in the State that are also proposed for strengthening under the Success Project.

Government have issued orders for replacing CBSE syllabus with State Syllabus in all 6500 Success Schools from the academic year 2010-11.

Government have delegated powers to the Commissioner of School Education, A.P. to open parallel English Medium sections in the existing high schools for classes VI to X.

The government have accorded permission to the Commissioner of School Education for opening of English Medium Parallel sections in Primary Schools from the Academic Year 2018-19.

The Municipal Council, Kanigiri Nagarpanchayat is informed that it shall submit its views /suggestions, if any, on the proposed draft delimitation of wards notified, within 7 days of the publication of this Notification in the Andhra Pradesh Gazette, to the Commissioner, Kanigiri Nagarpanchayat.

YSR Pension Kanuka – Revised guidelines

Government is committed to the Welfare and Development of all segments of the Society, and in order to achieve this object had announced “Navarathnalu” comprising of various welfare and developmental programmes. As a part of the Navarathnalu, enhancement of pension amount and reduction in the age criteria for old age pension is a major welfare measure to ameliorate the hardships of the poor and vulnerable sections of the society particularly the old and infirm, widows and persons with disability to secure a dignified life. Accordingly, as a part of implementation of the above welfare measures, the Government vide reference 2nd read above have issued orders naming the Social Security Scheme as “YSR Pension Kanuka”, and enhanced the pension amount of Old Age Pension (OAP), Widow, Weavers, Toddy Tappers, Fishermen, Single Women, Traditional Cobblers and PLHIV (ART Pensions ) categories to Rs.2,250/-, Disabled Pensions to Rs.3,000/-, CKDU/Dialysis Pensions to Rs.10,000/-, and also reduced the age for Old Age Pensioners (OAP) from 65 to 60 years.

The Government has further considered that the existing eligibility criteria for sanction of pensions under ‘YSR Pension Kanuka’ shall also be revised in such a way that the benefit of pension shall be reached to all sections of the needy people intended for ‘YSR Pension Kanuka’.

In the reference, the CEO, SERP has furnished the revised guidelines for sanction of pensions under YSR Pension Kanuka.

Accordingly, the Government in supersession of the orders issued , and earlier guidelines issued for Social Security Pensions, hereby issue the following Comprehensive Revised Guidelines regarding the eligibility criteria for sanction of pensions under the scheme of YSR Pension Kanuka:-

The eligibility criteria for sanction of pensions: Common eligibility for all categories of pensions:

a. Total family income should be less than Rs.10000/- per month in Rural areas and Rs.12000/- per month in Urban areas.

b. Age should be as per Aadhaar card.

c. Total land holding of the family should be less than 3.00 acres of wet (or) 10.00 acres of dry (or) 10.00 acres of both wet and dry land together.

d. Family should not own a four wheeler (Taxi, Tractors, Autos are exempted).

e. No family member should be Government employee or Pensioner.

f. Monthly electricity consumption of a family dwelling unit (own/rent) should be less than 300 units per month.

g. Family in municipal areas who owns less than 750 sq ft of built up area.

h. No family member should be an income tax payee.
i. One pension will be allowed in the family except in the following conditions:

(a) Family having disabled person with 80% and above degree of disability.

(b) Dialysis patients (CKDU) / Severe Mental Retardation/ PLHIV (ART).

(c) Pensions sanctioned vide GO Rt.No.551 HM&FW Department, dated 26.10.2019 and Memo No: 3033401/D1/2019, of HM&FW Department, dt:08.11.2019.

Category wise eligibility:
a. Old Age : 60 years and above (G.O.Ms.103, PR&RD(RD.I) Department, dated 30-05-2019) and in respect of ST category 50 years and above (G.O.Ms.No.49, , PR&RD(RD.I) Department, Dated: 10-02-2019).

b. Widow : 18 Years and above and widowed. Death certificate of husband should be produced.

c. Disabled : No age limit. Disability 40% and above and SADAREM certificate.

d. Weavers: 50 years and above. Certificate from Handloom Department should be produced.

e. Toddy Tappers : 50 years and above. Members of Toddy Co-operative Societies (TCS) or to an individual tapper under the Tree For Tappers (TFT) Scheme. Certificate should be produced from Excise Department.

f. ART pensions (PLHIV): 6 months continuous treatment in ART (Anti Retroviral Therapy) Centre.

g. Dialysis Pension (CKDU): No age limit. Every month Dialysis treatment taken at Government / Private Hospitals.

h. Transgender: 18 Years and above, Gender Identity Certificate issued by the competent medical authority.

i. Fishermen: 50 Years and above. Certificate from the Department of Fisheries should be produced.

j. Single Women: Married women separated / deserted above 35 years of age as on date of sanction of pension and the separation period shall be more than 1 year. Unmarried women who are having 30 years and above in Rural and 35 years and above in urban areas.

k. Dappu Artists: Beneficiary who completed 50 years of age. Beneficiary list will be furnished by the Social welfare Department (as per G.O.Rt. No 199,Social welfare Dept., dated 30.06.18).

l. Traditional Cobblers : Beneficiary who completed 40 years of age. Beneficiary list will be furnished by the Social welfare Department (as per G.O.Ms.No.19, Social welfare Dept., dated 12.11.18 ).

The following diseases are stipulated in the G.O.Rt.No.551, HM&FW Department, Dated:26.10.2019 and Memo.No.3033401/ D1/2019, of HM&FW Department, Dt:08.11.2019:-

m. For the persons with diseases of Thalassemia Major, Sickle Cell disease, Severe Haemophilia (<2% of factor 8 or 9)
Bilateral Elephantiasis-Grade 4: No age limit. The beneficiaries’ data will be shared by the HM&FW Department to the CEO, SERP, A.P.

n. For the persons with diseases of Paralysis confining the person to wheel chair or bed and Severe muscular dystrophy cases and accident victims confined to wheel chair or bed: No age limit. The beneficiaries data will be shared to the CEO, SERP, A.P from the SADAREM data base and to be verified at filed level by the Medical Officer.

o. Chronic Kidney Disease patients (Stage3,4 &5) who are not on dialysis and are having following conditions :-

(i) Serum creatinine of >5mg Consistently on two separate occasions with at least 3 months gap (in Government lab).
(ii) Small contacted kidney on sono graphic evaluation (less than 8cm)
(iii) Estimated GFR- <15 ml.
No age limit. The beneficiaries data will be shared by the HM&FW Department to the CEO, SERP, A.P.

  1. Priority shall be given to:
    a. SC households.

b. Practicing Artisans (Weavers, Toddy Tappers, Barbers, Washer men, Potters, Blacksmith, Carpenter, Cobbler, Animal herder, Village Artists etc) and other Back Ward Classes.

c. Daily labourers (Daily wage labourers, Agricultural Labourers, Migrated labourers).

d. Nomadic Tribes having no permanent residence.

e. Households with destitute / orphans.

f. Households with Disabled.

g. Other poor Households.

  1. Spouse Pension:
    In the event of death of Old Age, Weaver, Fishermen, Toddy toppers, Disabled category pensioners, pension will be sanctioned to Spouse (wife) to support the family. Pension amount will be released on par with Widow Category Pension.
  2. Validation of Eligibility:
    An identity ecosystem developed at People hub will be utilised to remove redundancies. This database consists of two principal portions, the demographic data contained in the SRDH and the Socio-economic data contained in the various databases created by the line Departments. The eligibility criteria will be verified with the repository of data through web service.
  3. Role of Village/Ward Volunteers:
    Village/Ward Volunteers will identify the persons eligible for social security pension under YSR Pension Kanuka and take up physical verification (Social Audit) with respect to eligibility conditions prescribed for each category of live pension. The Volunteers shall ensure door delivery of the pension benefits.
  4. Role of MPDOs & Municipal Commissioners
    The Mandal Parishad Development Officers are in rural areas and Municipal Commissioners in urban areas are responsible for overall implementation of the scheme. In case of any variations in data base validation and field verifications, the team consists of MPDO and EO PRD will re-verify in rural areas and Municipal Commissioners in urban areas. Accordingly, proceedings will be issued either for cancelation (or) approval.
  5. The Project Director, DRDA, will monitor and supervise for successful implementation of the scheme in the District.
  6. The Chief Executive Officer, Society for Elimination of Rural Poverty, will take rectification of errors committed by MPDOs and Municipal Commissioners.
  7. 10 . To determine the age of pensions and a family unit, the following process to be adopted:-
  8. i. Aadhar identity. ii. Aadhar details will be matched with ration card data
  9. iii. Praja Sadhikara Survey (PSS) will be utilized for finding out family unit. iv. Field verifications

(a) Verification of own certificates (Date of birth certificate, Death certificates of husband for widow pension, toddy tapper certificates, weavers certificates)
(b) Verification of Children certificates (Study certificate)
(c) Calculation of marriage age, 21 years for male and 18 years for female (+ or -, 2 years)
(d) Date of Marriage (Marriage certificate)
(e) Local enquiry

Nandikotkur Municipality into 29 Wards The appended Notification will be published in an Extra-Ordinary Issue of the Andhra Pradesh Gazette, Dated:17.12.2019. The Commissioner, Nandikotkur Municipality is directed to place the following Notification before the Municipal Council of Nandikotkur Municipality for its views/ suggestions besides giving wide publicity to the Notification as contemplated in rule 11 of the Andhra Pradesh Municipalities (Division of Nagara Panchayats and Municipalities into wards) Rules, 1994.

The Collector and District Magistrate, Kurnool District is directed to affix the appended Notification on the notice board of his office to give an opportunity to make suggestions about the division of the Municipality into wards.

Nandikotkur Municipality into 29 Wards NOTIFICATION

Under clause (a) of sub-section (1) of section 10 of the Andhra Pradesh Municipalities Act, 1965 (Andhra Pradesh Act, 6 of 1965) read with rule 11 of the Andhra Pradesh Municipalities (Division of Nagar Panchayats and Municipalities into wards) Rules, 1994 issued in G.O.Ms.No.31, Municipal Administration & Urban Development Department, dated 03.02.1995 and after due consideration of the proposals submitted by the Commissioner and Director of Municipal Administration, Andhra Pradesh, Guntur, the Government hereby notify the draft delimitation of twenty nine (29) wards of Nandikotkur Municipality as specified in the schedule appended to this Notification.

The Municipal Council, Nandikotkur Municipality is informed that it shall submit its views /suggestions, if any, on the proposed draft delimitation of wards notified, within 7 days of the publication of this Notification in the Andhra Pradesh Gazette, to the Commissioner, Nandikotkur Municipality.

The people of Nandikotkur Municipality are informed that they may submit their views/suggestions, if any, on the proposed draft delimitation of wards notified, within 7 days of the publication of this Notification in the Andhra Pradesh Gazette, to the Commissioner, Nandikotkur Municipality.

A copy of the Notification is also sent to the Collector and District Magistrate, Kurnool District and he/she is requested to affix the same on the Notice Board of his office and he/she is requested to give his / her suggestions about the division of the aforesaid Municipality into twenty nine (29) wards to the Government immediately.

The Municipal Commissioner, Nandikotkur Municipality and the Collector and District Magistrate, Kurnool District may follow the procedure as stipulated under rule 12 of A.P. Municipalities (Division of Nagar Panchayats and Municipalities into wards) Rules 1994 and send their report to the Government through the Commissioner and Director of Municipal Administration immediately.

Vuyyur Municipality 20 Wards The Commissioner, Vuyyur Nagarpanchayat is directed to place the following Notification before the Municipal Council of Vuyyur Nagarpanchayat for its views/ suggestions besides giving wide publicity to the Notification as contemplated in rule 11 of the Andhra Pradesh Municipalities (Division of Nagara Panchayats and Municipalities into wards) Rules, 1994.

The Collector and District Magistrate, Krishna District is directed to affix the appended Notification on the notice board of his office to give an opportunity to make suggestions about the division of the Nagarpanchyat into wards.

Under clause (a) of sub-section (1) of section 10 of the Andhra Pradesh Municipalities Act, 1965 (Andhra Pradesh Act, 6 of 1965) read with rule 11 of the Andhra Pradesh Municipalities (Division of Nagar Panchayats and Municipalities into wards) Rules, 1994 issued in G.O.Ms.No.31, Municipal Administration & Urban Development Department, dated 03.02.1995 and after due consideration of the proposals submitted by the Commissioner and Director of Municipal Administration, Andhra Pradesh, Guntur, the Government hereby notify the draft delimitation of twenty (20) wards of Vuyyur Nagarpanchayat as specified in the schedule appended to this Notification.

The Municipal Council, Vuyyur Nagarpanchayat is informed that it shall submit its views /suggestions, if any, on the proposed draft delimitation of wards notified, within 7 days of the publication of this Notification in the Andhra Pradesh Gazette, to the Commissioner, Vuyyur Nagarpanchayat.

The people of Vuyyur Nagarpanchayat are informed that they may submit their views/suggestions, if any, on the proposed draft delimitation of wards notified, within 7 days of the publication of this Notification in the Andhra Pradesh Gazette, to the Commissioner, Vuyyur Nagarpanchayat.
A copy of the Notification is also sent to the Collector and District Magistrate, Krishna District and he/she is requested to affix the same on the Notice Board of his office and he/she is requested to give his / her suggestions about the division of the aforesaid Nagarpanchyat into twenty (20) wards to the Government immediately.
The Municipal Commissioner, Vuyyur Nagarpanchayat and the Collector and District Magistrate, Krishna District may follow the procedure as stipulated under rule 12 of A.P. Ponnur Municipality into 31 Wards The Commissioner, Ponnur Municipality is directed to place the following Notification before the Municipal Council of Ponnur Municipality for its views/suggestions besides giving wide publicity to the Notification as contemplated in rule 11 of the Andhra Pradesh Municipalities (Division of Nagara Panchayats and Municipalities into wards) Rules, 1994.

The Collector and District Magistrate, Guntur District is directed to affix the appended Notification on the notice board of his office to give an opportunity to make suggestions about the division of the Municipality into wards.

Ponnur Municipality into 31 Wards NOTIFICATION

Under clause (a) of sub-section (1) of section 10 of the Andhra Pradesh Municipalities Act, 1965 (Andhra Pradesh Act, 6 of 1965) read with rule 11 of the Andhra Pradesh Municipalities (Division of Nagar Panchayats and Municipalities into wards) Rules, 1994 issued in G.O.Ms.No.31, Municipal Administration & Urban Development Department, dated 03.02.1995 and after due consideration of the proposals submitted by the Commissioner and Director of Municipal Administration, Andhra Pradesh, Guntur, the Government hereby notify the draft delimitation of thirty one (31) wards of Ponnur Municipality as specified in the schedule appended to this Notification.
The Municipal Council, Ponnur Municipality is informed that it shall submit its views /suggestions, if any, on the proposed draft delimitation of wards notified, within 7 days of the publication of this Notification in the Andhra Pradesh Gazette, to the Commissioner, Ponnur Municipality.

The people of Ponnur Municipality are informed that they may submit their views/suggestions, if any, on the proposed draft delimitation of wards notified, within 7 days of the publication of this Notification in the Andhra Pradesh Gazette, to the Commissioner, Ponnur Municipality.

A copy of the Notification is also sent to the Collector and District Magistrate, Guntur District and he/she is requested to affix the same on the Notice Board of his office and he/she is requested to give his / her suggestions about the division of the aforesaid Municipality into thirty one (31) wards to the Government immediately.

Andhra Pradesh General Insurance Corporation Limited

The Government of Andhra Pradesh is committed to the welfare of farmers and has taken multiple steps for ensuring farmers’ empowerment through the comprehensive development strategy of ‘Navaratnalu’. Under Navaratnalu, the Government started income support scheme for farmers and tenants through Rythu Bharosa, provided nine hours of free electricity, digging of free bore-wells and etc.

The Government is cognizant of the difficulties faced by farmers in the event of crop loss due to various factors. In order to ensure insurance coverage to all the farmers on a saturation mode and in a hassle free manner and for systematic settlement of insurance claims and also considering the huge investments being made by the State Government on Crop Insurance and the extent of claims being received by farmers, the Government decided to establish the “Andhra Pradesh General Insurance Corporation Limited” under the Companies Act 2013 as a 100% State owned entity primarily for taking care of insurance needs of the farming sector. The corporation would gradually cover other sectors in due course depending on the experiences gained.

Government of Andhra Pradesh expressed consent to establish the Andhra Pradesh General Insurance Corporation Limited with an authorized share capital of Rs.101.00 crores and also requested the Chairman IRDAI, Hyderabad to issue mandatory No Objection Certificate for proceeding further with the registration of Andhra Pradesh General Insurance Corporation Limited with the Registrar of Companies.

The Government authorized the Director of Insurance, Andhra Pradesh to take up further steps in connection with the establishment of proposed Andhra Pradesh General Insurance Corporation Limited.

The Government, after careful examination of the proposals, hereby order as under: –
5.1 Name for the new entity: Andhra Pradesh General Insurance Corporation Limited with registered office at Vijayawada.

5.2 Authorized Share Capital: The authorized share capital of the company is Rs.101 crores (Rupees One Hundred and One crores) divided into 10,10,00,000 (Ten Crore and Ten Lakh) equity shares of Rs.10/- (Rupees Ten) each.

5.3 Paid up capital (Initially for incorporation): The paid up capital of the company is Rs.101,00,00,000/- (Rupees one hundred and one corers only) and the amount shall be paid to the new company after incorporation on behalf of Hon’ble Governor of Andhra Pradesh/Nominee of the Government.

(i) The Memorandum & Articles of Association of the entities shall be prepared as per the provisions of the Companies Act, 2013 and the government authorizes Sri K.V.V. Satyanarayana, IRAS, Spl Secretary to Government, Finance Department, to approve and file the incorporation of new company with the Registrar of Companies.

(ii) The Spl Secretary to Government, Finance Department is nominated as Nominee of the Hon’ble Governor of Andhra Pradesh for signing on the papers/deeds/ documents for the incorporation of the new company.

(iii) The Special Secretary to Government, Finance Department and the Company Secretary of the corporation are authorized to sign the necessary documents and filing with the ROC.

(iv) The Special Secretary to Government, Finance Department is authorized to incur necessary statutory expenses and fees of professionals for pre-certification of documents for filing with the ROC. In this regard, The Government has to allot necessary budget for meeting the above administrative expenses duly creating a new HOA and appropriate authorization.

(v) The Special Secretary to Government, Finance Department shall take further necessary action in the matter accordingly.

4500 Stipend to Nursing students in Government Schools and Colleges

4500 Stipend to Nursing students in Government Schools and Colleges Orders were issued enhancing the stipends to Student Nurses @ 1000/- per month for 1st year, Rs.1100/- per month for 2nd year, Rs.1200/- per month for 3rd year, 1400/- per month for Internship/4th year (B.Sc (Nursing) w.e.f.01.01.2010.

Director of Medical Education, Andhra Pradesh, Vijayawada has informed that the Principal, Government School of Nursing, Vijayawada and the Trained Nurses Association of India and Adhoc Committee members of AP Government Nurses Association have requested to enhance the stipends to Nursing students since their stipends have not been enhanced since 2010. The stipend is paid to the students for their living expenses during the course of study towards the maintenance of uniform, travel and other expenses relating to study material, project works, Xerox etc which are very essential. The nurses are the backbone for the health care system and they work round the clock. There are many instances and situations when the Doctor is not available, in case of emergency, a Nurse attends the work of Doctor to save the patient.

The Director of Medical Education, Andhra Pradesh, Vijayawada has therefore, requested the Government to enhance the stipends to the GNM and B.Sc (Nursing) students studying in Government Nursing Colleges.

The Government after careful examination of the matter hereby enhances the stipends to the students studying GNM /B.Sc (N) as indicated below w.e.f. 01.01.2020:
