How to Lodge complaint on Journalist or Delegation of powers to Secretaries of respective Departments to lodge complaints and to file appropriate legal cases through Public Prosecutor against false, baseless and defamatory news items published/Telecast/posted in Print/ Electronic/ Social Media Orders Issued.

Orders were issued to accord permission to the Special Commissioner, Information and Public Relations to lodge complaint and file defamation cases through the Special Public Prosecutor against the Publishers and Editors and to initiate legal action.

Instances have come to the notice of the Government that certain print, electronic and social media are deliberately trying to tarnish the image of Government and Government officials by spreading false, baseless and defamatory news with malafide interest. In order to see that true and correct information reaches to people, Government vide G.O.Rt.No.938 GA (Poll.D) Dett., dt.20-02-2007 has empowered Special Commissioner, I&PR to file cases under appropriate sections of the law.

However, it is felt that Departmental Secretaries with thorough knowledge of the affaires of their respective Departments and also having powers and wherewithal to order enquiries to establish the veracity of news reports / posts ion print, electronic and s cial media are better placed to issue rejoinders, file complaints and lodge appropriate cases, if need be, through public prosecutor after following due process of law.

After careful examination of the matter, Government of AP accord permission to delegate powers to the Secretaries of respective Departments to issue rejoinders,, file complaints and lodge appropriate cases, if need be, through public prosecutor against defamatory news items published /Telecast/Posted in Print/ Electronic/Social Media pertaining to their respective Departments after following due process of law.

All Spl.CSs/Prl.Secys./Secretaries in the Departments of Andhra Pradesh Secretariat shall take necessary action accordingly.

Dearness Allowance to Telangana State Government Employees

Government hereby order revision of the Dearness Allowance (DA) sanctioned in the Government Order 10th read above to the employees of Government of Telangana from 30.392% of basic pay to 33.536% of basic pay from 1st of January, 2019.

  1. The Dearness Allowance sanctioned in the above para shall also be payable to:
    i) The employees of Zilla Parishads, Mandal Parishads, Gram Panchayats, Municipalities, Municipal Corporations, Agricultural Market Committees and Zilla Grandhalaya Samasthas, Work Charged Establishment, who are drawing pay in a regular scale of pay in the Revised Pay Scales, 2015.

ii) Teaching and Non-Teaching Staff of Aided Institutions including Aided Polytechnics who are drawing pay in a regular scale of pay in the Revised Pay Scales, 2015.

iii) Teaching and Non-Teaching Staff of Universities including Professor
K. Jayashankar Telangana State Agricultural University and Jawaharlal Nehru Technological University, Hyderabad who are drawing pay in a regular scale of pay in the Revised Pay Scales, 2015.

  1. Government hereby order revision of the Dearness Allowance sanctioned in the G.O. 10th read above to the State Government employees drawing pay in the Revised Pay Scales 2010 from 112.992% of the basic pay to 118.128% % of the basic pay with effect from 1st of January, 2019.

3.1 The Dearness Allowance sanctioned in the above para shall also be payable to:

i) The employees of Zilla Parishads, Mandal Parishads, Gram Panchayats, Municipalities, Municipal Corporations, Agricultural Market Committees and Zilla Grandhalaya Samasthas, Work Charged Establishment, who are drawing pay in a regular scale of pay in the Revised Pay Scales, 2010 and to the full time contingent employees whose remuneration has been revised from Rs.3850/- to Rs.6700/- per month vide G.O.Ms.No.171, Finance (P.C.III) Department, dated 13.05.2010.

ii) Teaching and Non-Teaching Staff of Aided Institutions including Aided Polytechnics who are drawing pay in a regular scale of pay in the Revised Pay Scales, 2010.

iii) Teaching and Non-Teaching Staff of Universities including Professor K. Jayashankar Telangana State Agricultural University and Jawaharlal Nehru Technological University, Hyderabad who are drawing pay in a regular scale of pay in the Revised Pay Scales, 2010.

  1. Government vide G.O.Ms.No.15 Higher Education (UE) Department dated
    29.06.2019 implemented the revised UGC Pay Scales, 2016 to the teaching and non-teaching categories who were drawing pay in UGC Pay scales, 2006. The Government also, vide Memo.No.3670/UE/2019 dated 03.09.2019 read above, ordered sanction of DA @ 9% of the basic pay to these categories with effect from 01.07.2018. Accordingly, Dearness Allowance is revised from 9% to 12% with effect from 01.01.2019 in respect of the following categories of employees:
    (i) The Teaching and Non-Teaching staff of Government and Aided Affiliated Degree Colleges who are drawing pay in the Revised U.G.C Pay Scales, 2016.
    (ii) The Teaching staff of the Universities including Professor K. Jayashankar Telangana State Agricultural University and the Jawaharlal Nehru Technological University, Hyderabad and the Teaching staff of Govt. Polytechnics, who are drawing pay in the Revised UGC/AICTE Pay Scales,
  2. Government also hereby order revision of the Dearness Allowance from 148% to 154% of the basic pay with effect from 1st of January, 2019, in respect of the following categories of employees:
    (i). The Teaching and Non-Teaching staff of Government and Aided Affiliated Degree Colleges who are drawing pay in the U.G.C Pay Scales, 2006.
    (ii) The Teaching staff of the Universities including Professor
    K. Jayashankar Telangana State Agricultural University and the Jawaharlal Nehru Technological University, Hyderabad and the Teaching staff of Govt. Polytechnics, who are drawing pay in the UGC/AICTE Pay Scales, 2006.
  3. Government also hereby order revision of Dearness Allowance in respect of Judicial Officers whose pay scales were revised as per Shri E. Padmanabhan Committee Report vide G.O.Ms.No.73, Law (LA&J, SC-F) Department, dated: 01.05.2010 from 148% to 154% of the basic pay with effect from 1st of January, 2019.
  4. Government also hereby sanction an ad-hoc increase of Rs.100/- per month in cash to the Part-Time Assistants and Village Revenue Assistants from 1st of January, 2019.
  5. The revised Dearness Allowance sanctioned in the paras 1-6 above shall be paid in cash with the salary of November, 2019 payable on 1st of December, 2019. The arrears on account of payment of Dearness Allowance for the period from 1st of January, 2019 to 31st October, 2019 shall be credited to the General Provident Fund Account of the respective employees.

8.1. However, in the case of employees who are due to retire on or before 29th February, 2020, the arrears of Dearness Allowance shall be drawn and paid in cash as the employees due to retire on superannuation are exempted from making any subscription to the General Provident Fund during the last four months of service.

8.2. In respect of the employees who were appointed to Government service on or after 01.09.2004 and are governed by the Contributory Pension Scheme (CPS), 10% of the Dearness Allowance arrears from 1st of January, 2019 to 31st October, 2019 shall be claimed and credited to the PRAN accounts of the individuals along with the Government share as per the existing orders. The remaining 90% of Dearness Allowance arrears shall be paid in cash in the month of December, 2019.

8.3. In respect of Full Time Contingent Employees, who are not eligible for GPF Accounts, the arrears may be paid in cash in the month of December, 2019.

8.4. In the event of death of any employee before the issue of these orders, the legal heir(s) shall be entitled to the arrears of Dearness Allowance in cash.

  1. The term ‘Pay’ for this purpose shall be as defined inF.R.9 (21) (a) (i).
  2. The Drawing Officer shall prefer the bill on the Pay & Accounts Officer, Hyderabad, or the Pay & Accounts Officer/ the Assistant Pay & Accounts Officer of the Telangana Works Accounts Service or the Treasury Officer, as the case may be, for the amount of arrears for the period from 1st of January, 2019 to 31st October, 2019 to be adjusted to the General Provident Fund Account in the case of an employee who has opened a General Provident Fund Account.
  3. The Drawing Officers shall ensure that the Bills are supported by proper schedules in duplicate indicating details of the employee, the General Provident Fund Account Number and the amount to be credited to the General Provident Fund Account, to the Pay & Accounts Officer/Treasury Officers/Assistant Pay & Accounts Officers or Pay & Accounts Officers of the Telangana Works Accounts Service, as the case may be. The Pay & Accounts Officer/Assistant Pay & Accounts Officer or Pay and Accounts Officer of the Telangana Works Accounts Service/District Treasury Officer/Sub-Treasury Officer shall follow the usual procedure of furnishing one copy of the schedules along with bills to the Accountant General based on which the Accountant General shall credit the amounts to the General Provident Fund Accounts of the individuals concerned. The second copy of the schedules shall be furnished to the Drawing Officers with Voucher Numbers.
  4. All Drawing Officers are requested to ensure that the bills as per the above orders are drawn and the amounts credited to General Provident Fund Account by 29th of February, 2020 at the latest. The Audit Officers (Pay & Accounts Officer, Deputy Directors of District Treasuries and Pay & Accounts Officer of Telangana Works Accounts Service, etc.) are requested not to admit the pay bills of the Office concerned for the month of March, 2020 unless a certificate is enclosed to the bills to the effect that the arrears of difference in Dearness Allowance for the period from 1st of January, 2019 to 31st October, 2019, are drawn and credited to the General Provident Fund Account before 29th of February, 2020.
  5. In respect of employees working in Government Offices in the Twin Cities, the Pay and Accounts Officer shall consolidate and furnish information in the proforma annexed (Annexure-I) to this order to the Finance (HRM.IV) Department to reach on or before 15th of February, 2020.
  6. All the Audit Officers (Sub-Treasury Officers) are requested to furnish the figures of the amount credited to the General Provident Fund Account and the amounts credited to Compulsory Savings Account in the prescribed proforma (Annexure-I) enclosed, to the District Treasury by the end of 15th of March, 2020.
  7. The Deputy Directors of District Treasuries, in turn, shall consolidate the information and furnish the same in the same proforma to the Director of Treasuries and Accounts by 31st of March, 2020 and who in turn, shall furnish the consolidated information to Government by 15th of April, 2020.
  8. In respect of employees of Local Bodies, the Drawing Officers shall furnish the above information in the prescribed proforma as per Annexure-II to the Audit Officer of the District concerned before 15th of March, 2020 and who will, in turn furnish the consolidated information to the Director of State Audit by 31st March, 2020. The Director of State Audit in turn shall furnish the consolidated information to the Secretary to Government, Finance (HRM.IV) Department by 15thof March, 2020.
  9. In regard to the Project Staff, the Joint Director of Accounts of each Project shall furnish the information in the prescribed proforma as per Annexure-II to the Director of Works Accounts by 15th of March, 2020 and who, in turn, shall furnish the information to the Finance (HRM.IV) Department by 31stof March, 2020.
  10. All the Drawing and Disbursing Officers and Audit Officers are requested to intimate to the employees working under their control as to how much amount of arrears of Dearness Allowance is credited to the General Provident Fund Account/Compulsory Savings Account as per the Proforma annexed (Annexure-II) to this order. They are further requested to adhere to the above instructions and any deviation or non-compliance of these instructions will be viewed seriously.
  11. All Departments of Secretariat and Heads of the Departments are requested to issue suitable instructions to the Drawing and Disbursing Officers under their control and to see that these instructions are followed scrupulously. The Director of Treasuries and Accounts/ Director of State Audit/Pay & Accounts Officer/Director of Works Accounts, Telangana, Hyderabad, are requested to issue suitable instructions to their subordinate Audit Officers so that these instructions are carefully followed by them.
  12. The expenditure on the Dearness Allowance to the employees of Agricultural Market Committees and Greater Hyderabad Municipal Corporation shall be met from their own funds in view of the orders issued in G.O.Ms.No.9, Finance (PC-I) Department, dated:
    18.01.2010.

Unobjectionable Encroachments for Rs.1 up to 300 Sq. yards

Government have issued orders formulating a scheme of Regularisation of Unobjectionable Encroachments in Government lands by way of Dwelling Units for both the BPL and APL families in the entire State upto 500 Sq.Yards. In the said order, a period of 180 days is fixed for filling of applications from the date of operation of Government Order coming into force. The time frame for filing of application have been extended from time to time upto 1002-2019.

Several public representatives and public are requesting for extension of time for submission of applications for regularization of encroachments in unobjectionable government lands.

In the meeting held on 17.10.2019 under Chairmanship of Hon’ble Chief Minister at CM’s Camp Office it was decided to formulate a new scheme of Regularisation of Unobjectionable Encroachments in Government lands for both the BPL and APL families in the entire State.

Government after careful examination, hereby order to introduce fresh Scheme of Regularization of encroachments in Unobjectionable Government lands upto 300 Sq.yards to both the BPL and APL families in the State of Andhra Pradesh, with lock-in period of 5 years, after 5 years, the owner is entitled to make outright sale, with following rates:

100-300 Prevailing Market value as decided by the District Collector duly following the procedure.

Scheme of “Regularization of Unobjectionable encroachments in Government lands upto 300 Sq.Yards both in Rural and Urban areas to both the BPL and APL Families in the entire State”.

  1. Nomenclature This Scheme may be called “Regularization of encroachments in Unobjectionable Government lands upto 300 Sq.yards to both the BPL and APL Families in the entire State”.
  2. Date of coming in to operation The Scheme shall come into operation with immediate effect. (from the date of issue of orders)
  3. Cut-off date for occupation The cut-off date for regularization of encroachments in Unobjectionable Government lands shall be 15-10-2019.
  4. Maximum area for consideration The maximum area for regularization shall be upto 300 Sq. Yards only.
  5. Eligibility criteria (i) Only families who are Below Poverty Line (BPL) and Above Poverty Line (APL) shall be eligible for Regularization. A family shall be treated as BPL, if it is having a White Ration Card (or) if it is not having a White Ration Card, the Income of the family shall not exceed the income prescribed for BPL category duly certified by the concerned Tahsildar.
  6. Definition of “Family” The “family” shall include a person, his/ her spouse, minor children, minor brothers and minor sisters dependent on him.
  7. Only once in a lifetime If anyone gets his/her encroachment regularized, such beneficiaries shall not be eligible for any allotment of house site, even if they sell their regularised plot.
  8. Cost of regularization The following rates are proposed for regularisation of unobjectionable Encroachments in Government lands both the BPL and APL families in Rural and Urban areas in the entire State of Andhra Pradesh with lock-in period of 5 years, after 5 years, the owner is entitled to make outright sale.

Standard rates of house sites:

  1. Mode of Payment The amount shall be payable to Government through Challan. Maximum Four (4) equal instalments shall be permitted. The entire amount shall be paid within six months from the date of receipt of approval. After completion of payment of cost, the District Collector/ Authorized Officer shall execute a deed of conveyance in favour of the applicant. Registration and Stamp duty shall be paid by the applicant. “If payment is not made within six months, necessary action to remove the encroachment shall be taken as per law”.
  2. Proof of Identity of a Person Aadhar Card shall be accepted as proof of Identity of a person. In case the applicant is not having Aadhar Card, any other document which may prove the Identity may be accepted as proof of Identity.
  3. Proof of Occupation of House site The following documents may be accepted as proof of occupation
    a) Registered document
    b) Property Tax receipt
    c) Electricity bill receipt
    d) Water bill receipt
    e) Any other proof to establish occupation/ possession over the land.
  4. Filing of Application The application may be filed within 120 days from the date of coming into operation of the Scheme at any MeeSeva Centre / Village Secretariat in the proforma to be prescribed by the Chief Commissioner of Land Administration. If no application is filed within the stipulated period, necessary action to remove the encroachment shall be taken as per law.
  5. Processing of Applications

a) All applications received in MeeSeva / Village Secretariat shall be forwarded to the concerned Tahsildar.

b) The Tahsildar shall conduct a detailed inspection in respect of each application and make recommendation to the concerned Sub-Division Level approval Committee for taking a decision on the eligibility of the applicant. The District Collector/ CCLA may prescribe a suitable Check List for use of the Tahsildar.

c) After the decision of the concerned Sub-Division Level approval Committee, the Tahsildar shall execute conveyance deed. Allotment in the name of woman member of a family. In case of woman member is not available, the eldest male member may be considered.

Approval Committee

(i) A Sub-Division Level Approval Committee (SDLAC) shall be constituted with the following Officers to consider the cases upto 300 Square Yards :

  1. Sub-Collector/ R.D.O – Chairman
  2. Town Planning Officer / MPDO – Member
    (applicable to Town/Rural)
  3. Tahsildar/ Municipal Commissioner concerned (urban area) concerned – Member-Convener

(ii) The Committee shall take a decision within 30 days. Otherwise, the application shall be deemed to have been approved.

  1. Regularization only in unobjectionable encroachments Only Unobjectionable encroachments in Government lands shall be considered for regularization. No regularization shall be considered in respect of the following cases:-
    a) Sites affected under the alignment of Master Plan/ Zonal Development Plan/ Road Development Plan.
    b) Constructions which have come up in open spaces of approved layouts.
    c) Constructions made on alignment of Water bodies, Grave Yards, Foreshore or FTL areas of drinking water tanks/ Irrigation tanks and treatment areas.
    d) Areas earmarked for treatment plants, Green belts, buffer zone etc.
    e) Sites falling under MFL of rivers.
    f) Sites required for public purpose.
    g) Lands, which are in the opinion of the Committee are highly valuable and cannot be considered for transfer of Rights.
    h) Public footpaths. In case of objectionable encroachments, the encroachers shall be rehabilitated by providing alternate sites and dwelling units. MA & UD Department and Revenue Department shall take up identification of objectionable encroachments.
  2. Appeal Any one aggrieved by the orders of SDLAC may file appeal before the Joint Collector of the District within (30) days from the date of receipt of order. The decision of Joint Collector shall be final.
  3. Right to inherit/ alienate Alienable rights shall vest automatically on completion of five years from the date of regularisation. After five years, the owner is entitled to make outright sale.
  4. Allotment order shall be linked with Aadhar to prevent same person getting house site again.

Municipal General Subordinate Service Rules, 2019

 In exercise of the powers conferred by Section 326 read with sub-section (1) of Section 76 of Andhra Pradesh Municipalities Act, 1965 (Act. No. 6 of 1965) and Section 139 of Municipal Corporation Act, 1955 read with Sub-section (1) of Section 14 of A.P. Municipal Corporations Act, 1994 and Sub-section (1) of Section 7 of Visakhapatnam Municipal Corporation Act, 1979 and Vijayawada Municipal Corporation Act, 1981, the Governor of Andhra Pradesh hereby makes the following rules namely the Andhra Pradesh Municipal General Subordinate Service Rules, 2019. 

RULES

  • These rules may be called the Andhra Pradesh Municipal General Subordinate Service Rules, 2019.
  • These rules shall be applicable to all the Municipalities constituted under Andhra Pradesh Municipalities Act, 1965 and all the Municipal Corporations constituted under Municipal Corporation Act, 1955 read with Sub-section (1) of Section 14 of A.P. Municipal Corporations Act, 1994 and Greater Visakhapatnam Municipal Corporation Act, 1979 and Vijayawada Municipal Corporation Act, 1981.
  • These rules shall come into force from the date of publication of the Rules in Andhra Pradesh Gazette. 

Definitions

In these rules,  unless the contest otherwise requires, the words and expressions used in these rules shall carry the same meaning as defined under the Andhra Pradesh Municipalities Act, 1965 and Municipal Corporation Act, 1955 read with Sub-section (1) of Section 14 of A.P. Municipal Corporations Act, 1994 and Greater Visakhapatnam Municipal Corporation Act, 1979 and Vijayawada Municipal Corporation Act, 1981.

Constitution 

The Andhra Pradesh Municipal General Subordinate Service shall consist of the following categories of posts, namely

     Whenever a Gram Panchayat is  included in  the

Municipality/Municipal Corporation, the persons holding the posts similar to the posts included in this service will be absorbed in appropriate categories of this service, provided they opt for Municipal service. The past service rendered by the above persons will be considered in fixing inter-se-seniority in this service. 

Note 2 : The existing employees working in different services viz., *Bill Collector, *Work Inspector, *Tap Inspector, *Fitter, *T.P. Tracer working in the Urban Local Bodies in the equal scale of pay shall be absorbed into this Service under initial category.

*Hereafter all the Bill Collector posts will be re-designated as Ward Administrative Secretaries.

*Hereafter all the Work Inspector, Tap Inspector, Fitter posts will be redesignated as Ward Amenities Secretaries Grade-II.

*Hereafter all the Town Planning Tracer posts will be re-designated as Town Planning & Regulation Secretaries Grade-II.

Minimum Service

The minimum period of service for a member of a service from the lower category, class or grade to the next higher category, class or grade, whether such appointment is made either by promotion in the regular line or by recruitment by transfer from any other service, that period shall be three years in the category, class or grade from which such promotion or transfer is made. 

Qualification

No person shall be eligible for appointment to the category of posts in Column No. 2 of the table unless one possesses the qualifications prescribed in the corresponding entries in column 3 thereof;

Reservation of appointment

Reservation in appointments shall be as per provisions contained in Rule 22 and 22 A of the Andhra Pradesh State and Subordinate Service Rules, 1996 and subsequent amendments issued from time to time. 

Age

The rules governing the minimum and maximum age for direct recruitment in the government service shall mutatis-mutandis apply to all categories of this Service. 

Temporary Appointment

  • Where it is necessary in the public interest owing to an emergency which has arisen to immediately fill a vacancy, the appointing authority may promote a person purely on a temporary basis, until a person is appointed in accordance with these rules. 
  • No person who does not possess the prescribed qualification shall be promoted under sub-rule (1)
  • A person promoted under sub-rule (1) shall not be regarded as probationer in the higher category or be entitled for any preferential claim for future promotion to such higher category or seniority

Seniority

The seniority of the members of the service shall be determined as per Rules 33 to 36 of the Andhra Pradesh State and Subordinate Service Rules, 1996.

Probation

Every person appointed to a category in the service shall from the date on which he joins duty, be on probation for a total period of two years on duty within a continuous period of three years, if recruited direct and for a total period of one year on duty within a continuous period of two years, if appointed by promotion or transfer. 

Postings and Transfers

The appointing authority concerned is competent authority to issue transfer or order postings for the categories. 

Tests

  • Every person appointed by direct recruitment in any category shall pass the following tests within the period of probation.

i) Accounts Test for Subordinate Officers –   Part I and Part II

  • If any person fails to pass the above tests within the period of probation or within such extended period, he shall be discharged from service by the appointing authority;

Provided that the said period may be extended by the competent authority from time to time.

  • No person shall be eligible for promotion unless he/she passes the test prescribed in sub rule (1).

Conditions of Service

In matters not covered by these rules, the members of the Service shall be governed by all the rules applicable to government servants. 

Pay and allowances

  • A member of the Service shall draw pay and all allowances admissible as per the orders of the Government issued from time to time
  • Expenditure on pay and allowances of the members of the service shall be made under detailed Head of Account “010 – Salaries” through Government Treasury as per orders issued in G.O. Ms. No. 179 MA & UD Dept., Dt. 25.02.2009 and subsequent orders issued by the Government from time to time. 

Leave

The Commissioner is competent to sanction all kinds of leave to the members of the service.

Leave Salary

Leave salary of the members of the service shall be paid through Government Treasury under detailed Head of Account “010 – Salaries”. 

Loans and Advances

The Commissioner is competent to sanction loans and advances to the members of the service as per the rules applicable to government servants from the municipal fund. 

Discipline and Control 

  • The Andhra Pradesh Civil Services (Classification, Control and Appeal) Rules, 1991 applicable to the government servants shall apply to the members of this service except to the extent indicated hereunder;
  • The Commissioner may place a member of any category of this Service under suspension pending inquiry/ investigation into criminal complaints or on filing charge sheet in a court of Law or impose the following penalties:
    • Censure
    • Withholding of increment, and 
    • Recovery from pay of the whole or part of any pecuniary loss caused to the Corporation by negligence or breach of orders while working in the Corporation:

Provided that – 

  1. The period of suspension shall not exceed six months
    1. The Appointing Authority concerned shall also have  the power to  place a member of Service  under suspension pending inquiry into grave charges or impose the said penalties.
  2. The authority which may impose the following penalties on a member of this Service, shall be the appointing authority concerned.
    1. Suspension
    1. Reduction to lower rank in the seniority list or to a lower post or time scale or to a lower stage in a time scale
    1. Withholding of increment / promotion
    1. Compulsory retirement from service
    1. Removal from service
    1. Dismissal from service
  3. An appeal against any order passed by the Commissioner  shall lie to the concerned appointing authorities and it shall be made within 1 month. 
  • An appeal against any order passed by the concerned appointing authorities shall lie to the concerned Head of the Department and it shall be made within 3 months
  • The period of three months is reckoned from the date of receipt by the member of this Service of the order imposing the penalty.

Conduct

The Andhra Pradesh Civil Services (Conduct) Rules, 1964 applicable to government servants as amended from time to time shall apply to the members of this Service.

Pension

(1) The employees appointed on or after 01.09.2004 and who are promoted in this service and persons recruited direct to this service shall be governed by contributory pension scheme introduced in G.O. Ms. No. 653 Finance (Pension.I) Dept., Dt. 22.09.2004. 

Special Provisions

  • The C&DMA shall notify the vacancies intended for direct recruitment in the first instance as per the existing service rules of categories prescribed therein. 
  • The concerned appointing authorities shall notify the vacancies in subsequent recruitments under this Service rules. 

Repeal and Savings

  • Nothing in these rules shall adversely affect the interests of any person who was appointed prior to the commencement of these rules according to the rules then in force. 

If there is any discrepancy in interpreting the rules, the matter shall be referred to Government and orders passed thereon are final. 

Ex-gratia compensation personnel engaged for election

Ex-gratia compensation personnel engaged for election consolidated orders have been issued on the payment of ex-gratia compensation to the families /next kin of the deceased personnel drafted for election duty.

In connection with the conduct of General Elections, 2019, the Election Commission of India, vide letter above, has revised the slabs for exgratia payment in the event of any mishap to the election related officials.

After careful examination of the said recommendations / clarifications of the Election Commission of India, the Government has accepted them in toto for implementation to the families of the polling personnel who die or sustain injuries while on election duties and applicable to all the personnel deployed in all types of election-related duties , all security personnel including the categories of CAPFs/SAPs, State Police , Home Guards etc., . Accordingly, in supersession of all the previous orders/instructions issued from time to time on the subject matter of payment of ex-gratia compensation to the families / next kin of the deceased personnel drafted for election duty, Government hereby issues the following orders:

i) The payment of ex-gratia compensation will be as detailed below and this shall be in addition to the usual benefits applicable to the Government employees who die in harness.

2 If the death is unfortunately caused due to any violent acts of extremist or antisocial elements like road mines, bomb blasts, armed attacks, etc. Rs.30.00 lakh.
3 Permanent disability like loss of limb, eyesight, etc., from injuries – Rs.7.50 lakh (in case of such mishaps being caused by extremist or antisocial elements as item.2 above, the ex-gratia would be doubled)
4 Loss of 1 limb or 1 eye Rs.1.50 lakh.
5 Permanent partial disablement Percentage of 7.50 lakh in accordance with the percentage of permanent partial disablement, as certified by the respective Medical Board.
6 In case of any mishap to the election-related officials caused due to violent acts of extremists or antisocial elements like mines, bomb blasts, armed attacks, etc. The Ex-gratia compensation will be doubled in respect of events at items 4 and 5 above.

ii) In case of violent acts of extremists or antisocial elements like mines, bomb blasts, armed attacks etc., apart from the above financial benefit, the following shall also be provided to the family / next kin of the deceased Government employee:

a. The last pay drawn by the deceased official shall be paid to the spouse till the date of the superannuation of the deceased official. In case of death / re-marriage of the spouse, the next legal heir of the deceased official will get the last pay drawn till the date of the superannuation of the deceased official;

b. Employment shall be provided to the spouse/children/ dependent brother or sister of the deceased official as per the existing rule i.e., in G.O.Ms.No.812, General Administration (Ser.A) Department, dated 30.10.1991 and subsequent orders thereon issued from time to time;

c. The family of the deceased official shall be paid House Rent
Allowance based on the last pay drawn;
d. House site shall be assigned, as per the eligibility to the family of a deceased official by the District Collector concerned;

e. Death -cum -Retirement Gratuity;

f. Encashment of leaving at credit as per eligibility;

g. Write off of loans as per the orders of the Finance Department.

iii) The ex-gratia compensation indicated in the table at para 3 (i) above to the family of the polling personnel who die or sustain injuries while on election duty shall also be applicable to all the personnel deployed in all types of election-related duties i.e., all State Police, Home Guards, etc., any private persons like Drivers, Cleaners and Helpers etc., engaged on private vehicles not owned by the State Government / Central Government or their undertakings, hired for deployment for election duty;

iv) The above ex-gratia compensation is also applicable in all cases of death / permanent incapacitation during all elections / bye-elections to the House of People / Andhra Pradesh Legislative Assembly / Andhra Pradesh Legislative Council and preparation of Electoral Rolls / Photo Electoral Rolls;

V) The applicable period of election duty would start from the date of the announcement of the elections. In case of Revision of Electoral Rolls, it will be from the date of announcement of such Revision;

Vi) A person “On Election Duty” is considered that as soon as he/she leaves his/her residence/office to report for any election-related duty including training and until he/she reaches back his/her residence/office after the performance of his/her election-related duty. If any mishap takes place during this period, it should be treated as having occurred on election duty subject to the condition that there should be a causal connection between the occurrence of death/injury and the election duty (as explained in Commission’s letter No.218/6/2006/EPS dt.05.11.2008);

Vii) In case of the State Police personnel and Home Guards, the next of kin of the deceased Police personnel / Home Guards may opt/choose either to avail the benefits under any other scheme of the State Government being implemented for them by the Home Department OR under these orders of General Administration (Elections-A) Department.

Viii) The expenditure on account of payment of ex-gratia compensation to the polling personnel shall be wholly borne by the Government of India during elections to the Lok Sabha and by the State Government during elections to the Legislative Assemblies and shared on a 50:50 basis during simultaneous elections to the Lok Sabha and the Legislative Assembly by the Government of India and the concerned State Governments. The share of the Government of India is paid by the Ministry of Law, Justice & Company Affairs (Legislative Department) (as explained vide Commission’s letter No.218/6/96-PS.II, dt.08.10.1996);

IX) In case of Lok Sabha elections, the payment of ex-gratia compensation shall be made by the State Government initially and the claims shall be made to the Government of India later on;

X) All the Collectors & District Election Officers in the State of Andhra Pradesh have hereby delegated the powers to sanction the ex-gratia compensation in their jurisdiction. All such cases should be reported to the Government immediately on the occurrence and the payment to the Legal Heir should be made immediately after giving a detailed order/proceedings of sanction of ex-gratia compensation.

Copies of the orders/proceedings sanctioning the ex-gratia compensation to the bereaved families shall be marked to the Government in General Administration (Elections-A) Department. If there is no sufficient budget under relevant Head of Account, they have to refer the matter to the Chief Electoral Officer, together with the copies of all relevant documents and proceedings, for the release of the budget.

Xi. The DEOs shall track death/injury cases and send a consolidated report from time to time to the office the CEO.

Sexual harassment of women at workplace act 2013 till Now

Government of India has enacted Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 and issued Rules for implementation of the Act under the provision of section 29 of this act also called as Sexual harassment of women at workplace act 2013.

In accordance with the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act 2013 in the reference 1st read above and consequential orders issued in the reference 2nd read above and also in partial modifications of the orders issued in the reference 3rd read above, Government hereby reconstitute the following Internal Complaints Committee in Information Technology, Electronics and Communications Department for redressal of Complaints/Grievances made by the Women employees of ITE&C Department, Telangana Secretariat.

As per the Section 5 of the act 1st read above, the appropriate Govt. may notify Dist Magistrate or Additional Dist Magistrate or the Collector or Deputy Collector as a Dist Officer for every Dist to exercise powers or discharge function under this act.

Commissioner, WD & CW dept has requested to notify the Andhra Pradesh Society for Protection and Empowerment of Women & Children (APSPEWC) as an agency as per the provisions in section 8 (2) of the Act and also for transferring grants from Government of India as per section 5 of the Rules prescribed under the said act.

Government, after careful examination of the matter hereby notifies the Collectors & Dist Magistrates as District Officer to exercise powers or discharge functions under provisions of Se ual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013.

It is also ordered that every Dist officer shall constitute a Local Complaints Committee in Dist concerned as per provisions of the act. It is also notified that the Andhra Pradesh Society for Protection and Empowerment of Women & Children (APSPEWC) which is acting as State Mission Authority will also act as State Agency for transfer of grants made under Sub section (1) of the Section (8) of the act.

The Agency shall pay to the District Officer, such sums as may be required for the payment of fees or allowances as referred to the rules of the said act.

Govt. after careful examination, it has been decided that till the Internal Complaints Committees are formed by other Secretariat Departments, the “Internal Complaints Committee” formed in Department for Women, Children, Differently Abled and Senior Citizens, shall accept / hear the complaints from the employees of the Secretariat Departments and shall take appropriate steps for Redressal of the complaints, as per Sexual Harassment of Women at Workplace (prevention, Prohibition and Redressal) Act, 2013. To notify the District Collector of every district as District Officer to exercise powers of discharge of function under sexual harassment of women at work place Act, 2013

Government of India has stated that Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 has come into force from 9th December, 2013. The Rules under this Act have also been notified on 9th December, 2013 that sexual harassment of women at workplace is a violation of women’s right to gender equality, life and liberty.

The Act needs to be implemented in an effective manner in order to provide a safe and secure working environment to women and to ensure constitution of Internal Complaints Committee as mandated in the Act in every department/organization/ undertaking/industrial establishment and educational institution.

Further, they have requested to ensure notification of district officers so as to facilitate the constitution of Local Complaints Committees in every district. In the reference the Director, WD & CW has stated that as perSection 5 of the Act, the Government may notify a District Magistrate or the Collector or Deputy Collector as a District Officer for every District to exercise powers of discharge of functions under Sexual Harassment of Women at Workplace Act, 2013

As per the Sub-Section 1 of Section 6, the District Officer shall constitute in the district concerned, a committee to be known as the ‘Local Complaints Committee’ to receive complaints of sexual harassment from establishments where the Internal Complaints Committee has not been constituted due to having less than ten workers or if the complaint is against the employer himself and requested to notify District Officer in all the districts of Telangana State as per the Act for the prevention and redressal of complaints of sexual harassment. After careful examination of the matter, Government hereby notifies District Collector/District Magistrate as a District Officer for every District to exercise powers and discharge functions under this Act.

The Internal Complaints Committee shall receive complaints regarding sexual harassment of women Employees in workplaces and redress the grievances/complaints, if any made by the Women employees.

The said Committee shall furnish the reports / action taken reports on sexual harassment of working women in the Department, duly indicating the action to redress the complaints made by the Women employees to the Nodal Agency i.e. Women Development, Child welfare & Disabled and Senior Citizens Department.

The Committee shall follow the Instructions / guidelines issued by the Government from time to time in the matter.

Fees or allowances for Member of Internal Committee.- (1) The Member appointed from amongst nongovernment organisations shall be entitled to an allowance of two hundred rupees per day for holding the proceedings of the Internal Committee and also the reimbursement of travel cost incurred in travelling by train in three tier air condition or air conditioned bus and auto rickshaw or taxi, or the actual amount spent by him on travel, whichever is less. The employer shall be responsible for the payment of allowances referred to in sub-rule

(1). 4. Person familiar with issues relating to sexual harassment.- Person familiar with the issues relating to sexual harassment for the purpose of clause (c) of sub-section (1) of section 7 shall be a person who has expertise on issues relating to sexual harassment and may include any of the following:- (a) a social worker with at least five years’ experience in the field of social work which leads to creation of societal conditions favourable towards empowerment of women a d in particular in addressing workplace sexual harassment; (b) a person who is familiar with labour, service, civil or criminal law.

Fees or allowances for Chairperson and Members of Local Committee.- (1) The Chairperson of the Local Committee shall be entitled to an allowance of two hundred and fifty rupees per day for holding the proceedings of the said Committee.

(2) The Members of the Local Committee other than the Members nominated under clauses (b) and (d) of sub-section (1) of section 7 shall be entitled to an allowance of two hundred rupees per day for holding the proceedings of the said Committee and also the reimbursement of travel cost incurred in travelling by train in three tier air condition or air conditioned bus and auto rickshaw or taxi, or the actual amount spent by him on travel, whichever is less.

The District Officer shall be responsible for the payment of allowances referred to in sub-rules (1) and (2).Complaint of sexual harassment. – For the purpose of sub-section (2) of Section 9,- (i) where the aggrieved woman is unable to make a complaint on account of her physical incapacity, a complaint may be filed by –

(a) her relative or friend; or
(b) her co-worker; or
(c) an officer of the National Commission for Women or State Women’s Commission; or
(d) any person who has knowledge of the incident, with the written consent of the aggrieved woman;
(ii) where the aggrieved woman is unable to make a complaint on account of her mental incapacity, a complaint may be filed by-
(a) her relative of friend; or
(b) a special educator; or
(c) a qualified psychiatrist or psychologist; or
(d) the guardian or authority under whose care she is receiving treatment or care; or
(e) any person who has knowledge of the incident jointly with her relative or friend or a special educator or qualified psychiatrist or psychologist, or guardian or authority under whose care she is receiving treatment or care;

(iii) where the aggrieved woman for any other reason is unable to make a complaint, a complaint may be filed by any person who has knowledge of the incident, with her written consent;

(iv) where the aggrieved woman is dead, a complaint may be filed by any person who has knowledge of the incident, with the written consent of her legal heir.Manner of inquiry into complaint.- (1) Subject to the provisions of section 11, at the time of filing the complaint, the complainant shall submit to the Complaints Committee, six copies of the complaint along with supporting documents and the names and addresses of the witnesses.

(2) On receipt of the complaint, the Complaints Committee shall send one of the copies received from the aggrieved woman under sub-rule (1) to the respondent within a period of seven working days. (3) The respondent shall file his reply to the complaint along with his list of documents, and names and addresses of witnesses, within a period not exceeding ten working days from the date of receipt of the documents specified under sub-rule (1).

(4) The Complaints Committee shall make inquiry into the complaint in accordance with the principles of natural justice.

(5) The Complaints Committee shall have the right to terminate the inquiry proceedings or to give an exparte decision on the complaint, if the complainant or respondent fails, without sufficient cause, to present herself or
himself for three consecutive hearings convened by the Chairperson or Presiding Officer, as the case may be: Provided that such termination or ex-parte order may not be passed without giving a notice in writing, fifteen days in advance, to the party concerned.

(6) The parties shall not be allowed to bring in any legal practitioner to represent them in their case at any stage of the proceedings before the Complaints Committee.

(7) In conducting the inquiry, a minimum of three Members of the Complaints Committee including the Presiding Officer or the Chairperson, as the case may be, shall be present.

Other relief to complainant during pendency of inquiry.-The Complaints Committee at the written request of the aggrieved woman may recommend to the employer to-
(a) restrain the respondent from reporting on the work performance of the aggrieved woman or writing her confidential report, and assign the same to another officer;
(b) restrain the respondent in case of an educational institution from supervising any academic activity of the aggrieved woman.

Manner of taking action for sexual harassment.- Except in cases where service rules exist, where the Complaints Committee arrives at the conclusion that the allegation against the respondent has been proved, it shall recommend to the employer or the District Officer, as the case may be, to take any action including a written apology, warning, reprimand or censure, withholding of promotion, withholding of pay rise or increments, terminating the respondent from service or undergoing a counselling session or carrying out community service.
6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]

Action for false or malicious complaint or false evidence.- Except in cases where service rules exist, where the Complaints Committee arrives at the conclusion that the allegation against the respondent is malicious or the aggrieved woman or any other person making the complaint has made the complaint knowing it to be false or the aggrieved woman or any other person making the complaint has produced any forged or misleading document, it may recommend to the employer or District Officer, as the case may be, to take action in accordance with the provisions of rule 9.

Appeal.- Subject to the provisions of section 18, any person aggrieved from the recommendations made under sub-section (2) of section 13 or under clauses (i) or clause (ii) of sub-section (3) of section 13 or sub-section (1) or sub-section (2) of section 14 or section 17 or non-implementation of such recommendations may prefer an appeal to the appellate authority notified under clause (a) of section 2 of the Industrial Employment (Standing Orders) Act, 1946 (20 of 1946).

Penalty for contravention of provisions of section 16.- Subject to the provisions of section 17, if any person contravenes the provisions of section 16, the employer shall recover a sum of five thousand rupees as penalty from such person.

Manner to organise workshops, etc.– Subject to the provisions of section 19, every employer shall-

(a) formulate and widely disseminate an internal policy or charter or resolution or declaration for prohibition, prevention and redressal of sexual harassment at the workplace intended to promote gender sensitive safe spaces and remove underlying factors that contribute towards a hostile work environment against women;

(b) carry out orientation programmes and seminars for the Members of the Internal Committee ;

(c) carry out employees awareness programmes and create forum for dialogues which may involve
Panchayati Raj Institutions, Gram Sabha, women’s groups, mothers’ committee, adolescent groups,
urban local bodies and any other body as may be considered necessary;

(d) conduct capacity building and skill building programmes for the Members of the Internal Committee;

(e) declare the names and contact details of all the Members of the Internal Committee;

(f) use modules developed by the State Governments to conduct workshops and awareness programmes
for sensitising the employees with the provisions of the Act.Preparation of annual report.- The annual report which the Complaints Committee shall prepare under
Section 21, shall have the following details:-

(a) number of complaints of sexual harassment received in the year;
(b) number of complaints disposed off during the year;
(c ) number of cases pending for more than ninety days;
(d) number of workshops or awareness programme against sexual harassment carried out;
(e) nature of action taken by the employer or District Officer.

Village Organization Assistants VOAs salaries hiked to 10000 in Andhra Pradesh

GO 699 on 11 November 2019, Village Organization Assistants VOAs salaries hiked to 10000 in Andhra Pradesh Village Organization Assistants/Sangamitras/Animators is one of the active SHG member engaged in nurturing and supporting women Self Help Groups (SHGs) in rural areas.

They attend to activities like facilitating Self Help Group meetings on fortnightly basis, mobile book keeping, maintaining the books of accounts, auditing of Village Organization accounts, conducting Annual General Body meetings, facilitation of leadership rotation as per timelines and facilitating bank loans etc.

The Village Organization Assistants/Sangamitras/Animators are being selected by the Village Organization to render services and an amount of Rs.2,000/- per month is being paid by the Village Organization as service charges to them, from the income of the Village Organization.

Hon’ble Chief Minister has given an assurance that, the Government will enhance the honorarium of the Village Organization Assistants/ Sangamitras/Animators to Rs.10,000/- per month.

Government after careful examination of the proposal of the Chief Executive Officer, Society for Elimination of Rural Poverty, in the reference 3rd read above and in tune with fulfilling the promise made by the Hon’ble Chief Minister have decided to enhance their honorarium to Rs.10,000/- per month.

Accordingly, Government hereby order to enhance the honorarium of 27,797 Village Organization Assistants/Sangamitras/Animators to Rs. 10,000/- per month through Village Organizations (i.e., Rs.8000/- from Government as honorarium and Rs.2000/-already being paid to them as service charges from the income of the Village Organization) with effect from 01-12-2019.

The Chief Executive Officer, Society for Elimination of Rural Poverty, A.P., Vijayawada shall take further necessary action in the matter accordingly.

Village Organization Assistants from 3k to 10k

Chief Executive Officer, Society for Elimination of Rural Poverty, A.P., Vijayawada has submitted the proposal as follows:

(1) The Village Organisation Assistant (VOA) is one of the active members of Self Help Groups appointed by the Village Organisation (VO) to render services to the Self Help Groups and the Village Organisation. The VOAs are paid service charges as fixed by the VOs on satisfactory discharge of the functions entrusted.

(2) The Village Organisation Assistant attends to activities like facilitating Self Help Groups meetings on fortnightly basis, mobile book keeping, Village Oganisation meetings on fortnightly basis, maintaining the books of accounts, auditing of Village Organisation accounts, Annual General Body meetings, facilitation of leadership rotation as per timelines. Etc.,

(3) The Village Organisations are paying Service Charges to Village Organisation Assistants from the funds of the Village Organisations. The VOAs at present are receiving incentives for carryingout tasks in SERP pro rammes like uploading of applications for StreeNidhi loans (Rs.100/-per application), 0.75% of StreeNidhi incentive, 1% of recovery in Unnathi Programme, 1.75% in Horticulture plantation programme etc.

Further the Chief Executive Officer, SERP, A.P., Vijayawada has requested the Government to issue orders to release Rs. 3000/- per month to each Village Organisation for payment of service charges to the Village Organisation Assistants. This financial assistance to the Village Organisations will be released with effect from 1-11-2018 for a period of one year.

Government after examination of the proposal of the Chief Executive Officer, SERP, hereby order to to release Honorarium to 27,718 Village Organization Assistants through the illage Organizations @ Rs.3,000/- per month with effect from 01-11-2018, subject to meeting the expenditure, from the funds available with SERP as the CBRO is issued for the entire budget for the FY 2018-19 and all the VOAs in the State will be covered under Chandranna Bhima insurance if not already covered, will be provided Uniforms (2 Sarees) and Identity cards. The Functions of Village Organization (VO), Benchmarks for VOAs and procedure for release of Honorarium to VOAs will be issued by SERP separately.

New Procurement Policy of Andhra Pradesh 2009 477 ESSENTIAL MEDICINES LIST (EML) 130 ADDITIONAL MEDICINES LIST (AML)

Govt. have issued the New Procurement Policy of Andhra Pradesh (2009) including the procedure to be adopted to make available essential medicines of good quality, at all health facilities in the State at all times, procured at competitive prices in a transparent manner and to promote rational use of medicines.

The government have issued orders approving a list of Essential Medicine List and Additional medicine list and requested the M.D., A.P.M.S.I.D.C., Hyderabad and other HODs, to procure only those medicines included in the AML/EML list duly following the procedure laid down in the reference 1st read above.

The government have issued orders approving the list of Essential Medicines and List of Additional Medicines of Drugs and Medicines for the year 2018.

In the circumstances reported by the Director of Medical Education, A.P., Vijayawada in the letter 6th read above and as recommended by the Standing Expert Committee of EML AML Chaired by the Director of Medical Education, A.P., Vijayawada.

Mission Director, A.P. Mission forThe mission for Clean Krishna Godavari Canals has stated that the rivers Krishna & Godavari are of unique importance ascribed to reasons that are geographical, historical, socio-cultural and economic, giving it a vital role in the economy of the State.

The Krishna Delta System and Godavari Delta System include a network of irrigation canals and drains constructed in the districts of East Godavari, West Godavari, Krishna and Guntur. It is one of the major rice bowls of the country and today leads in many other economic activities like aquaculture, agro-processing, etc.

The mission for Clean Krishna Godavari Canals – Composite Magnetic, Composite Bouger Gravity and GeologicalMap

The canals and drains of Krishna & Godavari Delta Systems have been facing serious threat due to discharge of increasing quantities of sewage, trade effluents and other pollutants on account of rapid urbanization, industrialization and other activities The mission for Clean Krishna Godavari Canals.

Though some efforts were made to clean them, the results need to be improved. Further concerted efforts on a large scale are required with a holistic approach by properly coordinating with various departments to achieve the objective of cleaning up and also keeping them clean and pollution-free in future.

Hence a Mission with multi-departmental involvement is required to achieve the objective of pollution free and beautiful canals in both these river delta systems The mission for Clean Krishna Godavari Canals.

To achieve the above objectives, he has requested to constitute a Mission called the “ANDHRA PRADESH MISSION FOR CLEAN KRISHNAGODAVARI CANALS”, which will act as the Apex body for the activity of clean canals, drains in the Krishna and Godavari Delta Systems.

Government after examination hereby constitutes the Mission called the “MISSION FOR CLEAN KRISHNA GODAVARI CANALS” with the following composition to take up the cleaning of all canals and drains in the Krishna Delta System and Godavari Delta System within the State of Andhra Pradesh and activities consequent and subsequent to it.

The functions of the Mission for Clean Krishna – Godavari Canals in the Krishna Delta System and Godavari Delta System are-

(a) to ensure effective abatement of pollution and rejuvenation of the canals and drains in Krishna & Godavari Delta Systems, by adopting a river basin approach to promote inter-district and inter-sectoral co-ordination for comprehensive planning and management;

(b) to maintain ecological flows in the Krishna and Godavari Delta System canals and drains with the aim of ensuring continuous flows throughout its length so as to restore its ecological integrity that enables it to selfrejuvenate;

(c) for designing of appropriate regulations and advising appropriate regulatory authorities, on industrial and other activities, operations and processes in areas abutting the Krishna & Godavari canals in the Krishna Delta System and Godavari Delta System areas.

(d) to advise appropriate authorities for inspection of any premises, plants, equipment, machineries, manufacturing or other processes, materials or substances for prevention, control and abatement of environmental pollution in the canals and drains in the Krishna Delta System and Godavari Delta System.

(e) for carrying out and sponsoring investigations and research relating to problems of environmental pollution in the Krishna & Godavari canals and drains and examination of such manufacturing processes, material and substance as are likely to cause environmental pollution;

(f) for collection and dissemination of information in respect of matters relating to environmental pollution in the River Krishna & Godavari canals and drains and preparation of manual, codes or guide relating to the prevention, control and abatement of environmental pollution.

(g) In addition, the Mission will specifically undertake the following:

(i) Coordinate, guide and direct the Water Resources Dept. for periodical cleaning of the Canals and the Drains in the Krishna
Delta System and Godavari Delta System;

(ii) Coordinate, guide and direct the MA&UD and PR Departments and the local bodies to ensure both solid and liquid wastes are treated as per norms and do not pollute the Krishna Delta System and Godavari Delta System;

(iii) Coordinate, guide and direct the Industries Dept. to ensure that industrial wastes not to pollute the Krishna Delta System and Godavari Delta System;

(iv) Coordinate, guide and direct the Animal Husbandry, Dairy Development & Fisheries Dept., especially Fisheries Dept. not to pollute the Krishna Delta System and Godavari Delta System;

(v) Coordinate, guide and direct the Agriculture Dept. not to pollute the Krishna Delta System and Godavari Delta System;

(vi) To undertake and develop avenue plantation, walking paths along the canals and general beautification of the Canals and Drains in Krishna Delta System and Godavari Delta System either on its own or through appropriate agencies to improve the landscape and environment.

(h) Coordinate with the A.P. Pollution Control Board in all pollution related matters including inspections and compliances.

(i) Mission shall prepare DPRs for projects for submitting to the Government of India for assistance under Centrally sponsored Schemes and Externally Aided Projects.

(j) The Mission may take up certain stretches and get them cleaned and beautified through Governmental or Non-Governmental agencies

(k) The Mission shall attend to other incidental, consequential and subsequential action that may arise.

The Mission Director, A.P. Mission for Clean Krishna – Godavari Canals shall take further necessary action in the matter accordingly.

Chief Executive Officer, Dr. Y.S.R.Aarogyasri Health Care Trust in his letter read above, Government after examination of the matter, hereby issue the following guidelines as eligibility criteria for issuance of Dr.YSR Aarogyasri Health Cards to the people belong to different income groups of Andhra Pradesh:-

1) All Rice Card Holders are eligible.

2) Families which are eligible for YSR Pension Kanuka Card and Jagananna Vidya and Vasathi Deevena Card are also eligible.

3) For other families, the following criteria are applicable.

(i) Landowners holding:
a) Less than 12.00 Acres of wetland
b) Less than 35.00 Acres of dry land
c) Total less than 35.00 Acres (Wet & Dry)

(ii) The Annual income of the Households:
a) All households whose annual income is less than or up to Rs.5.00 Lakhs (Salary certificate evidence)
b) Income Tax Payers: Families who are filing Income Tax Returns up to Rs.5.00 Lakhs are eligible (Income Tax Return evidence).

(iii) Municipal Property Tax Payers:
All households paying Municipal Property Tax for the area less than 3000 SFT (334 Sq. Yds)
(iv) Employees Any employee, other than permanent Government employee/ pensioner, whose annual income is less than or upto Rs.5.00 Lakhs is eligible. It includes outsourcing, Contract, Part time employees, Sanitary workers, Honorarium based employees working in Government sector and employees of Private sector.

Commissioner of Fisheries, A.P. Vijayawada has furnished proposals for sanction of ex-gratia by enhancing from existing amount of Rs.5.00 lakhs to Rs.10.00 lakhs to the deceased fisherman family for accidental death while fishing in the age group of 18 – 60 years for their sustenance as per the assurance given by the Hon’ble Chief Minister under “Navaratnalu”.

He has also informed that, the scheme is applicable to all active fishers who are enrolled under YSR Bima with a coverage under Pradhan Manthri eevan Jyothi Bima Yojana (PMJJBY), Pradhan Manthri Suraksha Bima Yojana(PMSBY), Aam Aadmi Bima Yojana (AABY) will be paid an amount of Rs. 5.00 lakhs by the Labour Department and the remaining Rs.5.00 lakhs borne from Fisheries Department funds.

Government after examination of the proposal accord administrative sanction for payment of ex-gratia by enhancing from existing amount of Rs.5.00 Lakhs to Rs.10.00 lakhs (Rupees Ten Lakhs only) to the deceased fisherman family for accidental death whil fishing, in the age group of 18 – 60 years, who are enrolled under YSR Bima with a coverage under Pradhan Manthri Jeevan Jyothi Bima Yojana (PMJJBY), Pradhan Manthri Suraksha Bima Yojana(PMSBY), Aam Aadmi Bima Yojana (AABY), shall be paid an amount of Rs. 5.00 lakhs (Rupees Five Lakhs only) by the Labour Department and the remaining amount of Rs.5.00 lakhs (Rupees Five Lakhs only) from the Fisheries Department funds. The enhanced ex-gratia under the scheme “YSR Matsyakara Bharosa” shall be launched on the ve of World Fisheries Day i.e., 21st November, 2019.

Agriculture and Cooperation Department Restructured Weather Based Crop Insurance Scheme (RWBCIS) under PMFBY Implementation during Kharif 2019 and Rabi 2019-20 Modification of orders Notification Issued.

Certain crops were notified in Telangana State for implementation of Restructured Weather Based Crop Insurance Scheme (RWBCIS) under PMFBY during Kharif 2019 and Rabi 2019-20. After the notification, some new mandals have been formed and new AWS stations were established. Specifying that necessary modification will be made to the orders issued

The following Notification shall be published in the next issue of Telangana State Extra-Ordinary Gazette as Telangana State Holidays for the Year 2020

Mid Level Health Providers MLHP Job chart responsibility.In the circumstances reported by the Director of Health & Family Welfare, A.P., Vijayawada, in his letter read above, Government after careful examination of the matter hereby issue the job chart / responsibility of Mid Level Health Providers (MLHP) as follows:-

i. Implementation of National Health Programmes.
ii. Administration and Management at Health and Wellness Centres.
iii. Provision of preventive, promotive and curative care.
iv. Identification of danger signs and referral after pre-referral stabilization.
v. Ensuring quality protocols are adhered to – including implementation of Bio-medical waste disposal and infection Control guidelines.
vi. Provision of on the job mentioning to health workers.
vii. Ensuring the provision of NCD management services to the people suffering from Chronic kidney disease.
viii. Ensuring maintenance of inventory of drugs, consumables, diagnostic and other equipment.
ix. Ensuring maintenance of records, and undertaking monthly reviews of key indicators and provide feedback to the team.
x. Participation in monthly outreach and community level meetings including engaging with representatives of local Government institutions / VHSNC.
xi. Any other job assigned by the medical officer of the PHC.
xii. The MLHPs are eligible for 15 days casual level and there shall not be any reduction from the remuneration due to availing such leaves.
xiii. They are eligible for 180 days maternity level with pay. They are not eligible for Earn level / Half pay leave.

In supersession of the Bar Policy issued in the reference, the Government hereby formulate the following Bar Policy for the period 2020-2021 (i.e. from 01.01.2020 to 31.12.2021) and it will be published in an Extra-ordinary issue of the A.P. Gazette dated the 22nd November, 2019. Andhra Pradesh Bar Policy for the period 2020-2021

NOTIFICATION BAR POLICY FOR THE PERIOD 2020-2021 (FROM 01.01.2020 to 31.12.2021)

1) The Commissioner of Proh. & Excise shall fix the number of Bars in each of the Urban Local Bodies (ULBs) i.e., Municipal Corporation, Municipality and Nagar Panchayath, duly reducing the existing number of Bars by 40%. In case there is only one existing Bar in the ULB, the number will be retained.

2) While fixing the number of Bars as above, the number of Bars in respect of 3-Star & above Hotels and Micro Breweries existing in the ULB shall be excluded from the existing number of Bars and the remaining number of Bars only shall be reduced by 40%.

3) The licence period shall be two years from 01.01.2020 to 31.12.2021.

4) The Commissioner of Prohibition & Excise shall issue notification in the State Gazette calling for online applications for grant of Bar licences as fixed in the ULBs except in respect of 3-Star & above Hotels and Micro Breweries. The procedure for online enrolment and the timelines for receipt of applications, their scrutiny and drawl of lots will be appended to the Gazette notification issued by the Commissioner of Prohibition & Excise.

5) The non-refundable application fee for filing of applications shall be Rs.10.00 lakhs.

6) The applicant shall enroll online for participation in the selection process and submit the following while filing application :

a) Challan for Rs.10 lakhs towards non-refundable application fee.
b) A copy of Plan of the proposed premises
c) Consent letter of the Owner in case the premises is rented.
d) Two recent passport size Photographs.
e) Copy of Aadhar card.

7) In case there is more than one application received for a Bar notified, selection of applicants for grant of Bar licence will be by drawl of lots by the District Collector.

8) The selected applicant is permitted to establish the Bar anywhere in the Municipal Corporation including its 5 KM area from the periphery (within the Revenue District) or in the Municipality including its 2 KM area from the periphery (within the Revenue District) or in the Nagar Panchayat, as the case may be, subject to such restrictions as may be imposed.

9) Such of those existing 3-Star & above Hotels and the existing Micro Breweries, whose Bar licences have been withdrawn and are desirous of obtaining licences may be granted Bar licences on filing of applications.

10) The following shall be the licence fee and the non-refundable registration charge per annum :

a) For Bars other than 3-Star & above Hotels and Micro Breweries :

Rs.1.5 Cr. (Rs.1.45 Cr. non-refundable registration charge + Rs.5 lakhs licence fee) per annum.

c) The above annual licence fee and the non-refundable registration charge for both the categories is subject to enhancement by 10% for the second year of licence period.

d) The annual non-refundable registration charge and the licence fee of a Bar situated in the 5 KM belt from the periphery of a Municipal Corporation and in the 2 KM belt from the periphery of a Municipality, measured in a straight line on the horizontal plane, shall be at the rates of annual non-refundable registration charge and the licence fee of Bar situated within the limits of such Municipal Corporation and Municipality respectively.

e) In case a Bar falls within the belt area of a Municipal Corporation as well as a Municipality, the non-refundable registration charge and licence fee payable shall be the non-refundable registration charge and licence fee applicable to the Bar situated in the belt area of the Municipal Corporation.

11) The directions of the Hon’ble Supreme Court on the sale of liquor on the Highways shall be strictly followed.

12) The business hours shall be from 11.00 AM to 10.00 PM in respect of Bars other than 3-Star and above Hotels and food supply upto 11.00 PM. For star Hotels the business hours shall be from 11.00 AM to 11.00 PM and food supply upto 12.00 midnight.

The Commissioner of Prohibition & Excise, Andhra Pradesh, Vijayawada shall take necessary action in the matter.

Withdrawal of all existing Bar licences in Andhra from November 23

Article 47 of the Constitution of India enjoins that the State shall endeavor to bring about prohibition of the consumption, except for medicinal purposes, of intoxicating drinks and of drugs which are injurious to health. In compliance with Constitutional obligations, the Government has taken a policy decision to implement prohibition in a phased manner and regarded it as one of the top priority policies of the Government.

Towards achieving the said objective, the number of retail shops has been reduced from (4380) to (3500). Further, the A.P. State Beverages Corporation Ltd (APSBCL) has been granted exclusive privilege to run the (3500) retail liquor Shops w.e.f. 01.10.2019 and the business hours of retail liquor shops run by APSBCL have been reduced to 11.00 AM to 8.00 PM.

Further, in a series of meetings held in this regard as also from the representations of public at large especially from various women welfare organizations, it is strongly felt that there is an imperative need to further reduce the availability of liquor so as to avoid road accidents due to drunken drive, domestic violence, crime and other social evils caused under the influence of alcohol. It is also felt that such curtailment of availability of liquor would save the poorer sections from getting financially ruined.

In furtherance of the Government’s avowed policy of implementing prohibition in a phased manner, the existing Bar policy has been reviewed and it is decided, among other things, to reduce the number of Bars, increase the license fee and reduce the business hours of Bars with a view to further curtail the availability of alcoholic beverages to the general public.

After careful examination of the matter, the Government hereby order that:

1) All the existing Bar licences in Form-2B granted under the A.P. Excise (Grant of licence of selling by Bar and conditions of licence) Rules, 2017 made under the A.P. Excise Act, 1968 shall be withdrawn by the licence granting authorities in accordance with the Sec.32(1) of the A.P. Excise Act, 1968.

2) Part of the licence fee and of the non-refundable registration charge proportionate to the unexpired portion of the term of licence shall be refunded after deduction of the amount if any due from the licensee to the Government under Sec.32(2) of the A.P. Excise Act, 1968.

The Commissioner of Prohibition & Excise, Andhra Pradesh, Vijayawada shall take necessary action in the matter accordingly and report compliance.

6400 Cr for APMCRCIP Connectivity Improvement Project

Government have accorded approval for obtaining loan assistance from the New Development Bank (NDB) for an amount of Rs.3200 crores for each project (Total amount of Rs.6400 Cr.) for the following two projects with loan assistance of 70:30 sharing (70% NDB loan & 30% State Government Share).

a)AP Mandal Connectivity and Rural Connectivity Improvement Project (APMCRCIP)
b)AP Roads and Bridges Reconstruction Project (APRBRP)

Under Andhra Pradesh Mandal Connectivity and Rural Connectivity Improvement Project (APMCRCIP) , it is proposed to improve Major District Roads/ Other District Roads and Bridges.

Engineer-in-Chief (R&B) NABARD & LWE has stated that as per the norms indicated by NDB, tenders shall be invited and agreement to be concluded for at least works for a tune of 30% of project cost, for initiation of the loan process. He has also stated that the Department of Economic Affairs (DEA), GoI conducted technical discussions with R&B Department, Finance Department & NDB authorities for finalising the Draft Loan Agreement on 27-08-2019 and NDB Board approved the project in its meeting on 12-09-2019.

Engineer-in-Chief (R&B) NABARD & LWE submitted the proposals under Ist phase consisting 16 number of packages , 546.75 km length with an estimated cost of Rs 1212.40 cr with NDB Share for Rs.840.55 Cr and State Government Share of Rs.360.24 Cr and for an amount of Rs.11.61 Cr towards LA and R&R, from the state government funds and requested for according administrative sanction.

In the circumstances reported by the Engineer-in-Chief(R&B)NABARD, Vijayawada, Andhra Pradesh, in the letter 3rd read above and after careful examination, Government here by accord Administrative sanction for the 1st Phase works, consisting of 16 Packages of works of 546.76 Km length, as per the details of the works at Annexure –I, for an estimated cost of Rs.1,212.40 Cr (Rupees One Thousand Two Hundred and Twelve crores and Forty Lakhs only)with NDB loan component for Rs.840.55 Cr and State Government Share of Rs.360.24 Cr and for an amount of Rs.11.61 Cr towards LA and R&R, from the state government funds under the following heads of account:

The Government further permits the following:
i.To take up the works on roads which are falling under DLP, as per the detail enclosed at Annexure-II but taking up the execution of the work in the corresponding stretches of works only after completion of the DLP.

ii.To take up the process of Land Acquisition and R&R through District
Administration simultaneously along with the execution of the work.

iii.To take up the works through competitive bidding process open to NDB Member countries (i.e., BRICS Countries) as per the NDB norms through Central e-procurement platform.

NDB will give financial assistance to the extent of 70% only of the estimated cost of the project and the balance 30% of the project cost and amount required towards LA and R&R is to be met from the State government funds. Any additional amount required over and above the project cost for whatever reasons shall be met by the State Government.

The Engineer-in-Chief (R&B) NABARD shall ensure that the procurement complies with core principles of the NDB Procurement Policy viz., economy, efficiency, value for money, fit for purpose, competition and transparency.
The Engineer-in-Chief (R&B) NABARD, Vijayawada shall take further necessary action accordingly.

Government have approved the Memorandum of Understanding to be entered between Government of Andhra Pradesh and NBCC (INDIA) Ltd (A Government of India Enterprise) for monetisation of land parcels across the state which are lying idle since long time and owned by the Government of Andhra Pradesh through Build Andhra Pradesh Mission.

In order to implement the orders issued e, Government hereby issue the operational guidelines for implementation of the orders issued in the G.O read above, as follows:

Roles and Responsibilities of DPICs, SLMC and NBCC as per MoU between
Government of Andhra Pradesh and NBCC (INDIA) LTD

Background

a. The Government of Andhra Pradesh has entered into an MoU with NBCC (INDIA) LIMITED to monetise certain land parcels of Government of Andhra Pradesh and use the funds so raised for implementation of the flagship programs of Government of Andhra Pradesh such as “Navaratnalu”, “Naadu-Nedu” etc. and infrastructure development works like – District level, Mandal level & Village level secretariats, Education and Medical facilities, etc.

b. State Level Monitoring Committee (SLMC) under the Chairmanship of Chief Minister of Andhra Pradesh shall comprise of the Mission Director (Build Andhra Pradesh) and other state level officials including NBCC senior representative not below the rank of General Manager.

c. District Planning and Implementation Committees (DPIC) under the chairmanship of respective District Magistrates shall comprise of nominated district / state level officials and NBCC representatives.

d. This document prescribes the roles and responsibilities for DPICs, SLMC and NBCC for effective execution of the MoU.

The DPICs shall be responsible for the following:

  1. Identification of lands for monetization
  2. Sale of the identified land parcels
  3. Fund management through escrow accounts
  4. Identification of infrastructure works to be taken up
  5. Monitoring the execution of infrastructure works

Operational Guidelines for DPICs

Identification of lands for Monetization

a. DPIC shall identify Government land parcels free from all encumbrances.

b. “Land Parcels” means including lands owned by State Government and its Institutions / Organizations / Universities / Autonomous bodies etc.

c. For each land parcel, information shall be collected as per Annexure-I and handed over to NBCC for due diligence.

d. NBCC shall engage internationally reputed property consultants for conducting due diligence of these land parcels and submit reports within a stipulated time period.

e. The DPICs will meet periodically and deliberate on these reports and finally select the land parcels to be auctioned.

f. DPIC shall then prepare inventory of land parcels proposed for monetization as per Annexure II and submit the same to Mission Director, Build Andhra Pradesh (MD BAP).

g. These will be sent to SLMC for Cabinet approval for sale of the land parcels as per Clause 1.5.c of the MoU. NBCC shall render necessary help in obtaining the approvals.

Sale of the identified land parcels

a. Consolidated list of land parcels as per Annexure-II submitted by DPICs shall be sent to SLMC for Cabinet approval.

b. Once the land parcels are approved for monetisation by SLMC, respective departments having ownership over the land shall take necessary action to handover the land parcels to the DPIC duly amending Acts/bye laws etc.

c. NBCC will take up these land parcels for monetisation.

d. DPIC shall be responsible for any shifting and clearing work to free the site from any encroachments.

e. NBCC shall assist DPIC to decide the unit prices for these land parcels by way of a detailed reports on the commercial attractiveness of the land parcels and the modality of the sale process for realization of maximum sale value. These prices will be the reserve prices for the land parcels in the e-bidding process.

f. After conclusion of the sale process, the respective District Magistrate or an official authorized by the District Magistrate shall sign the sale deed and handover the land parcel.

Fund Management through escrow account

a. DPIC and NBCC shall jointly open an escrow account to park the funds generated from sale of the land parcels.

b. DPIC shall regularly submit a report on the progress of sale of land parcels to MD BAP.

c. The funds will flow from escrow accounts to GoAP or to project accounts as per the decisions of SLMC.

Identification of Infrastructure Works required in the district.

a. DPICs shall identify various infrastructure works required in the district and communicate the same to MD BAP.

b. The identified infrastructure works shall be sent to SLMC for approval.

Monitoring the execution of infrastructure works

a. The infrastructure works approved by the SLMC shall be taken up for execution by NBCC.

b. NBCC shall prepare a detailed project report and submit the same to DPIC for approval. DPIC shall suggest modifications to the report as per the requirement.

c. A project account shall be opened for each of the projects which shall be utilized for drawing the funds required for the execution of the project.

d. The District Magistrate shall hand over the land to NBCC for execution of the project.

e. DPIC and NBCC shall jointly monitor the progress and decide on issues pertaining to the project to ensure timely execution of the project.

f. NBCC shall be paid their consultancy fee as per Clause 1.6 of the MoU from project accounts.

Responsibilities of SLMC

SLMC shall meet on a regular basis to decide on the following:

  1. Monetization of Land Parcels
  2. Fund Management
  3. Approving the infrastructure works to be taken up by NBCC 4. Resolving any issues faced by DPICs

Operational Guidelines for SLMC

Monetization of Land Parcels

• SLMC shall approve the land parcels that shall be monetized.

Fund Management

• SLMC shall decide on the amount of funds to be transferred to GoAP from escrow accounts.

• SLMC shall decide on the amount of funds to be transferred to project accounts from escrow accounts.

Approving the infrastructure works to be taken up by NBCC

• SLMC shall decide on the works (from the list sent by DPICs) that will be taken up by NBCC for execution.

Resolving any issues faced by DPICs

• Any issue pertaining to the sale of lands, requirement for additional funds, etc., shall be decided upon by the SLMC.

Responsibilities of NBCC Sale of Land Parcels

  1. NBCC will approach the DPICs for details of the identified land parcels such as – area, location, distance from the district HQ, approach to the land parcel, land ownership documents, details of existing facilities/buildings if any, present land use, details of encroachments if any, details of litigation if any, etc.
  2. After analysing these details, NBCC will engage internationally reputed property consultants for conducting due diligence of these properties and submitting reports within a stipulated time period.
  3. Based on the appraisal reports submitted by the Property consultants, NBCC prepares their own reports and submits them, in phases, to the respective DPICs for consideration.
  4. The reports will include the details of potential commercial attractiveness of the land parcels and the modality of sale process to realize maximum revenue from the sale.
  5. The DPICs will meet periodically and deliberate on these reports and finally select the land parcels to be auctioned (could be in phases) and also decide on the reserve price for these land parcels.
  6. These will be sent to SLMC for Cabinet approval for sale of the land parcels as per Clause 1.5.c of the MoU. NBCC shall render necessary help in obtaining the approvals.
  7. Sale of the approved land parcels shall then be conducted, in phases, through e-bidding process.

Execution of Infrastructure Works

  1. NBCC will carry out the master planning and other development planning of the identified infrastructure works in accordance with the applicable development norms. Based on the planning, NBCC shall prepare preliminary estimates on CPWD norms.
  2. Based on the feasibility reports a detailed project report (DPR) shall be prepared based on cost and revenue plan for approval of DPIC. The DPIC shall approve the DPR. The building plans shall also be approved by competent authorities.
  3. NBCC shall invite & finalize tenders and award all the works for all execution and consultancy works as per their internal procedure for different packages for implementation of the project.
  4. NBCC will be fully responsible for Contract Management with contractors on all matters related to Design, Cost, Progress, decisions, Extra items, Levy of Penalties, Extension of Time, etc. in coordination with the DPICs.
  5. All other conditions of MoU will be followed.
  6. The Mission Director, Mission Build Andhra Pradesh, A.P., Special Chief Secretary & Chief Commissioner of Land Administration, and all the District Collectors shall take further necessary action accordingly in the matter.

Transformation of Municipal Schools Project

Government have issued orders for introduction of foundation course in all Municipal Schools in the State and Operational Guidelines for the programme.

Orders were issued extending the foundation course to primary segment i.e., classes I to V and permitting the CDMA for procurement of Printing and Distribution of Student Work Books.

CDMA., has stated that the Reforms implemented in previous years have been rigorously reviewed, have been taken stock and a need is identified to restructure the Reforms.

A State Level Workshop was conducted on 13-9-2019 with the broad agenda of Transformation of Municipal Schools. . During the workshop Municipal Commissioners and RDMAs were divided into groups and brainstorming sessions on various reforms and activities were conducted.

Based on their active participation and feedback, the suggestions given by the teams and study of various successful models in the Country an Annual Education Work and Finance Plan (EWFP) has been prepared for the year 2019-2020 for Municipal Schools submitted in Annexure I, II & III,

The C&DMA has requested the Government to approve the Annual Education and Work and Finance Plan(EWFP), 2019-20 as proposed in Annexure I, II and III of his proposal and to permit to call, evaluate and accept RFPs/Tenders, to initiate these programs in the current academic year and if required span their completion during the next academic year.

The C&DMA has also requested to permit to constitute a Tender/RFP technical Evaluation and Acceptance Committee to assist the CDMA in implementation of the above said activities with the following composition:

1) Additional Director of Municipal Administration(ADMA) – Chairperson
2) CE from Public Health – Member
3) Finance Manager- MEPMA- Member
4) JD IT O/o C&DMA – Member
5) DD O/o C&DMA- member Convener

After careful examination of the proposal and in consultation with the School Education Department, Government hereby approves the following Action Plan :

a) Annual Education Work and Finance Plan for the year 2019-20 ( Annexure I-Rs 31.91 Crs, Annexure II- Rs 4.70 Crs, Annexure III-13.39 Crs as appended)

b) Permit the C&DMA to call , evaluate and accept RFPs/Tenders, to initiate the programs as proposed in the Annual Education and Finance Plan above, in the current academic year and if required span their completion during the next academic year.

c) Permit the C&DMA to constitute a Tender/RFP technical Evaluation and Acceptance Committee to assist the CDMA in implementation of the proposed activities and finalization and approval of the Bids with the composition as proposed at para-3 above.

The Commissioner and Director of Municipal Administration, A.P., Guntur shall meet the expenditure from the provision under the Head of Account 2217-80-191-11-77-310-312- Assistance to Municipalities for providing basic facilities in municipal Schools as accorded administrative sanction.

The Commissioner and Director of Municipal Administration, A.P., Guntur shall take necessary action in accordingly.

Total 3rd to 8thgrade enrollment is 206265
Of this 25% (51566 children) are the estimated target group for budget
Each of the 52000 students will be given 4 workbooks (English, Telugu, Science, Mathematics)
Only printing cost @ Rs 18 per work book is taken (30 paise * 50/60 pages)
Hence workbook cost is Rs.18*4 (No. of workbooks) *52000 (No. of children)=Rs.38Lakh
There will be coordination with SSA during content development
During Last year supplementary advanced and remedial study material costs was Rs.8.5 Crores.
To this 10% may be added for current year as enrollment in schools has increased by 16%
For the IT Solution Rs.35 L may be
provisioned for Software development, Server and data base maintenance
All IT solutions proposed will be worked out in an integrated mode,feasibility of existing solutions, cost optimization etc.
