Telangana Factories Rules 1950 Amendment

In exercise of the powers conferred by section 112 of the Factories Act, 1948 (Central Act 63 of 1948), the Governor of Telangana hereby makes the following amendments to the Telangana Factories Rules, 1950 for implementation of Ease of Doing Business:

AMENDMENTS In the said rules,

(1) In rule 3,

(i) in sub-rule (1), in clause (b), for the word “75 H.P.”, the word “30 H.P.” shall be substituted;

(ii) in sub-rule (1), in clause (b), in the existing paragraph after the word “Chief Inspector”, the words “through online” shall be added;

(iii) for sub-rule (2), the following sub-rule shall be substituted, namely:-

“(2) The owner or occupier of every factory falling under sub-rule (1) and the owner or occupier of any other factory shall upload through online for approval of plans in the prescribed Form No.I by remitting the plans scrutiny fee at the following rates:”

Factories wherein the Maximum installed Horse Power is below 100 Rs.1,000/-
Factories wherein the Maximum installed Horse Power is from 101 to 500 Rs.3,000/-
Factories wherein the Maximum installed Horse Power is from 501 to 1,500 Rs.5,000/-
Factories wherein the Maximum installed Horse Power is from 1,501 to 10,000 Rs.10,000/-
Factories wherein the Maximum installed Horse Power is above 10,000 Rs.15,000/-

(iv) for sub-rule (3), the following sub-rule shall be substituted, namely:-

“(3) If the Chief Inspector is satisfied that the plans uploaded under sub-rule (2) are in accordance with the requirements of the Factories Act, 1948 and Telangana Factories Rules, 1950 he shall by an order grant the permission applied for through online subject to conditions, if any”;

(v) in sub-rule (4), for the word “sent”, the word “uploaded” shall be substituted;

(vi) in sub-rule (4), after the words “speaking order”, the words
“through online” shall be inserted;

(vii) in sub-rule (4), the words “along with a copy of the plans approved or rejected” shall be omitted;

(viii) in sub-rule (5), for the words “delivered in person or sent by registered post”, the words “uploaded through online” shall be substituted;

(ix) for sub-rule (6), the following sub-rule shall be substituted, namely:-

“(6) No manufacturing process shall be carried on in any building in a factory which is not in accordance with the plans approved by the Chief Inspector and does not satisfy the conditions subject to which the plans have been approved.”
(x) for sub-rule (8), the following sub-rule shall be substituted, namely:-

“(8) In the case of any factory not covered by sub rule (1), the Government or Chief Inspector may, having regard to any special circumstances in any particular existing or proposed factory, by order, require the owner or occupier to submit the particulars and plans of the factory through online within 30 days of service of the order”;

(2) Rule 3-A shall be omitted;

(3) In rule 4,

(i) for sub-rule (1), the following sub-rule shall be substituted, namely:

“(1) The occupier of every factory, shall at least fifteen days before commencing any manufacturing process in any factory upload through online an application for the registration of the factory and for grant of the licence in the prescribed Form No 2 along with online payment of annual licence fee up to ten times prescribed in the schedule to Rule 6”;

(ii) for sub-rule(5), the following sub-rule shall be substituted, namely:

“(5): Every licence granted is permanent and valid till it has been duly cancelled provided the requisite annual licence fee is remitted through online for that period”;

(4) In rule 5,

(i) for sub-rule (1), the following sub-rule shall be substituted, namely:

“(1) The occupier of a factory shall, within fifteen days of occurrence of any change in the name or in particulars of the maximum horse power installed or maximum number of persons employed, apply through online for amendment of the licence stating the nature of amendment to be made and the reasons there for together with online payment of prescribed fee”;

(ii) in sub-rule (2), for the words “Rs 50/- (Rupees Fifty)”, the words “Rs.500/- (Rupees five hundred)” shall be substituted;

(5) for rule 6, the following shall be substituted:-

“(1) Payment of Annual Licence Fee or for a block period up to ten calendar years:

Every licencee shall, before the commencement of any calendar year, remit the annual licence fee as prescribed in the schedule under this rule through online portal of Factories Department, Telangana State and services connected with the same either for one calendar year or more but does not exceed 10 calendar years, in case the licencee is intended to remit the licence fee for ten calendar years the amount payable shall be ten times the Annual Licence Fee as prescribed in the said schedule. 

Provided that for computing the quantity of power, for the purposes of this rule, the power for the plant and machinery used in the manufacturing process only shall be taken into account and no account shall be taken of the power for lighting, or for any office equipment or appliances. The total installed horse power of plant, machinery and equipment or the captive generation of power whichever is higher shall be taken into consideration.

(2) If the prescribed annual licence fee is not fully paid within the prescribed period in sub-rule(1), simple interest at two percent per month or part of a month shall be payable on the part of the annual licence fee not paid from the first day of the calendar year till the last day of the calendar month in which the annual licence fee together with interest is paid:

Provided that the Chief Inspector may, if satisfied that there is sufficient reason for the non-payment of the annual licence fee within the time prescribed in sub-rule (1), by order in writing, waive the interest specified:

Provided further that the Chief Inspector may waive the annual licence fee and the interest thereon if it is shown to his satisfaction that no manufacturing process has been carried on in the factory on any day of the relevant calendar year and the owner or occupier applies for the cancellation of licence.

(3) No manufacturing process shall be carried on in any premises unless the requisite annual licence fee is remitted through online before commencement of the licensing year.”

(6) for rule 8, the following rule shall be substituted, namely:-

“8. Transfer of Licence:- A licence may be transferred from one owner or occupier to another consequent to any transfer of the factory and the transferee shall upload the application through online along with requisite documents mentioned therein by remitting the transfer fee of Rs. 500/- (Rupees five hundred) and such application shall be deemed to be endorsement of transfer until the transfer is endorsed by the Inspector unless the application has been refused by speaking order in writing within a period of thirty working days from the date of uploading the application.”

(7) rule 10 shall be omitted.

(8) in rule 11, for sub-rule (1), the following sub-rule shall be substituted, namely;-

“(1) Every application made under these rules through online for which a fee has been prescribed shall be followed by remitting the prescribed fee through the online portal of Factories Department, Telangana State.”

  1. The Annual Licence Fee payable under Rule 6 above is as prescribed in the Schedule and the items in the Note vide G.O.Ms.No.77, LET&F (Lab) Department, Dated: 28.12.2016.
  2. Notice is hereby given that any objections or suggestions in respect of the proposed amendments to the Telangana Factories Rules, 1950, which may be received within the period of 45 days from the date of publication of this notification in the Telangana Gazette, will be considered by the Government of Telangana before taking a final decision in the matter.
  3. Objections or suggestions should be addressed to the Director of Factories, Telangana, Hyderabad.

Notional seniority for Head Constables

Fixation of notional seniority for Head Constables in AR/SARCPL consequent on revision of seniority of ARPCs G.O.MS.No. 107

Government of Andhra Pradesh accorded permission for the following formula for fixation of seniority with effect from 1-1-2008 in respect of APPCs and SARCPL PCs who were appointed by transfer from the APSP by taking into consideration of the orders of the Hon’ble High Court of Judicature at Hyderabad: “Shall be given a weightage of one year for every completed two years of service rendered as PC in APSP, subject to a maximum of seven years”. For the purpose of calculation of weightage under this clause, fractions, if any are to be ignored. Date of fixation of seniority: If length of service as PC APSP is above 13 years and less than 14 years, then weightage is 6 years. If the date of appointment as PC AR is 18-01-2014 then date of fixation of seniority is 18-01-2008.

  1. Accordingly, the Government vide Memo, directed to revise the seniority list of ARPCs for the year 2008 and onwards in all Districts/ Commissionerates, keeping in view the G.O.Ms.No. 01, Home (Legal.II) Department, Dtd:07.01.2016, duly applying the weightage formula on the seniority lists prepared in the year 2008 and thereafter.
  2. In the reference 3rd read above, the Director General of Police, AP has informed the Government that, in accordance with the above orders and also various orders of AP Administrative Tribunal and High Court of Andhra Pradesh in the matter, the seniority lists in the rank of ARPCs were finalised and accordingly eligible ARPCs were sent for PPT and Promotions effected as ARHCs as per vacancies. Further stated that since the seniority list of AR PCs is revised as per G.O.Ms.No.1, dt.7-1-2016, it has been necessary to revise the seniority list of AR HCs and above. The promotions which have already been made in the rank of AR HCs and ARSIs from 01-01-2008 onwards, have to be reviewed and notional dates assigned as per rules and procedure.
  3. The Director General of Police, Andhra Pradesh also stated that the tentative seniority list of AR HCs has been prepared in all Districts / Commissionerates, by assigning notional dates as per vacancies year wise (including deputation) and eligibility. In the tentative seniority list, some of AR HCs may get reversions due to the change of placement in the seniority of AR PCs. But they were not reverted due to stay orders on their reversion. However, the said tentative seniority lists were published calling objections from the affected individuals. The objections received, were disposed of, as per rules and procedure. After disposing of the objections, the tentative seniority lists of AR HCs were rectified by the respective Units.
  4. Accordingly, the Director General of Police, Andhra Pradesh requested the Government to approve the final seniority lists of AR HCs furnished by the respective Units viz., East Godavari District – 262, West Godavari District – 128, Krishna District -215 and Vijayawada City-272 wherein notional seniority was assigned to as per their eligibility and suitability & keeping in view of the weightage formula fixed in the rank of AR PCs as per G.O.Ms.No.1, dt: 07.01.2016.
  5. Government after careful examination in the matter, hereby approve the final seniority lists of ARHCs of the units Annexed to this order wherein notional seniority was assigned (in Column No.11 of East Godavari District – 262, West Godavari District – 128, Krishna District -215 and Column No.12 of Vijayawada City-272) to as per their eligibility and suitability & keeping in view of the weightage formula fixed in the rank of AR PCs as per G.O.Ms.No.1, dt: 07.01.2016, also assigned notional dates to the AR PCs / AR HCs who were already retired from service / expired without being promoted from 01-01-2008 onwards and now identified to be assigned notional dates prior to their dates of retirement / date of death etc., in the seniority lists of AR HCs and above ranks duly giving exemption from PPT course if they did not underwent PPT course while in service.
  6. The Director General of Police, Andhra Pradesh shall take necessary further action in the matter accordingly.

Commissioner, APVVP has requested to initiate the Division of posts and employees of Andhra Pradesh Vaidya Vidhana Parishad between the residuary state of Andhra Pradesh and successor State of Telangana so as to arrive a comprehensive view for creation of various categories of posts as per the requirement.

In the meeting held on 26.07.2019 which was attended by the E.O. Principal Secretary G.A (SR) Department, Government of Andhra Pradesh, Principal Secretary to Government GA (SR) Department, Telangana and the Commissioner, APVVP and Commissioner, TSVVP have approved the final allocation of posts and employees after following due procedure as per the Guidelines of “Kamalanathan Committee”.
Total number of posts are 2984 under 86 categories are to be allocated between Residuary State of Andhra Pradesh and Successor State of Telangana as follows:

  2. Smt. T. Vijayalakshmi, S.O., O/o APVVP, Gollapudi who has requested to allocate to the State of Telangana on spouse grounds, is not willing to take last rank in the seniority of the respective category in the State of Telangana, hence she is retained in Andhra Pradesh.

Government have issued orders on implementation of the revised scheme of State Awards to the Affiliated College and University Teachers.

  • Accordingly, the State Level Committee for State Awards to the University and College Teachers, 2019 in its meeting held on 29.08.2019 have considered and recommended the list of names of teachers for state Awards, 2019.
  • In the reference 5th read above, the Special Commissioner of Collegiate Education, A.P. has requested the Government for issue of necessary orders.
  • Government after careful examination of the matter, hereby accept the recommendations of the State Level Committee and approve the names of University Teachers and Affiliated College Teachers for State Awards, 2019 as shown in the Annexure I,II & III appended to this order.

Scheme of cash incentives to the Medal Winners of Gold / Silver / Bronze at National Games and Senior, Junior & Sub-Junior Level Winners at National Level from 02.06.2014., i.e., from the date of formation of new State of Andhra Pradesh named as “YSR Kreeda Prothsahakalu”

Vice Chairman & Managing Director, Sports Authority of Andhra Pradesh, Vijayawada has furnished a detailed proposal on the scheme of cash incentives to the medal winners of Gold / Silver / Bronze at National Games and Senior, Junior & Sub-Junior Level Winners at National Level from 02.06.2014., i.e., from the date of formation of new State of Andhra Pradesh. 

After examination of the proposal , Government name the ‘Scheme of Cash Incentives to the Medal Winners of Gold / Silver / Bronze at National Games and Senior, Junior & Sub-Junior Level Winners at National Level from 02.06.2014’, i.e., from the date of formation of new State of Andhra Pradesh as “YSR Kreeda Prothsahakalu” . 

The cash incentives to the Medal Winners of Gold / Silver / Bronze at National Games and Senior, Junior & Sub-Junior Level Winners at National Level from 02.06.2014., i.e., from the date of formation of new State of Andhra Pradesh under “YSR Kreeda Prothsahakalu” are provided as follows: 

  • The Vice Chairman & Managing Director, Sports Authority of Andhra Pradesh, Vijayawada shall take necessary steps to improve and strengthen all the Districts Sports Complexes in the State in order to nurture sports talent, encourage sports culture and bring about excellence. 
  • Further, the VC&MD SAAP is requested to send the proposals to the Government for sanction of additional funds for the scheme whenever required. 
  • The Vice Chairman & Managing Director, Sports Authority of Andhra Pradesh, Vijayawada shall take necessary action accordingly. 
  • This order is issued with the concurrence of Finance Department vide their U.O.No.FIN01-FMU0PC(GAD2)/37/2019-FMU-GAD-II Dt. 03/09/2019.

Cooperation Department Telangana State, Measures to Strengthen the Cooperative Credit System in the state – Constitution of committee on the strengthening of Cooperative Credit System in the state Orders issued

High Level Committee (HLC), under the Chairmanship of Chief Secretary, Government of Telangana deliberated on functioning of Cooperative Credit System in the State of Telangana and submit a detailed report in this regard. The High Level Committee suggested (7) members committee for the purpose.

The Managing Director, Telangana StateCooperative Apex Bank, Hyderabad, Hyderabad vide reference, while informing the High Level Committee Proceedings, and Board Terms of reference of the Committee, to be constituted, stated that based on the terms of reference of the Committee, the Telangana StateCooperative Apex Bank, Hyderabad has to take necessary steps in this regard and requested the Government to consider and issue necessary orders in the matter.

Government after careful examination of the matter, hereby constitute a Committee with the following members to study on strengthening of Cooperative Credit System in Telangana state.

  • This committee would take up the task with the following Terms of Reference:
  1. To study the measures that are taken up by other State in the recent past to improve upon the working of CCS in their respective States and assess its scope / relevance for replication inTelangana State.
  2. To suggest measures for strengthening the existing Cooperative Credit System of Telangana State and to recommend for amendments required, if any, in the TSCS Act.
  3. To study and recommend alternate  model/s, if any, in Cooperative Credit System for the Telangana State with a view to improve the efficiency and efficacy of the structure.
  4. To study the administrative and controlling mechanism of CCS before and after implementation of Prof. Vaidyanathan Committee recommendations and its impact on the CCS and to suggest appropriate mechanism required, if any, in the present context.
  5. To study Cooperative Credit System in the State with special reference to governance, management and development role of the TSCAB, DCCBs and PACS and recommend for improvements.
  6. To map the existing branch network of TSCAB and DCCBs and recommend an appropriate criteria to be followed for opening of new branches by the DCCBs/TSCAB.
  7. Any other item, which the Committee feels necessary for effective functioning of CCS in Telangana State.
  8. The said committee shall study the subject in detail and submit their report to the Government, within 60 days from the date of issue of the order.
  9. The Telangana StateCooperative Apex Bank shall meet the cost to be incurred for the above study and also provide necessary secretarial support to the committee.

Entrance Examination for admission into Sainik School 2020. Entrance Examination for admission into Sainik School Korukonda for  2020-2021 Session Constitution of  Board for Written Examination – Orders

In the circumstances stated by the Principal, Sainik School, Korukonda, Vizianagaram District (A.P) in the reference  read above, Government, hereby, appoint the following Examination Boards for Written Test for admission into Classes VI and IX scheduled on 05 Jan 2020 (Sunday).  

The Principal, Sainik School, Korukonda shall appoint Teachers to each centre to assist the Board towards conduct of the written test.  The District Educational Officer of each District where examination centre is located will be fully responsible for the smooth conduct of the above Entrance Examination. 

They will take custody of the Question Papers kept in a sealed Trunk and labelled as CONFIDENTIAL sent by the Principal, Sainik School, Korukonda through his representatives one or three days prior to the conduct of Examination and ensure safe custody of Question Paper Trunk.

Roll No. of all the candidates who qualify for ‘Merit List’ will be published in all the leading newspaper of Andhra Pradesh by the Sainik School, Korukonda. 

Based on the directives of Sainik Schools Society, the Medical Examination of the candidates will be conducted by the Medical specialists from Defence Services/Govt. Civil Hospital.  The Medical standards for entry into Sainik Schools are the same as that for entry into the National Defence Academy. 

Based on the results of Medical Examination, Joining instructions will be issued by the Sainik School, interview and Medical Examination a final merit list will be prepared by Sainik School, Korukonda and the same will be published in all leading news papers of Andhra Pradesh. 

DETAILS OF CENTRES FOR WRITTEN EXAMINATION AND BOARD MEMBERS

Principal Sainik School, Korukonda at his discretion is empowered to cancel any of the examination centres, in case sufficient number of candidates (i.e. minimum 100 candidates) do not opt to appear from a particular examination centre.  

District Collectors and  District Educational Officers  of  Guntur, Krishna, East Godavari, Visakhapatnam, Srikakulam  and Vizianagaram  are requested  to nominate  their nominee to the respective district   and  asked  Superintendent of Police of their district to make necessary security arrangements  for smooth and fair conduct of the examination

  4. Need for Ward Secretariat System :
  5. Growing need for restructuring the delivery systems in the urban areas with an aim to establish an effective mechanism to deliver the required services to the urban populace.
  6. A strong & workable channel for implementation of NAVARATHNALU – the commitments made by Government to citizens to improve the living standards of people 3. Transparency and accountability in delivery of government services to the citizens;
  7. Ensure convergence among departments providing services at ward level:
    a. Every line department is preparing plans as per scheme guidelines without proper linkages with other departmental schemes.
    b. This compartmentalised system is affecting the inter-departmental coordination, resource pooling and its convergence at the ward level.
    c. Hence, the Ward secretariats would make available all such services at the doorsteps of the citizens which are most essential at the ward itself, without the citizens having to approach the Municipality or Municipal Corporation.
  8. Delegation of administrative functions to the Ward secretariat. Ward will become a unit of administration like the State, District and Municipal level.
  9. Government have examined the proposal of CDMA in consultation with line departments, such as Revenue, Home, HM&FW, Energy, Law and Finance Departments for their comments / views and decided for formation of Ward Secretariats and positioning of Ward Secretaries with the following modalities:- (a) Objectives inter alia, include:
  10. To establish a strong, effective and vibrant service delivery system at ward level
  11. To provide various Government / other services at the door steps of Citizens through single window system and ensure delivery of Navaratnalu to all deserving people.
  12. Enable convergence of all line departments that provide services at the Ward level
  13. Preparation and timely implementation of annual plans of line departments to achieve the goals of the Government.
  14. Mapping the field level functionaries with clearly specified roles and accountable to Citizens with a well-defined Citizen Charter.
  15. Providing mee seva services in all cluster Ward level by utilising the existing facilities and staff.
  16. Resolution of the issues/grievances brought by each of the Ward volunteers concerning the 50/100 households.
  17. Assist the ULBs for mobilisation resources including collection of taxes, ensuring sanitation and its effective functioning.
  18. Integrate the Ward Volunteers system with Ward Secretariat system enabling them to provide citizen services efficiently and work in co-ordination with Ward Committees and ULB.
    (b) Structure and Composition of Ward Secretariat and relation between Ward Secretariat and ULB
    Every ULB has two components – one elected body and another executive body. With a view to deliver more transparent, accessible, and responsive delivery of various Governmental services to the citizens of Urban areas, in the close proximity under People Centric Process Management System, through “One-Stop” solution and to exercise the powers of the Urban Local Bodies with the expectations of the People, Government desires to provide 10 functional assistants of line departments to be called as “Ward Secretaries” to be placed under the administrative control of the Municipal Commissioner of the respective ULB through the administrative hierarchy and to deliver the services to the citizens, through the platform of “Ward Secretariat”. Further, every Ward Secretariat, will have one Ward Administrative Secretary from ULB, for the purpose of General Administration and Co-ordination with the Line Departments. Government intends to establish ward secretariat system in the urban areas of the state with a view:-
    i. To decentralise the delivery of various services
    ii. To establish such number of Ward Secretaries of various departments under the overall supervision of the ULB.
    To create administrative convenience, the ward secretaries working under a Ward Secretariat, shall cater to the needs of two or more contiguous Wards, without disturbing the autonomy of the ULB, as provided in the relevant Municipal Acts.
    The Ward Secretariats will work in co-ordination with the Ward Committees as envisaged under 74th Constitutional Amendment Act and relevant Municipal Acts.

(c) Business in Ward Secretariat

  1. The Ward secretariat will function according to prescribed business procedures. The Functional Assistants to be called as Ward Secretaries of the Line Departments will function as per the job chart provided and report to the respective Urban Local Body.
  2. The Municipal Commissioner of the ULB will act as DDO (Drawing and disbursing officer) and the pay and allowances of all the staff of Ward Secretariat will be disbursed by him. The honorarium of Ward Volunteers also will be paid by the Secretary of the Municipal bodies.
  3. The detailed recruitment process of the Ward Secretaries will be submitted to Government in due course. The service rules in regard to the above shall be suitably be amended.
  4. The regular Supervisory Officers of the concerned line Departments shall supervise the Ward Secretaries in technical aspects.
    d. Duties, Roles and Responsibilities of Ward Secretaries:
    o Monitoring and supervising the activities of ward volunteer o Co-ordination of Line departments with Public o Benchmarking of essential services
    o Ensure that the benefits and government services are extended to the genuine beneficiary by conducting random verification o Shall receive the grievances from the general public and to resolve the same
    o Ensure that proper awareness is created to the families by the volunteer in his jurisdiction on health, education and other social issues.
    o Ensuring delivery of various services at the door steps of the citizens.
    e. Criteria for Ward Secretariat:
    For formation of Ward Secretariat, the following criteria will be taken into consideration:
    o The number of Ward Secretariats to be formed for each of the Election Ward shall be @ one per average 4000 Population to be calculated as per 2011 Census + 10.98 decadal growth @ 1.098% per year.
    o The minimum and maximum size of population for each Ward Secretariat shall be maintained as 3000 and 5000 respectively.
    o While arriving the no. of Ward Secretariats to be formed, If the population of the ward is more than five thousand, there shall be one additional Ward Secretariat for every five thousand population or part thereof, subject to the condition that any part with population of less than one thousand shall be ignored and shall be tagged to the nearest Ward Secretariat.
    o Wherever the population is less than 4000, two or more wards shall be tagged together subject to the condition that any part with population of less than one thousand shall be ignored and shall be tagged to the nearest Ward Secretariat.
    o While dividing the ward into Ward Secretariats Territorial Unit for the purpose of jurisdiction of the Ward Secretariat, the Natural boundaries and geographical contiguity of the areas shall be followed. The existing polling booths in the ward may also be kept in view while dividing the ward for the purpose of ward secretariat. Further while dividing the Ward into Ward Secretariats, the locality/area/slum boundaries should not be disturbed as far as possible.
    o After formation of Ward Secretariats, the Municipal Commissioner shall prepare a Map showing the jurisdiction of the Ward Secretariats with the assistance of the Town Planning Staff and shall give Serial Numbers continuously starting from Ward Secretariat-1, duly maintaining the geographical contiguity.
    o After that he shall prepare the list of Ward Secretariats with Boundaries (East, West, North, South etc.,) together with localities/areas/slums/PS Nos., comes within the purview of the Ward Secretariat and shall publish the same in the local daily telugu newspaper for wide publicity.
    o The Ward Volunteers working in the locality/area/slum etc., shall report to the concerned Ward Secretariat.
    o Thus, based on the above norms, a tentative estimate of Ward secretariats has been arrived, which is 4000. This number may change after the field validation.
    f. Location of the Ward Secretariat:
    o The Ward Office, Anganwadi Building, School Building, Community Resource Centre, Community Hall, Govt. Office within the Ward where sufficient space is available, shall be identified and a separate room in the said building shall be provided for the establishment of “Ward Secretariat”
    o In case of non-availability of required space in a Govt. Building in a Ward, two to three Ward Secretariats of the said wards can be put in one building where such provision is there. In such case, close proximity to the general public of the ward shall be maintained.
    o In the last resort, a Private Building can be taken on a minimum rent.
    o Necessary infrastructure and furniture will be provided in the Ward Secretariat.
    g. Basis for arriving the 10 No. of Ward Secretaries in the Ward Secretariat:
    Apart from the Services being delivered to the citizens from Urban Local Body, some more services are to be delivered to the citizens from other Departments. Keeping the same in view all these services have been categorized into 10 in number and accordingly the following Ward Secretaries are proposed for discharge of the allocated duties. The concerned department responsible to monitor and carry out the functions also is mentioned in the below table:

Government of AP with GO 75 on 17 September 2019 50 Percent Reservation to Women Rules, 2019 in Andhra Pradesh The Andhra Pradesh (50 Percent Reservation to Women in Works Contracts & Service Contracts given on nomination) Rules, 2019 The following Notification will be published in the extraordinary issue of the Andhra Pradesh Gazette, dated:17.09.2019

In exercise of the powers conferred by sub-section (1) of Section 8 of the Andhra Pradesh (50 Percent Reservation to Women in Works Contracts & Service Contracts given on nomination) Act, 2019 (Act No.26 of 2019), the Government of Andhra Pradesh hereby makes the following rules:–
Rules

Short Title:

These rules may be called the Andhra Pradesh (50 Percent Reservation to Women in Works Contracts and Service Contracts given on nomination) Rules, 2019.

Definitions:
In these Rules, unless the context otherwise requires;
(a) “Act” means the Andhra Pradesh (50 percent Reservation to Women in Works Contracts and Service Contracts given on nomination) Act, 2019 (Act No.26 of 2019);

(b) ‘Works Contract’ means a contract given by an administrative department to execute a Civil Work.

(c) ‘Service Contract’ means an agreement between a contractor (Agency) and customer (Office) covering the maintenance and servicing of equipment or rendering services over a specified period which includes outsourcing of services like House Keeping, Hiring of Vehicles, Outsourcing of personnel etc.

Unit of Implementation:
(1) For the purposes of awarding a Works Contract or Service Contract, a Unit is either a District or State, as the case may be.

(2) The respective Administrative Departments may, by order in writing, direct the respective local bodies to implement the provisions of the Act in accordance with the procedure prescribed hereunder.

Reservation:
There shall be 50% reservation to Women in all Works Contracts and Service Contracts given on nomination in any unit of implementation, either District or State.

Registration of Works Contractors and Service Contractors:

(1) Registration as Works Contractor or Service Contractor is mandatory to get awarded with any Work Contract or Service Contract on nomination basis under this Act.

(2) The Nodal Departments concerned shall prescribe the modalities for registration of Women Works Contractors and Women Service Contractors respectively.

  1. Nodal Departments and Nodal Officers:
    (1) The Panchayat Raj Department is the Nodal Department and the Engineer-in-Chief (Panchayat Raj) is the Nodal Officer in respect of Works Contracts.
    (2) The General Administration Department is the Nodal Department and the Secretary, General Administration Department is the Nodal Officer in respect of Service Contracts.
    (3) The District Collector is the Nodal Officer for both Works Contracts and Service Contracts and responsible for implementation of the Act at District Level.
  2. Exemption of Experience Certificate & Solvency Certificate:
    For registration as Works Contractors (Class – V Contractors) and Service Contractors within the purview of this Act, furnishing of Solvency Certificate and Experience Certificate is exempted for a period of three months to facilitate registration of Women Works Contractors and Women Service Contractors belonging to reserved Communities.
  3. Development of a Common Web Portal:
    A Common Web Portal for Works Contracts and Service Contracts will be developed within a month from the date of notification of these Rules for implementing the provisions of the Act.
  4. Roster:
    To award either Work Contract or Service Contract on nomination basis, the respective authority shall log in to the Web Portal, enter the name of the Work Contract or Service Contract and award the same on nomination basis as per the Roster in the seriatum.
  5. Monthly Reports to Nodal Departments:
    All Engineering Wings of the Administrative Departments in respect of Works Contracts and all Administrative Departments in respect of Service Contracts shall furnish monthly reports to the respective Nodal Departments as prescribed by them.
  6. Quarterly Reports to respective Welfare Departments:
    The Nodal Departments in respect of Works Contracts and Service Contracts shall furnish quarterly reports to the respective Welfare Departments as prescribed by them.

  1. Short title, extent and commencement:- (1) These Rules may be called the Andhra Pradesh Crop Cultivator Rights Rules, 2019.
    (2) They shall extend to the whole of the State of Andhra Pradesh.
    (3) They shall come into force on the date of their publication in the Andhra Pradesh State Gazette.
  2. Definitions: – In these rules, unless the context otherwise requires;-
    (a) “Act” means the Andhra Pradesh Crop Cultivator Rights Act, 2019 (Andhra Pradesh Act No. 30 of 2019);
    (b) “Form” means a form appended to these Rules;
    (c) “Village Secretariat” means village level administrative office;
    (d) “Section” means a section of the Act;
    (e) “Banker” means State or Central Government or Agricultural Co-operative society or Scheduled Bank or any other Financial Institution owned controlled or managed by the State or Central Government;
    (f) “Village Volunteer” means as defined by the Panchayat Raj Department from time to time.

CHAPTER – II EXECUTION OF AGREEMENT Crop Cultivator Rights Card (CCRC):-(1)It is an agreement executed between the Land Owner and the Cultivator for a period of eleven months countersigned by the Village Revenue Officer in the Village Secretariat with the conditions specified under Section 3(3) of the Act in the Form-I appended to these rules.

(2) Either the Land Owner or the Cultivator who intended to make an agreement for crop cultivation for the agreed land for a particular crop year may get unfilled preprinted Crop Cultivator Rights Card (CCRC) from the respective Village Secretariat at any time during the crop year.

(3) The Village Revenue Officer or Village Volunteer concerned shall facilitate bringing together the Land Owner and Cultivator for the signature of CCRC.

(4) The filled CCRC with the signatures of the Land Owner and the Cultivator shall be handed over to the Village Secretariat by the concerned Village Revenue Officer or Village Volunteer. The same may also be handed over to Village Secretariat by either Land Owner or the Cultivator.

(5) The Village Revenue Officer in the Village Secretariat concerned shall countersign the CCRC after completion of verification with respect to the village revenue records.

(6) The Village Secretariat shall hand over the signed CCRC to both Land Owner and Cultivator within 3 days from the date of receipt of filled CCRC.

(7) Agreement in the form of CCRC within the family members shall not be allowed.

(8) The agreements in the form of CCRC shall be for maximum period of 11 months.

(9) The land owner may authorize any person in writing on his behalf to sign the agreement with the cultivator.
(10) Land owner can give his consent through Video link to be recorded by the village secretariat as evidence of agreement. In such case signature in CCRC will not be required. The Video footage shall be preserved by the village Secretariat for evidence. Owner can communicate his consent through other means of Electronic Media.

(11) The Owner of land if residing far off can also sign CCRC and send the scanned copy to village secretariat through Electronic media in token of his consent / agreement.

(12) In case of such alternative modes of consent, the authentication should be done by Village Secretariat and shall be accepted by Bankers and other concerned authorities as enough proof of consent of the land owner.

(13) While the CCRC should be available all the year round in the Village Secretariat for land owners and the Cultivators, the Bankers/ Financial Institutions should also follow the loan sanction schedule (timelines) issued by the Government Bankers/ Financial Institutions shall not refuse sanction of Crop Loan beyond prescribed timeline when approached by the Cultivator.

Register of Crop Cultivator Rights Cards: -(1) On and from the date of commencement of the Act, a register containing the details of all the agreements executed in the form of Crop Cultivator Rights Cards received shall be maintained by the respective functional authority in Village Secretariat in Form-II for every crop year.

(2) A copy of the register in Form-II shall be submitted to the concerned Tahsildar’s Office.

(1) Copy of the register shall be sent to all the concerned public financial institutions operating within the Mandal and agricultural officer of the Mandal.

  1. Benefits extended to the Cultivator: -(1)The Cultivator shall be entitled to obtain crop loan on the land under agreement from the State or Central Government or Agricultural Co-operative society or Scheduled Bank or any other Financial Institution owned controlled or managed by the State or Central Government.
    (2) The Cultivator shall also be entitled to obtain Crop Insurance, Input Subsidy, Crop damages or any other benefits or facilities provided to the farmers by the Government.
    (3) SC., ST., BC and Minority Cultivators will also be entitled to “Rythu Bharosa” Scheme in addition to Land Owners as per guidelines of the scheme.
  2. Register of benefits extended: -All benefits provided to the Cultivators under Rule 5 shall be recorded in a register in Form-III to be maintained in the concerned Village Secretariat.
  3. Applicability in Scheduled Areas: -These Rules shall apply to the Cultivators who belong to local Scheduled Tribes only notified within the Scheduled Areas of the State of Andhra Pradesh.
  4. Appeals: -(1) Any person aggrieved by the decision of the Village Secretariat either granting or refusing to grant of CCRS may file an appeal to the Tahsildar of the concerned Mandal in Form-IV (A) or (B) as applicable and the Tahsildar shall dispose the same by summary enquiry within 7 (Seven) days by giving opportunity to both the parties.
    (2) Any person aggrieved by the decision of the Tahsildar may file a further Appeal before the Sub Collector or Revenue Divisional Officer of the concerned Revenue Division in writing within a period of 7 (Seven) days from the date of receipt of the order of the Tahsildar and the same shall be disposed by summary enquiry within 7 (Seven) days by giving opportunity to both the parties.

(3) Any person aggrieved by the decision of the Sub-Collector or RDO, may file a revision before the Joint Collector of the concerned District in writing within a period of 30days from the date of receipt of such order and the same shall be disposed by summary enquiry within 7 (Seven) days by giving opportunity to both the parties.

CHAPTER III MISCELLENEOUS

  1. Removal of Difficulties: -If any difficulty arises as to the interpretation of any provisions of these Rules or in the implementation of such provisions, the Chief Commissioner of Land Administration shall have powers to issue clarifications or directions for the purpose of removal of the difficulties in implementation of the Act and rules made there under.

NOTE:

  1. This CCRC issued under the Act, shall not be used as evidence in support of right over the land under agreement against the Land Owner before any Court or Legal Authority.
  2. This CCRC shall not provide any right over the land under agreement except on the crop cultivated by the cultivator. All rights over the land under agreement shall vest with the Land Owner only.
  3. Under Section 5 of the Act, the Cultivator shall be entitled to obtain crop loan on the land under agreement from the State or Central Government or Agricultural Co-operative society or Scheduled Bank or any other Financial Institution owned controlled or managed by the State or Central Government and also to obtain Crop Insurance, Input Subsidy, Crop damages, or any other benefits or facilities provided to the farmers by the Government.
  4. SC., ST., BC and Minority Cultivators will also be entitled to “Rythu Bharosa” scheme in addition to Land Owners.
  5. The Revenue Official shall not transfer or create any right to the Cultivator over the land under agreement by using CCRC.
  6. The scheduled land shall not be attached by the Bankers/Financial Institutions for recovery of any dues of the Cultivator. The recovery shall be made from the proceeds of the crop only.
  7. The Village Secretariat and the Village Volunteers shall co-ordinate the Land Owner and the Cultivator.
  8. This CCRC shall be prepared in duplicate; one copy to the Land Owner and one for the Cultivator.

The Andhra Pradesh (50 percent Reservation for Women in all the Nominated Posts) Rules, 2019 In exercise of the powers conferred by sub-section (1) of Section 7 of the Andhra Pradesh (50 percent Reservation to Women in all the Nominated Posts) Act, 2019 (Act

No.27 of 2019), the Government of Andhra Pradesh hereby makes the following rules: –

50 percent Reservation for Women in all the Nominated Rules

  1. Short Title:

These  rules may be called the Andhra Pradesh (50 percent Reservation to Women in all the Nominated Posts) Rules, 2019.

  • Definitions:

In these Rules, unless the context otherwise requires;

“Act means the Andhra Pradesh (50 percent Reservation to Women in all the nominated posts) Act, 2019 (Act No.27 of 2019).

  • Unit of reservation for the Offices of Chairpersons:

All the Corporations / Agencies / Bodies / Boards / Societies / Committees functioning under the administrative control of all the Departments of the State of Andhra Pradesh are treated as a Unit for the purpose of reservation in the nominated posts of Chairpersons.

Every administrative Department shall identify and enumerate the number of Chairpersons in all the said Corporations / Agencies / Bodies / Boards / Societies / Committees functioning under its administrative control for the purpose of reservation.

The 50% reservation earmarked to BCs, SCs, STs and Minorities shall be apportioned as follows: BCs & Minorities – 29% SCs – 15% STs – 6% TOTAL – 50%

  • Unit of reservation for the posts of Directors/members

Each Corporation / Agencies / Bodies / Boards / Societies / Committees functioning under the administrative control of each Department shall be a Unit for the purpose of implementation of reservation in the nominated posts of Directors/ Members.

Every administrative Department shall identify and enumerate the number of Directors/ Members in each Corporation / Agency / Body / Boards / Society / Committee functioning under the administrative control for the purpose of reservation.

  • Reservation to Women:

There shall be 50% reservation to Women, in all the Nominated posts of Chairpersons/ Directors/ Members, cutting across all Communities as a measure of horizontal reservation.

  • Maintenance of Lists:

Every administrative department shall maintain the lists of Nominated posts of Chairpersons and Directors /Members with 50 percent reservation to Women and furnish the same to Department for Women, Children, Differently Abled and Senior Citizens and also General Administration Department.

  • Nodal Department:

The Department for Women, Children, Differently Abled and Senior Citizens shall be the Nodal Department as specified under Section 4 of the Act to monitor the reservation to Women in all the nominated posts. Likewise, the General Administration Department shall provide the list of such nominated posts in all the Corporations/ Agencies/ Bodies/ Boards/ Societies/ Committees functioning under the administrative control of each Department.

Village Secretariat system Duties and functions Job chart Assistant Grade- II Establishment of Village Secretariat system in the State – Duties and functions(Job chart) of the post of Engineering Assistant Grade- II – Orders G.O.MS.No. 151 Dated: 01-10-2019

Village Secretariat system Duties and functions Job chart Assistant Grade- II orders were issued establishing of village secretariat system as a part of “NAVARATHNALU” and the commitment made by Government to citizens of the State to improve the living standards of people in the rural areas of the state. As per Article-243 of Constitution of India and Sec 4 of APPR Act 1994, the Gram Panchayat envisages the village level government. In this direction Government desires to provide 10-12 functional assistants of line departments to the office of Gram Panchayat and designate it as “Village Secretariat”.

Engineer – in – Chief, PR, AP, Vijayawada has furnished the duties and functions of the post of Engineering Assistant Grade- II (E.A.) and requested to issue necessary orders in the matter.

In the circumstances reported by the Engineer-in-Chief, PR, AP, Village Secretariat system Duties and functions Job chart Assistant Grade- II Government after careful examination, hereby assign the following duties and functions to the post Engineering Assistant Grade- II. These specific duties and functions are in addition to the general duties and functions entrusted, by the competent authorities, to all the Village Secretariat Functionaries :

i. The Engineering Assistant (E.A.) is a basic level performing technical officer at the grass root level responsible for execution of all kinds of engineering and other related works of all the Departments of the Government and the Local Self Bodies. The Engineering Assistant is a multi task Engineer and his / her primary responsibility is to look after all Engineering works pertaining to Panchayatiraj Engineering, Rural Development (MGNREGS and other programmes ), Rural Water Supply, Irrigation, Roads and Buildings, Housing (Construction of houses), Solar energy (NREDCAP), Agriculture, Horticulture, Animal Husbandry, Fisheries and other departments , etc.
ii. He/ She shall identify the infrastructure amenities which are required in the jurisdiction of the Village Secretariat viz., CC Roads, Gravel roads, BT roads, Construction of Water Tanks, Drainage System, Rural Water Supply & Sanitation, Irrigation tanks, Irrigation systems, R&B department Roads and Buildings, Housing etc., and also works related to the subjects like Agriculture, Horticulture, Animal Husbandry, Fisheries etc.
iii. He/ She shall ensure the incorporation of works identified in the village secretariat in to the Gram Panchayat Development Plan.
iv. His/ Her primary job chart is to prepare estimations for the works incorporated in the Gram Panchayat Development Plan which is approved by the Gram Sabha.
v. He/ She Shall discharge all functions related to public works of the Grama Panchayat.
vi. He/ She shall play custodian role of all government assets under Local Government and prepare the Asset Register of the Grama Panchayat and it shall be Geo-tagged and updated periodically and the data needs to be uploaded in NAD Software through the Digital Assistant.
vii. Conduct site inspection on applications for building permit/completion certificate and offer technical remarks.
viii. He/ she has to prepare estimates of Operating &Maintenance and follow up for necessary administrative and technical sanction by competent authorities. ix. The E.A. has to be responsible for all materials in the section stores in his jurisdiction.
x. The E.A. shall Conduct inspection of public buildings and school buildings and prepare fitness certificate periodically and submit to the competent authorities for approval.
xi. Keep all connected records in safe custody and produce it for audit and inspection.
xii. Prepare rent calculations for the building in his jurisdiction taken if any, on rent by Government Departments.
xiii. He/ She shall be responsible for Quality and Quantity of all kinds of works executed in his jurisdiction.
xiv. The E.A. is responsible for the Preparation and submission of Estimates for the works in approved GPDP under the supervision of the concerned Mandal Engineering Officer/AEE/AE or other supervisory engineers. Then the same has to be submitted to the concerned authorities for Technical Sanction.
xv. After getting Technical Sanction from concerned Departments, and after entrustment of the work to executing agency, the EA shall monitor the execution of the work in a transparent manner.
xvi. After completion of the execution of the work, the EA shall assist the Section Officer/ AEE concerned of the line Departments for taking work done measurements, so as to record the same in Measurement Book by Asst. Engineer/Asst.Exe.Engineer/ Mandal Engineering Officer of concerned line department. xvii. He/ She shall prepare the bills related to the works in GPDP on receipt of M Book for making payment.
xviii. The E.A. shall be responsible for Proper maintenance of the infrastructure created in the Gram Panchayats and see that all the amenities created are useful to the villagers.
xix. He / She shall follow up action on the grievances received under ‘Spandana’ and others at GP level and they have to redress all the grievances in appropriate manner.
xx. He / She shall coordinate and work in convergence with all Village Secretariat functionaries.
xxi. He/ She has to also report to Sarpanch / Panchayat Secretary/ Gram Panchayat, of the works inspected and observations made on day to day basis.
xxii. He/ She shall monitor the supply of drinking water in the village quantitatively & qualitatively along with the regular chlorination. xxiii. He/ She shall check of Residual free Chlorine in all the drinking water sources and public stand posts and in the distribution system.
xxiv. He/ She shall screen the Microbiological quality of drinking water sources, public stand posts and in the distribution system with H2S vials – during the premonsoon, post monsoon seasons and out-break of epidemics, especially during the natural calamities and ensure corrective action. xxv. He/ She shall test the chemical quality of drinking water sources by using the Field Test kits.
xxvi. He/ She shall ensure the collection & transportation of the water samples from the field to the nearest water testing laboratory, RWS&S Dept.
xxvii. He/ She shall monitor the cleaning of OHSRs once in a month and shall note the cleaning date at the OHSR in a visible way to the public.
xxviii. He/ She shall take measures to arrest the leakages and close the pit taps in the water distribution systems.
xxix. He/ She shall ensure the maintenance of good sanitation conditions around the drinking water sources, public taps and Hand pumps.
xxx. He/ She shall ensure the maintenance of platforms around the Hand pumps, with proper drainage system. xxxi. He/ She shall ensure that no stagnation of waste water around the drinking water sources and Hand pumps.
xxxii. During Summer/ drought conditions, monitor the supply of drinking water through tankers.
xxxiii. In water regulation the E.A. has to monitor water supply and ensure entitlements to tail end. In the process he/ she has to organize O&M staff for patrolling of water supply lines and up keep them by preventive measures during natural disasters such as cyclones, floods and heavy rains.
xxxiv. The E.A. have to study the component of the project entrusted to him for investigation and plan for reconnaissance survey and also detailed survey in site.
xxxv. The E.A. has to collect field data for preliminary design purpose, estimate purpose and prepare feasibility study and has to continuously follow up the proposals till approved by competent authorities.
xxxvi. The E.A. shall create awareness on low cost and eco- friendly models and suggest models for housing beneficiaries and other line departments.
xxxvii. The Engineering Assistants shall also attend any other work as entrusted by the competent authorities from time to time.

Horticulture Department Job Chart for functioning of Village Horticulture Assistant working in newly created Village Secretariats orders were issued creating Village Horticulture Assistant posts in Village Secretariats of Government of Andhra Pradesh. The Horticulture Department have issued notification on 26-7-2019 for recruitment of 4000 Village Horticulture Assistants in Village Secretariats.

Commissioner of Horticulture, Andhra Pradesh, Guntur has requested to issue following Job Chart for functioning of Village Horticulture Assistants in Village Secretariats.

JOB CHART OF VILLAGE HORTICULTURE ASSISTANT DUTIES AND RESPONSIBILITIES OF VILLAGE HORTICULTURE ASSISTANT

Village Horticulture Assistant shall work in the Village Secretariat / cluster headquarters as decided by the Government.

Shall work under the direct control of Horticulture Officers.
Should sensitize the farmers on different issues related to Horticulture crops as well as Agriculture crops.

Village Horticulture Assistant should assist Horticulture Officer in communicating required information to farming community with regard to different departmental schemes, production practices, new crops/ variety and latest/ improved technologies.

Maintain the record/ statistics of all Horticulture/ Agriculture Crops area in his jurisdiction with regard to farmer information, cropping pattern, availability of resources, practices being followed, marketing etc.

Maintain scheme implementation registers in their area.

Assist the Horticulture Officers and other supervisory officers in field visits.
Village Horticulture Assistant should motivate the farmers and collect applications and complete documentation for implementation of various departmental schemes.

Village Horticulture Assistant should motivate the farmers for enrolment to avail drip and sprinkler systems.

Should coordinate with DCOs of MI companies and office of Project Director, APMIP for installation of MI equipment within the stipulated time.

Should mobilize farmers for organizing training programmes/ Exposure visits/ after sales service campaigns, buyers and sellers meet etc.,

Should actively participate in conduct of surveys with regard to Natural Calamities/ Drought etc.

Maintain weather watch report and also coordinate other bankable schemes.

In respect of Crop insurance, the Village Horticulture Assistant shall create awareness among farmers and educate them about the facilities being provided by the Government and motivate them to go for crop insurance.

Shall provide information to the farmers with regard to subsidy schemes/ incentives/ farm equipment that are being provided by the Department under different programmes and educate the farmers to make use of these facilities.

Village Horticulture Assistant shall update their knowledge with regard to different schemes of the Line Department which are integrated with horticulture department for providing necessary information to the farming community.

Village Horticulture Assistant should follow the “Month wise calendar of Activities” for successful implementation and timely completion of Departmental activities.

Village Horticulture Assistant should provide information to the farmers on “crop wise Monthly calendar of Operations” as suggested by Dr. Y.S.R. Horticultural University.

He/she should also attend any other work (which may not be related to Horticulture Department) as entrusted by the competent authorities.The Government after careful examination, hereby approved the above Job Chart for functioning of Village Horticulture Assistants in Village Secretariats.

The Commissioner of Horticulture, A.P., Guntur shall take further action in the matter, Accordingly.

Government of Andhra Pradesh have assured that financial assistance of Rs.10,000/- per annum will be given to Self owned Auto/Taxi Drivers for expenditure towards insurance, fitness certificate, repairs and other requirements. The Transport Commissioner vide letters read above has furnished guidelines and procedure to be followed for disbursing financial assistance of Rs.10,000/- per annum to Self owned Auto/Taxi/Maxi cab drivers

Government after careful examination of the matter hereby agree to provide financial assistance of Rs.10,000/- (Rupees ten thousand only) per annum to Self owned Auto/Taxi/Maxi cab Drivers for expenditure towards insurance, fitness certificate, repairs and other requirements.

Government also notifies the following guidelines for eligibility, application, verification, sanction and payment for financial assistance to self owned auto/taxi/Maxi cab drivers:

Eligibility:

  1. The applicant shall “own” and “drive” an Auto rickshaw / Taxi / Maxi Cab.
  2. The applicant shall posses a valid driving licence to drive Autorickshaw / Light Motor vehicle
  3. The vehicle (Auto rickshaw / Taxi / Maxi Cab) shall be covered with valid records like Registration Certificate and tax in case of LT Cabs.
  4. Family will be eligible to get benefit for one auto or Taxi or Maxi cab. Family is defined as Husband, Wife and minor children.
  5. Each applicant shall have an Aadhaar card.
  6. The owner must possess BPL/white ration Card.
  7. At the time of application, the vehicle shall be in the possession of the owner.

Application:

The registered owner will be asked to link Aadhaar number to his vehicle, driving licence database in Transport Department website and to open an “unencumbered” bank account within a period of 15 days. This is to ensure that one person will get benefit for one vehicle only.

The Village volunteer/Ward volunteer will help the beneficiary to open an unencumbered bank account.

An online application will be made available by 10th September. All the DTC/RTO/MVI Transport offices will provide help counters to facilitate filing of online application and linking of Aadhaar number.

Verification & Sanction:

The applications will be sent to village / ward volunteers through Village Secretariat / Commissioner of Municipality and Municipal Corporation by the Collector. Once the genuinity of application is verified, Municipal Commissioner in Urban areas and MPDO in Rural areas will take approval of the Collector and upload to CFMS database portal. Once the grama / ward Secretariat comes into operation starting next year, grama / ward secretariat will be the nodal point, for verification and uploading for eventual approval by the Collector.

Payment :

Based on the details available in the CFMS portal, the Transport Commissioner will prefer a consolidated bill for all eligible beneficiaries approved by the Collectors, submit to the treasury for verification and arranging payment to the bank account of the beneficiary.

Door Delivery :

Once the amount is credited into bank account, Village / Ward Volunteer will door deliver the “payment receipt” and message of Hon’ble Chief Minister to the beneficiary.

The following additional eligibility and application guidelines are added to para 4 in the G.O.1st read above for sanction and payment of financial assistance of Rs.10,000/-
to eligible auto/taxi/Maxi cab drivers/owners:

1) The beneficiaries can also file physical application with village volunteer/ward volunteer.

2) The scheme is applicable to the owners of passenger Auto/Taxi/Maxi cab. The owners of three wheeler/four wheeler light goods vehicles are not eligible under the scheme.

3) The ownership and licence on different persons in the same white ration card is allowed. However, only one person is eligible for financial assistance in a family consisting of husband, wife and minor children in the same white ration card.

4) The bank account shall be on the name of the owner of the vehicle. The bank account of the beneficiary can be in any one of the scheduled commercial banks.

5) The beneficiaries who have driving licences issued by other states shall apply for change of address in the nearest RTO Office, which will be done expeditiously. However, in case of any problem, they are permitted to apply on hard copy to the Panchayat Secretary/Ward Secretary. The Panchayat Secretary/Ward Secretary after verification of the driving licence duly checking the original licence, would
certify the eligibility of the applicant.

The Transport Commissioner shall take further necessary action in the matter
accordingly.

Modifications in SSC Public Examinations from March 2020

After careful examination of the proposal from the Commissioner of School Education, AP, Amaravathi in the reference 6th read above, and keeping in view the recommendations of National Curriculum framework-2005, interventions of Draft New Education Policy 2019 and recommendations of core group constituted by the Commissioner of School Education for Examination reforms and in consonance with the Government’s policy on reforms in SSC Public Examinations in the reference 5th read above, the following orders are issued with immediate effect.

The orders issued in the reference 1st read above will be continued with respect to other examination reforms except SSC Public Examinations. The orders issued by the Government and in furtherance of orders issued by the Commissioner of School Education in earlier instances in respect of conduct of SSC Public Examinations are hereby annulled.

The following examination reforms for SSC Public Examinations will come in to force w.e.f SSC Public Examinations, March 2020 and onwards.
(i) The Blue Print:

To ensure quality in assessments, the Blue Print is modified with a shift from assessing rote learning to conceptual understanding and higher order thinking skills of the students viz., Critical, Creative, Logical, and Analytical thinking through appropriate assessment tools. Question paper contains 4 sections:

1.Objective type (Answer should be in one word / Phrase, No choice)
2.Very Short answer Type ( Answer should be in One or Two sentences, No choice)
3.Short answer (Answer in Two to four sentences, No choice)
4.Essay Type (Answer in Eight to Ten sentences, Internal choice)

School Education Examination reforms Continuous and Comprehensive Evaluation pattern of examination system – Modifications in SSC Public Examinations w.e.f March 2020 and onwards

(ii) Answer Booklet:

Director of Government Examinations shall make arrangements to supply 24 page ruled/dotted single answer booklet to the students for writing the examinations. The Commissioner, Printing, Stationery & Stores Purchase Department, AP shall meet the expenditure for this purpose.

(iii) Duration of the Examination:

  1. It shall be 2.45 hrs, including Reading of Question Paper – 15 min, writing of Answers – 2.30 hrs
  2. OSSC Main Language/First Language Composite Course – 3.15 hrs.
  3. Second Language – 3.00 hrs.

(iv) Development of Confidential Material:

  1. The current practice of DEOs/District Common Examination Boards contributing to frame Question Papers for Class-X Examinations is hereby discontinued.
  2. The Director, SCERT shall be entrusted with the responsibility development of question papers for SSC Public Examinations for class-X duly engaging the Assessment Cell and coordinating with the Director, Government Examinations. The Commissioner of School Education shall define and delineate the roles of SCERT and DGE to bring in alignment to improve quality and maintaining confidentiality in this aspect.

(v) Paper wise Grades in Marks Memorandum:

In addition to the existing mention of subject-wise grades, paper-wise grades secured by the students are to be mentioned in the SSC marks memorandum.

The Director, Government Examinations shall take steps for modifying the SSC Marks Memorandum to indicate the paper-wise grades, subjectwise grades secured by the students.

  1. The Director, SCERT shall take necessary steps in ensuring dissemination of the Blue Print and should be ready for further clarifications if necessary.
  2. The Commissioner of School Education, Andhra Pradesh, the Director, SCERT, AP and the Director, Government Examinations, AP shall take further necessary action in the matter accordingly.

Samagra Shiksha Strengthening of District Administration

Strengthening of District Administration – Method of appointing of Additional Project Co-ordinator Samagra Shiksha Guidelines framed Orders a screening committee has been constituted under the chairmanship of Chief Secretary to Government for selection of suitable Government officers for posting as Project Officers, (ITDA), Project Directors, DRDA / DWMA, PD(Urban) MEPMA etc. and PO, RVM(SSA) and framed comprehensive guidelines for considerations of certain category of officers for the said posts.

Commissioner of School Education, AP and the State Project Director, SSA, AP have stated that the Project Officers, SSA do not have the required administrative set up at the divisional and Mandal Level where they have to get work done in association with the Mandal Educational Officers etc., who report to the District Educational Officer.

As such, there has to be coordination between the Project Officers, SSA and Dy. Educational Officers/ Mandal Educational Officers and District Educational Officers. The Project Officers (SSA) are independently reporting to the District Collector & Chairman of SSA without knowledge of the District Educational Officer & Ex-Officio District Project Coordinator.

Due to the parallel activities taken up by the District Educational Officer and the Project Officers (SSA), there are several practical gaps at the field level resulting in poor supervision of academic and administrative activities of schools at field level. This is also creating dual reporting system and issue of conflicting directions and varying expectations. Further, initiating disciplinary action against the officers engaged from other departments for misappropriation or mismanagement is also difficult issue.

Engaging the services of officers from Education department as Project Officers (SSA) who shall report to District Educational Officer and Ex-officio District Project Coordinator (SSA) will ensure single line administration and optimum utilization of available resources.

Therefore they have requested to review the orders issued in the reference 1st read above and discontinue the existing system duly amending the provisions with regard to appointment of PO (SSA) for implementing Samagra Shiksha Programme.

Government after careful examination of the matter have observed that the Ministry of HRD, Govt. of India has completely revamped the SSA to provide holistic support to Primary and Secondary Education.

The Union Budget, 2018-19, has proposed to treat school education holistically without segmentation from pre-nursery to Class XII. Samagra Shiksha – an overarching programme for the school education sector extending from pre-school to class XII has been, therefore, prepared with the broader goal of improving school effectiveness measured in terms of equal opportunities for schooling and equitable learning outcomes.

It subsumes the three schemes of Sarva Shiksha Abhiyan (SSA), Rashtriya Madhyamik Shiksha Abhiyan (RMSA) and Teacher Education (TE). Accordingly the same spirit needs to percolate to the State and District level so that the synergistic working of Commissioner of School Education and Samagra Shiksha Society will provide maximum impetus to the functioning of the School Education ecosystem.

Therefore Government decided to revamp the current system, which is in total disarray and hereby order to withdraw the post of Project Officer, Sarva Shiksha Abhiyan (Rajiv Vidhya Mission) from the purview of orders issued in the reference 1st read above and framed guidelines as follows:

i.The nomenclature of the post of Project Officer, SSA shall be changed as “Additional Project Co-ordinator, Samagra Shiksha”.
ii.District Educational Officer shall be Ex-officio District Project Coordinator, Samagra Shiksha.
iii.The officers from the School Education Department i.e, Deputy Educational Officers / Assistant Directors (with B.Ed.)/Grade-I HMs shall be appointed as Additional Project Coordinator (Samagra Shiksha).
iv.The Additional Project Co-ordinator, Samagra Shiksha shall report to the District Educational Officer & Ex-officio District Project Coordinator.
v.In the absence of availability of officers from the School Education Department, the officers in the cadre of Deputy Educational Officers with the B.Ed qualifications from the Welfare Departments of Social Welfare, Tribal Welfare, B.C. Welfare with minimum 3 years experience and aptitude for community mobilization for upliftment of SC, ST, BC Minority and CWsN (Children With Special needs).
vi.The officers identified shall be with unblemished record and shall not have any disciplinary cases pending against them.
vii.The tenure of such deputation shall not be more than three years. If the services are not satisfactory within that period such officers shall be repatriated.

Further Government hereby constitutes a Selection Committee under the Chairmanship the Principal Secretary to Government, School Education Department with the following Members to examine the candidature for the post of Additional Project Co-ordinator, Samagra Shiksha and select a panel and recommend to Government for issue of orders:

  1. Principal Secretary to Government, School Education : Chairman
  2. Commissioner of School Education : Member Convenor
  3. State Project Director, SSA : Member

The Commissioner of School Education, AP and the State Project Director, SSA, AP shall take further necessary action in the matte accordingly.
