Enhance of stipends 15 % to House Surgeons & Super Speciality students

Orders were issued for enhancement of stipend to the internees (House Surgeons), Post Graduate (Degree & Diploma) of Medical Colleges including those of Dental Colleges and P.G. students in Super Specialties at the enhanced rate of 15% with effect from 01/01/2008.  In the G.O.3rd read above, it was ordered that the stipends will be enhanced once in two years with effect from 01/01/2012 and accordingly last enhancement was made with effect from 01/01/2014.  This formula for fixing the stipend @ 15% hike once in two years shall be in force for a period of six years.  As such the validity of the formula for fixation of stipend expired by 31/12/2015.

Director of Medical Education, TS, Hyderabad has submitted proposal for enhancement of stipends @ 15% and requested the Government to issue orders.

Government after careful examination of the matter hereby decided to adopt the formula for fixing the stipend @ 15% hike once in two years as envisaged in the G.O.3rd read above for a further period of five (05) years with effect from 01/01/2016 and the Government also accord sanction for enhancement of stipend to the Internees of MBBS / BDS, and Post Graduate (PG Degree & Diploma) and PG Dental and Super Specialty students at the enhanced rates as tabulated below with effect from 01/01/2016.

SERP and MGNREGA Telangana employees Salary hike by 30 percent 2016

CM KCR along with Panchayat and Rural development minister Jupally krishna rao announced a salary hike of 100 percent to SERP/DRDA Cluster Coordinators (CCs) today at camp office.

And also APM (Assistent project Managers) and AC ( Area Coordinators) will get a salary appraisal of 30 percent of their basic pay.

SERP (Society for elimination of rural poverty) consist of 4,174 employees who are going to get benefited from this salary hike. Out of which 767 CCs whose salary was Rs. 6,150/- . Now they are going to get 12,000 per month.

Around 10,000 MGNREGA field Assistant will get Rs. 10,000/- will effect from 1 August 2016.

3. The Telangana Shops and Establishments Rules – Amendments

Government have adapted the Andhra Pradesh Shops and Establishments Rules, 1990 to the State of Telangana.

Commissioner of Labour, Telangana, Hyderabad after careful examination of the matter hereby decided to amend the Telangana Shops and Establishments Rules, 1990 and also to notify the revised rates of the fees.

3. Accordingly, the following notification will be published in the Extraordinary Issue of the Telangana Gazette dated: 08.08.2016:-

NOTIFICATION

In exercise of the powers conferred by section 71 of the Telangana Shops and Establishments Act, 1988, the Government of Telangana hereby makes the following amendment to the Telangana Shops and Establishments Rules, 1990”

AMENDMENT

In the said rules,

(1) In Schedule I of rule 3, the words and figures under column (3) shall be substituted with the following namely:- “Rs.100, Rs.500, Rs.1000, Rs.2000, Rs.5000, Rs.10,000 and Rs.10000 + Rs.5000 for every additional 50 persons or part thereof for the number of persons exceeding 100”.

(2) In Schedule II of rules 5 and 6, the words and figures “Rs.30.00, Rs.60.00”,  under column (3) shall be substituted with the words and figures “Rs.100, Rs.200” respectively.

(3) In Schedule III of rule 27,

(i) the words and figures under column (3), against the entries 1, 2, 3 shall be substituted with the words and figures “Rs.50, Rs.100, Rs.50 subject to a maximum of Rs.1000”.

(ii) the words and figures under column (3), against the entries 4 and 5 shall be substituted with the words and figures “Rs.1000, Rs.20 adhesive Court Fee label”

3. In rule 26, sub-rule (2) for clause (iii), the following shall be substituted, namely:- “(iii) Pleader’s fee which shall be within the lower limit of Rs.1,000/- and upper limit of Rs.5,000/-.”

4. For rule 27, the following shall be substituted, namely:- “27-Court-fees:- The court fees payable in respect of proceedings shall be as notified by the Government from time to time : Provided that the authority may, in consideration of the poverty of the applicant, reduce or remit this fee: Provided further that no fee shall be chargeable in respect of an application presented by an inspector”.

5. Rule 35 shall be omitted.

34 Dialysis Units at Telangana District Hospitals on PPP

Government have permitted to establish (20) Dialysis Units at RIMS Adilabad/District & Area Hospitals & CHCs in the State in the interest of dialysis patients under PPP model with certain terms and conditions.

Commissioner, Telangana Vaidya Vidhana Parishad, Hyderabad has submitted proposal for establishment of following another (14) Dialysis Centres in TVVP Hospitals for needy treatments to Renal Failure patients who are spending much time for travelling to Headquarters for Dialysis.

34 Dialysis Units  at Telangana District Hospitals on PPP

The Commissioner, TVVP has also submitted that the Chief Executive Officer, Aarogyasri Health Care Trust, TS, Hyderabad has convened meetings with HODs and Nephrologists to evolve guidelines for establishment of dialysis Units under PPP model on the issue of reuse of dialyzer was discussed at length. Accordingly, they have submitted that the Standard Treatment Guidelines issued by the Government of India on Dialyzer Reuse states that “Reuse of dialyzers remains among the most controversial aspects of Haemodialysis. While being banned by law in certain countries in the world, it is widely carried out in others for cost saving, and has in fact been validated by the manufactures and regulatory and authorities for certain devices. The reuse of certain other devices, tubings, and end caps is even more controversial. The method of reprocessing, manual Vs automated, the use of different chemicals and disinfectants is also highly variable as is the use of tests of performance. This guideline attempts to provide a comprehensive outline of all the above controversies with a basis for the practices recommended”. (Standard treatment Guidelines Haemodialysis issued by the Ministry of Health and Family Welfare, Government of India. Attention was also drawn wherein orders issued by Health & Family Welfare Department of Tamil Nadu State has paid compensation to the patients effected by Hepatitis ‘C’ virus while undergoing dialysis treatment in Government Stanley Medical College Hospital, Chennai.

4. Further, the Professor & Head, Department of Nephrology, NIMS has also stated that they are following single use dialysis to prevent the spread of HCV in the unit from 2010 onwards and with the above strategy. (1) The spread of HCV was prevented in the Unit (2) Requirement of RO water for reuse came down significantly (3) The chemicals used for reuse like H2O2, Hypochlorite, and Formaldehyde etc., are reduced in the unit there by environmental pollution was reduced (4) the quality of dialysis was assured, as there is no need for checking the fiber bundle volume each time (5)The cost of the dialysis disposables reduced drastically as bulk purchases was done directly from the manufactures. It was also stated that single use dialysis is being practiced for Aarogyasri Patients also for ensuring better quality of dialysis and also to prevent the spread of viral infections. The current bundled payment will be able to suffice for undertake this policy in the Government sector as there is requirement of bulk purchase of the disposables and reduced usage of disinfecting chemicals and decrease utilization of RO Water, which will decrease the recurring cost. They have also submitted that, latest review article also suggest for phasing out the of reuse by cutting down the cost by allowing local manufacturing of the Dialysis Disposables.

5. The Government, after careful examination of the said proposal hereby accord permission to the Commissioner, TVVP., Hyderabad for establishment of Dialysis Units at the mentioned in para-2 above, for needy treatments to Renal Failure patients who are spending much time for travelling to Headquarters for Dialysis in addition to earlier (20) units permitted in the G.O.2nd read above under PPP model through tender process with following modified terms and conditions:-

(1) New Dialysis Disposables (Dialyzer, AV blood tubing and transducer protector) used for each session.

(2) To follow Hub and spoke model for managing of Dialysis units established in peripheral institutions. Department of Nephrology of Osmania, Gandhi and NIMS will function like as Hub to control the standards followed in the process of Dialysis by the service provider at peripheral hospitals.(spokes)

(3) To invite the bids for entire State as a single package.

(4) Bidder should be the manufacturer of dialysis machine & disposables or manufacturer of dialysis machine & disposables in association with service providers who has the experience in running these services across the world without any major adverse remarks on the service delivery. Turn over should be Rs.25.00 crores in past two year E.M.D. Rs.20.00 lakhs.

(5) The Bidder should have a minimum of (2) years of experience in carrying out similar type of assignment/service in private and public sector globally.

(6) The Bidder should have experience to operate and manage dialysis facilities, having at least a total of 50 Hemodialysis machines.

(7) The Service provider has to bear the water charges for the dialysis unit.

(8) The Service provider will provide only Paramedical and Nursing Staff and MBBS Doctor. Doctors available at peripheral Dialysis centers shall issue the death certificates in case of death of any patient while the dialysis process is in progress or immediately after the dialysis procedure if the death is within the facility.

(9) In addition to the 20 Dialysis units already permitted vide G.O.Rt.No.803 Dt:18-12-2015 in (20) TVVP hospitals, (14) more units in TVVP Hospitals permitted details as mentioned in para-2 above.

(10) To reduce the contract period from 5 years to 3 years.

(11) The Medical Superintendent of the peripheral hospital will enter into the agreement with the service provider.

(12) The Medical Superintendent will provide space free and power on cost.

(13) The tender/agreement can be cancelled at any point of time without assigning reasons thereof.

(14) The bidder should establish the needed infrastructure at both ends for the Tele monitoring by the Expert Centre.

(15) The following Technical Committee is hereby constituted for Technical Evaluation of the bids.

(i) Chief Executive Officer, Aarogyasri Health Care Trust, Hyderabad – Convenor

(ii) Director of Medical Education, TS, Hyderabad.

(iii) Commissioner, TVVP, Hyderabad

(iv) Managing Director, TSMSIDC, Hyderabad

(v) Nephrologist from Osmania Hospital

(vi) Nephrologist from Gandhi Hospital

(vii) Nephrologist from NIMS, Hyderabad.

6. The above Committee shall monitor the performance/ functioning of these units once in a month.

7. The Commissioner, Telangana Viadya Vidhana Parishad, Hyderabad is directed to call tenders under PPP model with above terms and conditions and after selection of service provider to each Hospital, the Commissioner of Telangana Vaidya Vidhana Parishad and the Hospital Development Societies are authorized to execute a Memorandum of Agreement (MOA) with service providers that shall be valid for a period of (3) five years from the date of signing of the Agreement which includes the above conditions.

8. The Commissioner, TVVP., Hyderabad is requested to issue instructions to the Medical Superintendents of District (Hospitals) and Area Hospitals/Community Health Centres to earmark space for the establishment of the dialysis units, to enable the service providers to establish units at their own cost after remodeling and refurnishing the premises. The Commissioner, TVVP., Hyderabad and Chairman of the Hospital Development Societies are requested to enter into a Memorandum of Understanding (MoU) with the service provider duly ensuring that the terms and conditions mentioned at para ( 5 ) above are incorporated in the Agreement. There shall not be any financial burden on the State Government or the District & Area Hospitals, except for providing space for dialysis unit for a period of (3) years.

Mahabubnagar District Re-Organization of new Districts, Revenue Divisions and Mandals

Government of Telangana with Go 366 on 22 August 2016 issued orders to form new districts of Mahabubnagar into 3.

Under sub-section (5) of Section 3 of the Telangana District (Formation) Act,  1974 (Act 7 of 1974), notice is hereby given to all the concerned, that the Government in the interest of better administration and development of the areas concerned proposes to form of new Districts, Revenue Divisions and Mandals in the present District of Mahabubnagar District in the State of Telangana, as detailed in Schedule I and Schedule II here to appended.

Objections or suggestions are invited on the above proposal from all persons residing within the District/Revenue Division/Mandal/or Village are being taken into consideration by the Government. All objections or suggestions should be in writing in English or in Telugu or Urdu and should be addressed to the Collector (by designation) within whose jurisdiction the area lies, so as to reach the office of the District Collector, concerned District on or before the expiry of thirty (30) days from the date of notification.

Adilabad Re-Organization of new Districts in Telangana

Under sub-section (5) of Section 3 of the Telangana District (Formation) Act,
1974  (Act  7  of  1974),  notice  is  hereby  given  to  all  the  concerned,  that  the Government in the interest of better administration and development of the areas concerned proposes to form of new Districts, Revenue Divisions and Mandals in the present  District  of  Adilabad  District  in  the  State  of  Telangana,  as  detailed  in Schedule I and Schedule II here to appended.
Objections or suggestions are invited on the above proposal from all persons
residing within the District/Revenue Division/Mandal/or Village are being taken into consideration by the Government. All objections or suggestions should be in writing in  English  or  in  Telugu  or  Urdu  and  should  be  addressed  to  the  Collector  (by designation)  within whose jurisdiction the area lies, so as to reach the office of the Collector on or before the expiry of thirty (30) days from the date of  notification.

Cancellation of deputations of teachers working on deputation as PAs

GO 1923 General Administration (SR) Department -Cancellation of deputations of teachers who were working on deputation as P.As to Hon’ble Ministers/MPs/MLAs/MLCs/Z.P Chairman and other public representatives and repatriation to parent department with immediate effect- Orders –issued.

It was provided in the act reference 1st read above in Sub-Section (2) of Section 25 “For the purpose of maintaining the Pupil-Teacher Ratio under sub- section (l) of Section 25, no teacher posted in a school shall be made to serve in any other school or office or deployed for any non- educational purpose, other than those sacrificed in section 27 i.e the decennial population census, disaster relief duties or duties relating to election to the local authority or the State Legislature or Parliament as case may be.

2. While emphasizing for the scrupulous adherence to the above provisions of the act the Hon’ble Supreme Court in its orders reference 2nd read above made the following:-

“We must state without any kind of hesitation that Teachers could not have been sent on deputation to function as Private Secretaries of the members of the Legislative Assembly or Ministers. If anyone is deputed, he must be immediately sent back and an affidavit to that extent be filed by the next date of hearing .”i.e on 7.9.2016.

3. Government after careful examination of the matter have decided to cancel all the orders issued so far to the teachers for deputation as P.As to Hon’ble Ministers/MPs/MLAs/MLCs/Z.P Chairman and other public representatives, and to repatriate to their parent department with immediate effect so as to comply the above orders of Hon’ble Supreme Court. Accordingly the orders of deputation issued so far to teachers to work as PAs to the above public representatives is hereby cancelled.
4. The public representatives concerned are requested to ensure that the said teachers are repatriated immediately to the education department so as to report back to schools to attend the academic work entrusted to them with immediate effect.
5. All the public representatives shall select the P.As i.e., other than teachers, in the cadre of Senior Assistants as per G. O. Rt. No. 1384, General Administration (SR) Dept, dated 19.12.2014 henceforth.

6. The Education Department and all the District Collectors shall take immediate necessary action accordingly.

The Commission is not responsible, for any discrepancy in Bio-data particulars while submitting the application form through Online. The applicants are therefore, advised to strictly follow the instructions and User guide in their own interest before submitting the application.

2. The particulars furnished by the applicant in the Application Form will be taken as final, and data entry is processed, based on these particulars only by Computer. Candidates should, therefore, be very careful in Uploading / Submitting the

Application Form Online.

3. Incomplete/incorrect application form will be summarily rejected. The information if any furnished by the candidate subsequently in any form will not be entertained by the Commission under any circumstances. Applicants should be careful in filling-up the application form and submission. If any lapse is detected during the scrutiny, the candidature will be rejected even though he/she comes through the final stage of
recruitment process or even at a later stage.

4. Before Uploading/Submission of Application Form, the Candidates should carefully ensure his/her eligibility for this examination. No relevant column of the application form should be left blank, otherwise application form will not be accepted.

PARA- IV GENERAL PROVISIONS

1. Applicant must compulsorily fill-up all relevant columns of application and submit application through website only. The particulars made available in the website shall be processed through computer and the eligibility decided in terms of notification.

2. The applications received online in the prescribed proforma available in the website and within the time shall only be considered and the Commission will not be held responsible for any kind of discrepancy.

3. Applicants must upload his/her own scanned photo and signature through J.P.G
format.

4. The applicants should not furnish any particulars that are false, tampered, fabricated or suppress any material information while making an application through website.
5. All the essential certificates issued by the competent authority of Telangana State shall compulsorily be kept with the applicants to produce as and when required to do so. Failure to produce the required certificates on the day of verification will lead to disqualification.
6. Important – The claim of the candidates with regard to the date of birth, educational / technical qualifications, experience and community are accepted only provisionally on the information furnished by them in their application form and is subject to verification and satisfaction of the Commission. Mere admission to any test or interview or inclusion of the name of a candidate in a Merit List will not confer on the
candidate any right for appointment. The candidature is therefore, provisional at all stages and the Commission reserve the right to reject candidature at any stage of the selection even after the advice has been made.
7. This Recruitment is entrusted to TSPSC alongwith Finance Clearance vide G.O. Ms. No. 108 Finance (HRM.I) Department, Dt. 27/07/2015 and G.O. Ms. No. 92 Finance (HRM-VII) Department, Dt. 23/07/2016.
The following certificates must be kept ready by the candidates for the purpose of verification.
i). Proof of Educational Qualifications
ii). Date of Birth Certificate
iii). School Study Certificate
iv). Declaration by the Unemployed
v). No Objection Certificate from Employer (if anywhere employed)
The following Certificates should be obtained from Govt. of Telangana State in prescribed proforma for the purpose of verification.

PARA-V:- IMPORTANT LEGAL PROVISIONS GOVERNING THE RECRUITMENT PROCESS:

1. Vacancies: The recruitment will be made to the vacancies notified before the examination only. There shall be no waiting list as per G.O. Ms. No. 81 General Administration (Ser.A) Department, Dated 22/02/1997.

2. Recruitments:- The Recruitment will be processed as per this Notification and also as per the Rules and Instructions issued by the Government and also as decided by the Commission from time to time in terms of respective Special Rules/Adhoc Rules governing the Recruitment and G.O.Ms.No. 113 Health, Housing and Municipal Administration Dept., Dt. 10/12/1959, G.O.Ms.No. 81, Revenue(CT-1)Department, Dt.03/02/1990 read with G.O. 3. Rules: All are informed that the various conditions and criterion prescribed herein are governed by the General Rules of existing State and Subordinate Service Rules, read with the relevant Special Rules applicable to any particular service in the departments. Any guidelines or clarification is based on the said Rules, and, in
case of any necessity, any matter will be processed as per the relevant General
and Special Rules in force.

1032 Group 2 TSPSC SUPPLEMENTARY NOTIFICATION

4. Constitutional Provisions:- The Commission is empowered under the provisions of Article 315 and 320 of the Constitution of India read with relevant laws, rules, regulations and executive instructions and all other enabling legal provisions in this regard to conduct examination for appointment to the posts notified herein, duly following the principle of order of merit with reference to relevant statutory provisions and ensuring that the whole recruitment and selection process is carried out with utmost regard to maintain secrecy and confidentiality so as to ensure that the principle of merit is followed. A candidate shall be disqualified for appointment, if he himself / she herself or through relations or friends or any others has canvassed
or endeavored to enlist for his candidature, extraneous support, whether from official or non-official sources for appointment to this service.

5. Zonal/ Local /Multi Zonal:- The Zonal and Local Reservations shall be followed as per the Para -8 of A.P. Public Employment (Organization of Local Cadres and Regulation of Direct Recruitment) Order, 1975 (G.O.P. No. 674, G.A. (SPF-A) Dept., Dated: 20/10/1975) and for Multi Zonal Posts as per G.O.P. No. 729, GA(SPF-A) Dept., Dt. 1/11/1975 read with G.O. Ms. No. 124, General Administration (SPF-A) Department, dated: 07/03/2002 and other orders issued by the Government of Telangana from time to time and within the meaning of Sections 3 and 97 of A.P. State Reorganization Act 06/2014.

6. Employed:- The persons already in Government Service/ Autonomous bodies/ Government aided institutions etc., whether in permanent or temporary capacity or as work charged employees are required to inform in writing to the Head of Office / Department, as the case may be and required to submit the “No objection” from the concerned Head of Office / Department to the Commission as and when required to
do so.

7. Penal Action:- The Commission is also empowered to invoke the penal provisions  of the A.P. Public Examinations (Prevention of Malpractices and Unfair means) Act 25/97 for matters connected therewith or incidental thereto in respect of this Notification.

8. Caste & Community: Community Certificate issued by the competent authority (obtained from Government of Telangana State) in terms of G.O.Ms No. 58, SW (J) Dept., dt: 12/5/97 read with G.O. Ms. No. 5 Scheduled Castes Development (POA.A2) Dept., Dt. 08/08/2014, G.O. Ms. No. 11 Scheduled Castes Development (POA.A2) Dept., Dt. 17/09/2014 and G.O. Ms. No. 2 Scheduled Castes Development (POA.A2) Dept., Dt. 22/01/2015 should be submitted at appropriate time in respect of SC & ST Candidates. In respect of candidates belonging to  Backward Classes are required to produce Community Certificate (BC-A, BC-B, BC-C, BC-D& BC-E) from Competent Authority i.e., from Tahsildars in the State of Telangana not below the rank of Deputy Tahsildar (G.O. Ms. No. 16 BCW(OP) Dept., Dt. 11/03/2015) and orders and instructions issued by the Government from
time to time. As per General Rules for State and Subordinate Service Rules, Rule – 2(28) Explanation: No person who professes a religion different from Hinduism shall be deemed a member of Schedule Caste. Reservation and Fee exemption are applicable to SC’s, ST’s BC’s, Women, Persons with Disability (PWD) and fee
exemption to unemployed OC candidates belonging to Telangana State.

9. Reservation:

(i)The Reservation and eligibility in terms of General Rule 22 & 22 (A) of State and Subordinate Service Rules are applicable.

(ii) Reservation to Disabled persons is applicable for Pc. No. 01, 04, 06, 07 and
11to13. However, for Pc. No. 02 & 03 restricted to HH and OH as per Departmental Special Rules. For Pc. No. 05, 08, 09 and 10 the reservation to  Disabled persons is not applicable. The required extent of deformity and the genuineness of the Medical Certificate and in the case of ambiguity or doubt,
the same shall be referred to the Appellate Medical Boards as per the instructions of the Government.

(iii) The Reservation to Women will apply as per General Rules / Special rules.

(iv) Reservation to BC-E group will be subject to the adjudication of the litigation before the Honorable Courts including final orders in Civil Appeal No: (a) 2628- 2637 of 2010 in SLP. No. 7388-97 of 2010, dated. 25/03/2010 and orders from the Government.
10. Distance Education:- The Candidates who have obtained Degrees through Open Universities / Distance Education mode are required to have recognition by the University Grants Commission / AICTE / Distance Education Council as the case may be. Unless such Degrees had been recognised by the relevant Statutory
Authority, they will not be accepted for purpose of Educational Qualification. The onus of Proof of recognition by the relevant Statutory Authority that their Degrees / Universities have been recognised, rests with the Candidate.
PARA-VI: RESERVATION TO LOCAL CANDIDATES: Reservation to the Local candidates is applicable as provided in the Rules and as amended from time to time as in force on the date of notification. The candidates claiming reservation as Local candidates should obtain the required Study certificates (from IV Class to X Class or
SSC) (OR) Residence Certificate in the Proforma only for those candidates who have not studied in any Educational Institutions as the case may be. The relevant certificates may be got ready with authorized signature and kept with the candidates to produce as and when required.

DEFINITION OF LOCAL CANDIDATE:- In terms of Para-(7) of A.P. Public Employment (Organization of Local Cadres and Regulation of Direct Recruitment) Order, 1975 (G.O.P. No. 674, G.A. (SPF-A) Dept., Dated: 20/10/1975). “LOCAL CANDIDATE” means a candidate for direct recruitment to any post in relation to that Local areas where he/she has studied in Educational Institution(s) for not less than four consecutive
academic years prior to and including the year in which he/she appeared for S.S.C or its equivalent examination. If however, he/she has not studied in any educational institution and obtained SSC or its equivalent qualification or Open School, Private Study basis, he/she has to produce residential certificate issued by the Tahsildar.

i) In case any Candidate who does not fall within the scope of above then, if he/she has studied for a period of not less than seven years prior to and inclusive of the year in which he/she has studied SSC or its equivalent qualification, he/she will be regarded as local candidate on the basis of the maximum period out of the said
period of seven years and where the period of his/her study in two or more local areas or equal such local area where he/she has studied last in such equal periods will be taken for determining the local candidature. Similarly, if he/she has not studied during the above said period in any Educational Institution(s) and obtained
private study the place of residence during the above period will be taken into consideration and local candidature determined with reference to the maximum period of residence or in the case of equal period where he/she has resided last in such equal periods.

ii) If the claim for local candidature is based on study, the candidate is required to produce a certificate from the Educational Institution(s) where he/she has studied during the said 4/7-year period. If, however, it is based on residence, a certificate should be obtained from an officer of the Revenue Department not below the rank of Tahsildar or Deputy Tahsildar in independent charge of Mandal.

iii) If, however, a candidate has resided in more than one Mandal during the relevant four/seven years period but within the same District or Zone as the case may be separate certificates from the Tahsildar exercising jurisdiction have to be obtained in respect of different areas.

NOTE:

(A) Residence Certificate will not be accepted, if a candidate has studied in any educational institution upto S.S.C. or equivalent examination, such candidates have to produce study certificates invariably. The candidates, who acquired Degree from Open Universities without studying SSC / Matriculation or equivalent in Educational Institutions, have to submit Residence Certificate only. Educational institutions means a recognized institution by the Government / University / Competent Authority.

(B) Each of the following Zones comprises the Districts mentioned against each Zone. The following are the Present Zones in the Telangana State:

V Adilabad, Karimnagar, Warangal and Khammam. (ADB, KRMN, WGL, KMM)

PARA-VIII: PROCEDURE OF SELECTION: THE SELECTION OF CANDIDATES FOR APPOINTMENT TO THE POSTS
WILL BE MADE IN TWO SUCCESSIVE STAGES VIZ., i) OMR Based Examination (Objective Type).
and

ii) Oral Test in the shape of Interview (only for those qualified as per Rules). THE FINAL SELECTION OF THESE POSTS WILL BE BASED ON THE OMR EXAMINATION AND INTERVIEW MARKS PUT TOGETHER.

1. Only those candidates who qualify in the Examination in order of merit will be called for interview in 1:2 ratio, Community and Category wise for the vacancies available. The minimum qualifying marks for Interview / Selection are OCs 40%, BCs 35% SCs, STs and PHs 30%. The minimum qualifying marks are relaxable in the case of SC/ST/BC/PH at the discretion of the Commission.

2. The candidates will be selected and allotted to Service/ Department as per their rank in the merit list and as per Zonal Preference for allotment of candidates against vacancies and for the vacancies available.
N.B.: Mere securing minimum qualifying marks does not vest any right in a candidate for being considered for selection.

3. The appearance in all the papers at the Written Examination as per rules is compulsory. Absence in any of the papers will automatically render his candidature as disqualified.

4. Candidates have to produce Original documents and other particulars on the day of verification itself. If candidate fails to produce any of the required certificates and if the particulars furnished by him / her in the Application do not tally with the Original documents produced by him / her, then his / her candidature will be rejected/disqualified without any further correspondence. As candidature for the recruitment is processed
through Computer/Electronic devices based on the particulars furnished in the Application Form, the candidate is advised to fill in all the relevant particulars carefully.

5. The preference opted by candidates in respect of posts, zones etc., in the application form are only indicative for being considered to the extent possible but not binding or limiting the Commission’s powers conferred under Article 315 and 320 of the Constitution of India. Therefore, the Commission has the power to assign a successful candidate to any of the notified posts for which he/she is qualified and eligible, subject
to fulfilling the selection criterion. Mere claim of preference for any Zone for allotment against vacancy does not confer a right to selection for that Zone in particular or any Zone in General.

6. The appointment of selected candidates will be subject to their being found medically fit in the appropriate Medical Examination, and if he/she is of sound health, active habits free from any bodily defect or infirmity.

Guidelines for Registration of Fresh Water Aquaculture in the Telangana State

1.1 Water Aquaculture in the Telangana No person shall carry on fresh water aquaculture without registration in accordance with this order.

1.2 The farmers need not pay Land conversion fee ( as per the sub clause (f )

of Clause 7 of the Andhra Pradesh Agricultural Land (Conversion for Non- Agricultural purpose Act 2006 and its amendments by Act 16 of 2012).

1.3 The District Level Committee with the following members shall be the Competent Authority to permit fresh water aquaculture by registration.

Composition of the District Level Committee Status – Registration of Fresh Water Aquaculture in the Telangana

1. District Collector Chairperson

2. Executive Engineer, Irrigation Department Member

3. Joint Director of Agriculture Member

4. Deputy Director, Ground Water Department Member

5. District Fisheries Officer Member Convener

1.4 The Member-Convener will invite the District Forest Officer for the District Level Committee meetings whenever forest lands are involved.

1.5 The applicant shall have a clear title of land in his name or shall be a lease holder of the land for a minimum period of five years.

1.6 Aquaculture is permissible in agriculture lands having less productivity, fallow, low lying, prone to water logging and also permissible in dilapidated small kuntas by undertaking reclamation to hold rain water required depth and period.

1.7 Fresh water aquaculture is permissible by using water from irrigation canals, drainage channels (notified or non-notified), field channels, etc. by paying Water Cess.

1.8 To prevent groundwater depletion, no fresh water aquaculture farm shall be permitted to use water drawn from bore wells except for supplementing the losses from evaporation, seepage, etc.

1.9 Antibiotics and other pharmacologically active substances which are banned by Government of India and published in Gazette Notifications from time to time shall not be used for aquaculture.

1.10. All indigenous cultural species, unless prohibited by the Government can be cultured. Exotic species can be cultured only after obtaining relevant permissions from Competent Authorities.

2. Procedure for Registration

2.1 Persons who wish to start aquaculture farms shall apply to the District Level

Committee through the District Fisheries Officer (Annexure-I) and pay processing fee of Rs.200/- per acre. The DLC will scrutinize the applications as per the guidelines issued in this order and visit the proposed site if necessary then recommend for registration. District Fisheries Officer will submit the file to the Dist Collector / Chairman DLC to issue the registration (Annexure-II).

2.2 The District Level Committee visit the ponds at any time after completion of the construction or during culture period. If any violations are observed as per the conditions mentioned in this order, the DLC has the power to recommend for cancellation of the registration.

2.3 The amount collected towards processing fee shall be remitted to the Government account in miscellaneous head of account: 2405- Fisheries, MH –

102 License Fees, Fines etc SH.01-License Fees, Fines etc in Registration of Fresh Water Aquaculture in the Telangana.

2.4 The District Collector has the right to take appropriate action including cancellation of the registration, and demolish if any registered fresh water aquaculture farmer violates the conditions mentioned in this order.

3. Powers of the Commissioner of Fisheries

The Commissioner of Fisheries has the power to review, call for records, inspect or depute Officers to examine records and inspect the farms and intervene in the process at any stage suo- motu or in response to a complaint, at his option. He has the power to order the cancellation of registrations, the closure of operations in accordance with this order.

Government of Telangana with GO MS 111 on 8 Sep 2016 Administrative sanction was  accorded for 657 outsourcing jobs in Telangana, among others, to start ten (10) schools (i.e. Bellampalli(B), Manakonduru(B), Alampur(B), Chennur (G), Wardhannapet (B), Danavayigudem (G), Kulcharam (G), Gopalpet (G), Domakonda (G) and Gachibowli (G)), one (1) institution as Centre for Excellence (Karimnagar) and one Residential Sports School(G) at Raikote under the control of the Social Welfare Residential Educational Institutions Society.

Schedule Caste Development Department have proposed for creation of certain Teaching and Non-teaching Posts for the TSWR Schools under the control of the Secretary, TSWREIS, Hyderabad.

GO 243 Reorganization of Nagarkurnool District Final Notification NOTIFICATION Form II

In exercise of the powers conferred under Section 3 of the Telangana Districts (Formation) Act, 1974, the Governor of Telangana, in the interests of better administration and development of the area concerned, after taking into consideration of the objections and suggestions received from various people and public representatives, by altering the boundaries of existing District(s), i.e., as specified in Section 3 of the Central Act No. 6 of 2014 and its Revenue Divisions and Mandals and Villages, do hereby notify, the new District, Revenue Divisions and Mandals and Villages as specified in the Schedules below, with effect from 11.10.2016.

Formation of new District, Revenue Divisions, Mandals and Villages will not have any effect on the existing elected bodies of Zilla Parishads, Mandal Parishads and Gram Panchayats and their jurisdiction over the areas covered by the existing districts, as specified in Section 3 of the Central Act No. 6 of 2014 till the new ZPs, MPs and GPs are constituted, in accordance with law.

GO 240 Formation of Siddipet District In exercise of the powers conferred under Section 3 of the Telangana Districts (Formation) Act, 1974, the Governor of Telangana, in the interests of better administration and development of the area concerned, after taking into consideration of the objections and suggestions received from various people and public representatives, by altering the boundaries of existing District(s), i.e., as specified in Section 3 of the Central Act No. 6 of 2014 and its Revenue Divisions and Mandals and Villages, do hereby notify, the new District, Revenue Divisions and Mandals and Villages as specified in the Schedules below, with effect from 11.10.2016.

Formation of new District, Revenue Divisions, Mandals and Villages will not have any effect on the existing elected bodies of Zilla Parishads, Mandal Parishads and Gram Panchayats and their jurisdiction over the areas covered by the existing districts, as specified in Section 3 of the Central Act No. 6 of 2014 till the new ZPs, MPs and GPs are constituted, in accordance with law.
