Telangana Vikalangula Co-operative Corporation Subsidies Guidelines Department for WCD & SC(Sch.II) – Supplying of Retrofitted Motorized Vehicles, Laptops, Battery operated Wheelchairs, 4G Mobile Phones, MP3 Players, Daisy Players and Hearing Aids etc.,on free cost to the Disabled students for the year 2019-20 through Telangana Vikalangula Co-operative Corporation, Hyderabad-Guidelines for selection of beneficiaries and Constitution of the State level Committee.

Joint Managing Director, Telangana Vikalangula Co-operative Corporation, Hyderabad has requested to permit her for procurement of Retrofitted Motorized Vehicles, Laptops, Battery operated Wheelchairs, 4G Mobile Phones, MP3 Players, Daisy Players, Hearing Aids and other Aids & Appliances from Government firms/authorized firms by inviting tenders and to supply the same to the Disabled Persons on free of cost from the available budget under Prosthetic Aids & Subsidies for the year 2019-20 and also to issue guidelines for selection of beneficiaries.
Government, after careful examination of the matter hereby permit the Director, Welfare of Disabled and Senior Citizens Department & ex-Officio Joint Managing Director, Telangana Vikalangula Co-operative Corporation, Hyderabad to procure the following items by inviting open tenders from Government firm/authorized firms as mentioned below for supplying the same to the Persons with Disability on free of cost for the FY 2019-20:
1 Retrofitted Motorized Vehicles With 100% grant and procurement of Vehicles through e-procurement.
2 Battery Operated Wheelchairs (Muscular Dystrophy& Spinal Cord) Inviting sealed tenders from Firms/Authorized Dealers

The above expenditure shall be met from the available Budget under the scheme of Rehabilitation & Supply of Prosthetic Aids to Physically Handicapped Persons and subsidies, allocated to Telangana Vikalangula Cooperative Corporation, Hyderabad for the year 2019-20.
The Director, Welfare of Disabled and Senior Citizens Department & ex-Officio Joint Managing Director, Telangana Vikalangula Co-Operative Corporation, Hyderabad shall issue tender notification in leading Newspapers inviting bids from authorized firms and follow e-procurement procedure for supplying the items shown in the para-2 above.
Government hereby also constitute the State level Committee for scrutiny and for finalizing the tenders submitted by Government firms/Authorized firms for supplying above Aids:

The Director, Welfare of Disabled and Senior Citizens Department & ex-Officio Joint Managing Director, Telangana Vikalangula Co-Operative Corporation, Hyderabad shall place the tenders before the above committee for approval of the same.
The Director, Welfare of Disabled and Senior Citizens Department & ex-Officio Joint Managing Director, Telangana Vikalangula Co-operative Corporation, Hyderabad shall place the order for supply of Aids & Appliances to meet the necessary requirement to the extent of eligible candidates only subject to availability of budget.
The guidelines for sanction of Aids and appliances to the Persons with Disabilities are herewith annexed to this order.
The Director, Welfare of Disabled & Senior Citizens Department, Hyderabad shall take necessary action accordingly.
