Telangana Ombudsmen for MGNREGA Social Audit

In terms of the instructions issued by the Government of India in the reference, in the circumstances reported by the Commissioner, Rural Development, Hyderabad, Government, hereby
constitute the Selection Committee for filling up of the (9) number of posts of Ombudsmen with the jurisdiction in all the (32) rural Districts of Telangana State under Section 30 of Schedule (I) of the MGNREG Act with the following members:

i. Special Chief Secretary of the State Government nominated for the purpose – Chairperson.
ii. Representative of Union Ministry of Rural Development – Member.
iii. Eminent Civil Society person nominated by Union Ministry of Rural Development – Member.
iv. Principal Secretary/Secretary of the State Nodal Department – Member Convener.

The Commissioner, Rural Development, Hyderabad shall take necessary further action accordingly.

Commissioner, Rural Development, Telangana, Hyderabad has submitted proposals for according permission for appointment of (9) No.s ‘Ombudsmen’ with the jurisdiction in all the (32) rural Districts of Telangana State under Section 30 of Schedule (I) of the Mahatma Gandhi National Rural Employment Guarantee Act.2. The Government after careful examination hereby authorize Commissioner,
Rural Development, Hyderabad to issue notification in news papers inviting applications from eligible people as per qualification prescribed following due procedure in force for appointment of (9) No.s ‘Ombudsmen’ with the jurisdiction in all the (32) rural Districts of Telangana State under Section 30 of Schedule (1) of the MGNREG Act duly following procedure prescribed as follows:

Government prescribes the following procedure for identification of the Ombudsmen:

a) Application shall be invited through an open advertisement in the proforma prescribed by GoI vide reference 4th cited.
b) Based on the applications received, the Selection committee shall prepare a District-wise for consideration for appointment as Ombudsman and rank them in order of preference.
c) After finalization of the panel of Ombudsmen by the selection committee, the list shall be displayed on the website of Rural Development Department for comments from public. After examining the comments if any, selection committee may finalise the list.
d) The selected candidates shall be trained in MGNREGA before positioning them in the districts.
e) The Ombudsman shall be appointed for tenure of 2 (two) years extendable not more than twice by one year each based on a performance appraisal process or till the incumbent attains the age of 68 (sixty eight) years, whichever is earlier. There shall be no reappointment.
f) The Ombudsmen shall be paid Rs. 1000/- per sitting subject to maximum upper limit of Rs.20000/- per month.
